SHASTRI/LI MOVED TO APPROVE THE MINUTES FOR THE MAY 9, 2023 MEETING.

6. New Business
a. Saratoga Jail research update
The commissioners discussed their research on the Saratoga Jail. Shastri
stated that jail location seems valid. Boyce-Bender stated she has spoken to
several people about the jail. Shastri stated that she will speak with the SHF
and will report back for the July HPC meeting.
b. Summer Movie Nights
The commission discussed hosting a table at summer movie nights. Boyce-
Bender can not attend. The commission decided that they will not host a
table, and asked that a QR code be created to inform people about the
history of the heritage orchard.
c. Heritage Orchard signage
The commission discussed placing signage in the orchard that identifies the
types of trees that are in the orchard.

The HPC toured the Heritage Orchard with the City Orchardist.

Background:
The subject property is listed on the Heritage Resource Inventory (HP-88-01) as the
Webster House.
This residence is an early representation of the Dutch Colonial style. The gambrel
roof and long shed dormers typify the style, which became very popular in the 1920s,
while the stucco and shingled finishes and long colonnade are more commonly
associated with early twentieth century design. The house has ribbons of multi-lite
casement windows within the dormers and a prominent chimney at one of the end
walls. The design highlights the garden by incorporating multi-lite French doors that
open into the curving arbor which passes across the front of the house and extends
into the landscape. Simple cylindrical columns support the arbor. The house faces a
large open landscape planted primarily as lawn while mature trees, hedges, and
other plantings conceal most of the property from the street.
This distinctive house was built during the period just prior to World War when large
estate houses were being constructed southeast of Saratoga Village. The house was
recorded in the 1980s as being associated with the Webster and Sutro families. These
associations were not confirmed as a part of this survey, and their significance in
Saratoga history, if any, could not be determined.

At the time the survey was prepared, the house and outbuildings retained adequate
architectural design, workmanship and materials, as well as a compatible setting and
original location, and the property continues to represent the historical associations
and feelings of this residence.
Project Description:
The property owner is requesting HPC review for the following modifications to the
main residence:
1. Replacement of all windows and exterior doors. The windows will be painted
mahogany to match exiting windows.
2. Modifications to the window and French door sizes in the family room and the
master bedroom.
3. New patio covers for the two master bath terraces. These structures will be
detailed to match the existing arbors on the property.
4. New exterior paint to match existing, and a new roof consisting of split cedar
shingles to match existing.
In addition, the following modifications to the guest house are proposed:
1. Replacement of all exterior doors and windows. The windows and French
doors will be painted mahogany to match existing.
2. Window and door modifications in Bedroom Suite 1 and Bedroom Suite 2.
3. The French doors in the dining area will be replaced with out-swinging French
Doors, with size to match the existing doors in that location.
4. New windows in the gym.
5. New exterior paint to match existing.
Staff Recommendation:
Staff recommends that the HPC consider the applicant’s request for the exterior
changes and recommend approval of the project.

The Webster-Sutro House House is listed on the Saratoga Heritage Resources Inventory, included
as a part of HP-88-01. It qualified under Criteria a and c:
a) the property exemplifies and reflects special elements of the cultural, social, economic, aesthetic, and
architectural history of Saratoga; and
c) the property embodies distinctive characteristics of the Dutch Colonial style, type and period.
The Webster-Sutro House also appears eligible for the California Register of Historical
Resources under Criterion (3), as the house embodies the distinctive characteristics of the
Dutch Colonial house-type within Saratoga's City of Homes period.
