1. Call to Order
Chair Boyce Bender called the meeting to order at 9: 00 AM
2. Roll Call

3. Oral Communications
4. Approval of the October 10, 2023, and October 24, 2023 minutes

October 24, 2023 MEETINGS. MOTION PASSED. AYES: BOYCE-BENDER MINAR, LI

5. New Business
a. Election of Chair and Vice Chair
BOYCE-BENDER/SHASTRI MOVED TO NOMINATE MARGARETE MINAR AS
CHAIR. MOTION PASSED. AYES: MINAR, SHASTRI, BOYCE-BENDER, LI. NOES:

6. General Business
a. Heritage Orchard Update
Matthew Sutton provided an update on the Heritage Orchard. The orchard is
currently dormant. Orchard Keepers has been maintaining the orchard for
four years now. Cover crops are growing slowly. Close to 400 trees were
planted last year. Total is close to 1,400 trees. The new trees should bear
fruit within 2-3 years of planting. Apricot and plum trees have a life span of
about 40 years on average. Sutton provided an update on Oak root fungus.

b. Projects status worksheet
The commissioners discussed the project status worksheet.
7. Commission Items
Pryia Shastri provided an update of her discussion with the Parks and Recreation
Commission Heritage orchard sign update.
8. Staff Comments
Nicole Johnson discussed the upcoming changes to the Mills Act Policy and the HPC
will review and be able to provide comments on the draft changes before it is
presented before it City Council.
