First Name Mathew Last Name Clark Address City Campbell State CA Zip Code 95008 Phone Number Email Address Street name and cross street(s) where the traffic safety concern is occurring: Quito Avenue between Allendale and Highway 85 Description of traffic safety concern: Someone (presumably Saratoga traffic or police) has placed a pair of automated speed signs that flash extremely bright red and blue lights the second someone goes the speed limit. Driving past these for the first time last night with a friend driving, I was dazzled and blinded and confused and he jammed on his brakes in his confusion...could've potentially caused an accident. We both felt these signs are beyond the pale and completely unreasonable, they are so bright and abusing blue flashing lights that are not otherwise attached to emergency vehicles is problematic and abusive of the standards of lighting that drivers are used to. Furthermore, activating any such sign the second you reach the speed limit is aggressively controlling and makes me inclined to ignore such signs now that I know they're idiotic. Stop abusing traffic standards over a couple MPH, it's really dumb. Suggestions to address the traffic safety concern: As a local who drives through here regularly, there really isn't a problem here at all; I would say skip the signs (if C J at wants them, she can pound sand; stop giving her what she wants! A terrible human being who constantly abuses government to get whatever she wants while acting like nobody else should get anything from government...). At least a fair compromise is a regular speed sign that flashes the yellow numbered lights a few MPH above the speed limit, not AT the speed limit (though I hate those too). This road is in a dip where drivers can reasonably be expected to accelerate slightly on either approach; this is not something that needs excessive control, let people coast up and down a hill a little bit! The attempted control of drivers is excessive, and for what? The use of the blue lights that aren't attached to an emergency vehicle really has to stop. And stop listening to C J ; the fact that she has extended history with the city reflects badly on Saratoga. Her combination of self-righteousness, self- centeredness, and lack of empathy for the world around her is an evil combination. Email not displaying correctly? View it in your browser. First Name Peter Last Name Wyles Address City State Zip Code Phone Number Email Address Street name and cross street(s) where the traffic safety concern is occurring: Quito Road between Pollard and Westmont Description of traffic safety concern: In support of the complaint filed under TSC Matrix 557, the speeding along this road has been an issue for a long time. Efforts by the city have not prevailed in slowing traffic, particularly between Pollard and Allendale. Given the area is also a thoroughfare for schools in the area, managing slower speeds is a benefit to the residents, as well as to those traveling to/from school. Suggestions to address the traffic safety concern: More aggressive measures should be pursued to get this under control. For a short period of time the timing of the light at Allendale and Quito was adjusted to turn red more often, but that was adjusted to having the light change to green as cars approached. Now everyone is used to that timing and fly through in anticipation of the change of light. The city should look at narrowing the road b/w Allendale and Westmont, and put speed bumps in at intervals between Pollard and up to the 85 overpass. Email not displaying correctly? Page 1 of 2 #565 Farwell Ave Date Received: June 29, 2023 Requesting Resident: Marilyn Danny Street name and cross street(s) where the traffic safety concern is occurring: Farwell Ave Description of traffic safety concern: Speed has greatly increased in the last year! Farwell is a popular street for runners, walkers, bikers, skaters, etc. It's also a major cut-through from Saratoga-Los Gatos Road to Fruitvale Avenue... Definitely worse when school is in session! John Cherbone suggested we fill out this form to begin a study of our situation, although it should have been done before the end of the school year! Suggestions to address the traffic safety concern: Radar speed feedback sign in place... & probably time to consider something like speed bumps? Other ideas? Page 2 of 2 TSC Action: 9/14/23: MOUNT/ENG MOVED TO ADD STREET TO RADAR FEEDBACK TRAILER ROTATION AND CAPTURE NEW SPEED DATA WITH THE TRAILERS IN PLACE. Traffic Safety Commission Comments Form Your Name Hari Pillai Phone Number Email Address Is this comment about an existing item under review by the Traffic Safety Commission? Yes Traffic Matrix Number (if known) 565 Street Name(s)Farwell Avenue Comments I'm not in support of speed bumps for a number of reasons including that a) the 2020 traffic study indicated leaving the 25mph limit in place b) speed bumps are a problem for older cars with lower clearance that do not have lifters c) we should try intermediate measures first like enforcement and speed readers (like Saratoga-Los Gatos near downtown). I have not seen any Sheriff speed enforcement action on Farwell in many years and I would like to see this corrected before we spoil the rural nature of the area with more signs and visual pollution. Lets address enforcement. Email not displaying correctly? View it in your browser. Description of traffic safety concern: I represent Parker Ranch HOA as a Board member. People who live on Parker Ranch Rd. and Arroya Ct. have observed that some residents engage in speeding frequently raising safety issues for other residents in the neighborhood. Suggestions to address the traffic safety concern: Parker Ranch HOA board requests the City to place "speed bumps" on Parker Ranch Rd. and Arroyo Ct. to slow down speeding vehicles. Traffic Safety Commission Comments Form Your Name Gloria Janac Phone Number Email Address Is this comment about an existing item under review by the Traffic Safety Commission? Yes Traffic Matrix Number (if known) Field not completed. Street Name(s)Star Ridge Court Comments We live on Star Ridge Ct., Saratoga, and I am against speed bumps. I think the issue resolves not so much on speed issues but the fact that the sidewalk cannot accommodate large crowds that sometimes walk on the road. I can't tell you how many times I have come around a blind corner and we have pedestrians just walking on the road; They don't even bother trying to look out for the cars; They act like the cars should be looking only out for them. Since the pandemic started, the crowds walking in the neighborhood has increased significantly and they walk everywhere without any regards for cars. No, I don't walk any speed bumps but maybe more signage requesting that pedestrians be more careful walking around the neighborhood or better yet, maybe walk in a neighborhood that does not have so many blind curves. Again, I am against these speed bumps. Email not displaying correctly? View it in your browser. Page 1 of 1 #570 Elva Ave Date Received: August 14, 2023 Requesting Resident: Katherine Tsai Street name and cross street(s) where the traffic safety concern is occurring: Elva Avenue Description of traffic safety concern: This is a narrow street with plenty of pedestrians, including bicyclists, pet owners, and small children. We see drivers constantly speeding down Elva above the speed limit, and often looking down on their phones at the same time. Suggestions to address the traffic safety concern: I'm not sure, but it's upsetting. Page 1 of 2 #571 Marion Rd Date Received: August 15, 2023 Requesting Resident: Hoang Ma Street name and cross street(s) where the traffic safety concern is occurring: Sunnyvale-Saratoga and Marion Road Description of traffic safety concern: Please help avoid a future fatality/accidental injury at this corner. At this specific location I recently witnessed a mailman in his mail van nearly hitting a pedestrian (neighbor’s gardener going home by bus) as he was turning the corner into Marion Rd. Sunnyvale Saratoga the cars are going at 40-50 mph and this area of turning into Marion is a blind spot. It’s especially bad because of the high speed turn into a small road. That corner is occupied with the residential bushy hedges and weedy outgrowth without any sidewalk demarcation are forced into the traffic path. The mailman came into inches of hitting the gardener who was already staying very close to the curb. Both parties were extremely surprised of this nearly fatal situation. Both parties were careful and had followed the normal precautions in full daylight (3-4 pm)but it is not enough to ensure their safety. Pedestrians (many high schoolers) walk this dangerous corner to Page 2 of 2 get to school. Unless the drivers and pedestrians are very well aware of this tight turn corner potential hazard, I truly feel it’s an accident waiting to happen. Suggestions to address the traffic safety concern: Have sidewalks, or poles/cones to protect pedestrian walking at that particular turn and to warn drivers of sharp speed drop into a narrow road. Have a mirror for pedestrians and drivers to see around the corner. Have the neighbor clear this area of overgrown weed that makes the foot traffic safer. Have neighbor trim the hedges lower and narrower so there’s more room for pedestrians to walk From:Hoang To:Emma Burkhalter Subject:Re: Online Form Submittal: Traffic Safety Concern Form Date:Friday, September 8, 2023 7:50:06 AM Attachments:image1.png CAUTION: This email originated from outside your organization Exercise caution when opening attachments or clicking links, especially from unknown senders Thank you Emma for your reply I look forward to hearing back on the date to present this concerning matter and hope that some resolution could prevent future accident With the amount of residents/residential homes enclosed in this neighborhood strip, the narrow entrance is a mismatch for the amount of traffic that passes through This sets it apart from the other neighborhood design I have seen throughout Saratoga city I have included more photos of this narrow blind spot Description of traffic safety concern: Please help avoid a future fatality/accidental injury at this corner. Suggestions to address the traffic safety concern: Add a few more speed bumps or make it a four way stop on that section. Page 1 of 1 #574 Lomita Ave and Vickery Ave Date Received: September 4, 2023 Requesting Resident: John Dickson Street name and cross street(s) where the traffic safety concern is occurring: Junction of Lomita Avenue and Vickery Avenue Description of traffic safety concern: This T-junction is extremely dangerous. Vehicles approaching the junction from the Oak Street end along Lomita invariably completely cut the corner to turn into Vickery. Vehicles coming up Vickery to turn left or right onto Lomita cut the corner if turning left invariably without hesitation and if turning right also swing around the corner without hesitation. Given the amount of traffic passing through this junction particularly for school drop off and pick up we have a high probability of a serious head on collision. Suggestions to address the traffic safety concern: The traffic needs to be slowed through the junction. A stop sign on all three entrances to the junction would significantly ameliorate the danger.
