Swanson, Community Development Director Nicole Johnson, Senior Planner Christina Fusco, Arborist 1. APPROVAL OF MINUTES Action Minutes from the Regular Planning Commission Meeting of November 8, 2023. Recommended Action: Approve Minutes of Regular Planning Commission Meeting of October 11, 2023. KAUSER/LI MOVED TO APPROVE THE MINUTES OF THE NOVEMBER 8, 2023 MEETING. MOTION PASSED. AYES: BROWNLEY, CHOI, KAUSAR, GERMERAAD, LI, MOHIUDDIN, ZHENG. NOES: NONE. ABSENT: NONE. ABSTAIN: NONE. ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS: None 2. PUBLIC HEARINGS 2.1. Application PDR23-002/ARB23-0011: 14251 Springer Avenue; (503-27-067) Qian Zheng and Wan Zhiling (Applicant): The applicant is requesting Design Review approval for a new 2,880 square foot two-story single-family residence with an 800 square foot attached accessory dwelling unit (ADU). One protected tree is proposed for removal. Recommended Action: Adopt Resolution No. 24-0001 approving the project subject to conditions of approval included in Attachment 1. MOHIUDDIN/ KAUSAR MOVED TO ADOPT RESOLUTION NO. 24-0001 APPROVING PDR23-0002/ARB23- 0011 FOR 14251 SPRINGER AVENUE SUBJECT TO THE FINDINGS AND CONDITIONS IN EXHIBIT 1, INCLUDING PLANTING HEDGES ALONG THE SOUTH PROPERTY LINE AND A 6’ SILL FOR WINDOWS ALONG THE SOUTH SIDE OF RESIDENCE ON 2ND FLOOR. Appeal by a neighbor at 18640 Ravenwood Drive on an administrative decision to approve an application for the removal of one coast redwood (Sequoia sempervirens) at 18639 Ravenwood Drive (TRP23-0465). Recommended Action: Adopt Resolution No.24-002 denying the appeal. PUBLIC COMMENT: Toji spoke. KAUSAR/ MOHIUDDIN MOVED TO ADOPT RESOLUTION NO.24-002 DENYING THE APPEAL AND APPROVING THE REMOVAL AND REPLACEMENT OF ONE COAST REDWOOD. MOTION PASSED. AYES: BROWNLEY, CHOI, KAUSAR, MOHIUDDIN, ZHENG. NOES: GERMERAAD, LI. ABSENT: NONE ABSTAIN: NONE. GERMERAAD/LI MOVED TO POSTPONE THIS DECISION UNTIL AN ALTERNATIVE TO REMOVING THE TREE IS EXPLORED WITH A FOUNDATION ENGINEER REPORT. AYES : GERMERAAD, LI. NOES: BROWNLEY, CHOI, KAUSAR, MOHIUDDIN, ZHENG. ABSENT: NONE. ABSTAIN: NONE. 4. DIRECTOR ITEMS Director Swanson reported that the City Council would be receiving a report on the HCD responses to the Housing Element on January 17, 2024. 5. COMMISSION ITEMS Vice Chair Choi asked for a discussion on when Commissioners can ask questions of staff. Commissioner Germeraad asked to have more expert staff attend meetings. 6.
