1. Call to Order – 4:00 pm
2. Roll Call:
PRESENT: Jim Stallman, Ping Li, Howard Miller, Marianne Swan, Ann Waltonsmith
ABSENT: None
STAFF PRESENT: Emma Burkhalter
3. Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the
agenda for this meeting was properly posted on July 14, 2023.
4. Accept Agenda Items and Order: No additional items may be added pursuant to Government
Code Section 54954.2.
5. Approval of Minutes.

Approve July 2022 Minutes and April 2023 Minutes
MILLER/WALTONSMITH MOTIONED TO APPROVE THE July 19, 2022 MINUTES AND THE APRIL
18, 2023 MINUTES. MOTION PASSED (4-0-0-1). AYES: STALLMAN, MILLER, SWAN,
WALTONSMITH. NOES: NONE. ABSTAIN: NONE. ABSENT: LI.

Any member of the public may address the Committee about any matter not on the agenda for
this meeting for up to three minutes. Committee Members may not comment on the matter but
may choose to place the topic on a future agenda.

7. Staff Report
A. Pending Trails Update
Parks Division is doing construction on the Villa Oaks Trail.
B. Traffic Safety Update
Fresh paving and improved bike striping on Prospect Road between Saratoga-Sunnyvale Road
and Stelling Road; Cupertino-led joint project because the street is shared. Now that the
street is repaved, both cities plan to investigate potential for crosswalk at Via Roncole as
requested by several residents.
C. Blue Hills Elementary Pedestrian Crossing at Union Pacific Railroad Update
City met with MTC/ABAG and VTA to request an extension on processing the Obligation Plan
for the grant due to a delay in the plan reviews. The extension was approved.
D. Saratoga Village to Hakone Gardens Trail Update
City beginning funding allocation paperwork for $1.52M federal grant.
E. Upcoming CIP Projects
Grant received to prepare a Citywide Bicycles and Sidewalks Master Plan.

A. Hakone Gardens to Quarry Park Trail Gap Closure – Phase I
Recommended Action:

Waltonsmith: stepped down as Chair of Hakone Foundation
Stallman: would like to add bike parking at the Saratoga Library; featured in July Saratoga
Spotlight
Miller: just appointed to County Parks Commission
Swan: rebuilt stage at Wildwood Park looks great; suggests railroad ties be installed to access
creek; Douglass-Douglass trail still needs work; Acorn in front of the Dry Cleaners in the Village
is loose; what happened to the chess tables in Blaney Plaza

Discuss trail naming procedure at next meeting.
