In accordance with Saratoga City Council’s Remote Public Participation Policy, members of
the public may participate in this meeting in person at the location listed below or via remote
attendance using the Zoom information below.
1.Attending the meeting in person at the City Hall Linda Callon Conference Room,
located at 13777 Fruitvale Avenue, Saratoga CA 95070; OR
2.Accessing the meeting through Zoom

(Webinar ID 884 6478 2338) and using the tool to raise their hand in the
Zoom platform when directed by the Chair to speak on an agenda item; OR

In accordance with the Ralph M. Brown Act, copies of the staff report, and other materials
provided to the Heritage Preservation Commission by City staff in connection with this
agenda are available at the office of the Community Development Department Director at
13777 Fruitvale Avenue, Saratoga, California 95070. Any materials distributed by staff after
the posting of the agenda are made available for public review at the office of the Director
at the time, they are distributed to the Heritage Preservation Commission.

Tsing Barden-Saratoga Retirement Community
Spoke about the proposed project in front of the manor that will be coming to HPC
on a future agenda.
Marilyn Maines- Spoke about the proposed project in front of the manor and addition
to the manor, and the impacts that the proposal has on the existing historic structure
and on adjacent properties. Vibration and noise issues.

3. Oral Communications on Non-Agenized Items
Gene Zambetti discussed adding potential signage and plaque for the Saratoga Jail on
the walkway between Oak Street and Big Basin Way.
4. New Business
a. Saratoga Retirement Community (SRC)
Cynthia Richardson presented the staff report. Chris Dalengas, the
applicant’s architect, explained the need for the proposed plan and explained
the process that has been underway to get to this point, with the history of
the building in mind.
Commissioners asked questions of the applicant regarding emergency
egress and how will the alternative help preserve the “historical view” with
the lowest minimum impact.

SHASTRI/LI MOVED TO RECOMMEND TO THE CITY COUNCIL, THAT THE PROPOSED
MEETING ROOM ADDITION TO THE MANOR IS IN ACCORDANCE WITH THE
SECRETARY OF THE INTERIOR STANDARDS AND THAT IT WILL NOT HAVE AN
IMPACT ON THE HISTORIC CHARACTER OF THE MANOR IF THE DEIR MITIGATION
IS IMPOSED ON THE PROJECT AND FURTHER RECOMMENDS THAT THE CITY
COUNCIL ADOPT THE APPLICANT’S ALTERNATIVE. MOTION PASSED. AYES: BOYCE-
BENDER, LI, SHASTRI. NOES: NONE. ABSENT: MINAR. ABSTAIN: NONE

commission agreed as whole.
Commissioner Shastri discussed replacing the sign in the heritage orchard.
