Mayor Zhao and Council Member Walia confirmed for the record the public is able to participate from their locations. Ordinance Amending Articles 7-05 (Discarded Material Disposal) and 17-10 (Mandatory Organic Waste Disposal Reduction) and Adopting Article 17-15 (Construction and Demolition Debris Diversion) of the Saratoga City Code. Recommended Action: Introduce and waive the first reading of an ordinance amending Articles 7-05, (Discarded Material Disposal) and 17-10 (Mandatory Organic Waste Disposal Reduction) and adopting Article 17-15 (Construction and Demolition Debris Diversion) as required by the State of California and direct staff to place the Ordinance on the Consent Calendar of the next regular meeting of the City Council for adoption. PAGE/WALIA MOVED TO INTRODUCE AND WAIVE THE FIRST READING OF AN ORDINANCE AMENDING ARTICLES 7-05, (DISCARDED MATERIAL DISPOSAL) AND 17-10 (MANDATORY ORGANIC WASTE DISPOSAL REDUCTION) AND ADOPTING ARTICLE 17-15 (CONSTRUCTION AND DEMOLITION DEBRIS DIVERSION) AS REQUIRED BY THE STATE OF CALIFORNIA AND DIRECT STAFF TO PLACE THE ORDINANCE ON THE CONSENT CALENDAR OF THE NEXT REGULAR MEETING OF THE CITY COUNCIL FOR ADOPTION. Mills Act Property Tax Abatement Program Recommended Action: Adopt attached resolution included in Attachment A, approving criteria for Mills Act agreements within the City of Saratoga. COUNCIL ASSIGNMENTS Council Member Kookie Fitzsimmons Nothing to report Council Member Tina Walia Silicon Valley Clean Energy Authority Board of Directors – stated the Board held a Study Session status on decarbonization programs and received an update on the permit modernization program Cities Association of Santa Clara County Legislative Action Committee – stated the Committee heard from Senator Josh Becker, the Committee discussed and took positions on four legislative bills. Saratoga City Council Minutes ~ April 17, 2024 ~ Page 4 of 5 Cities Association of Santa Clara County Board of Directors – stated the Board received information from the Bay Area Housing Finance Authority (BAHFA), adopted the FY 24-25 budget, and upheld the recommendation from the Legislative Action Committee regarding positions on four legislative bills. Council Member Chuck Page Santa Clara Valley Water Commission – stated the Commission discussed the increase in rates and programs for the unhoused. Saratoga Chamber of Commerce Board – stated the Board discussed vacant store fronts in the City. Saratoga Ministerial Association – stated the Association discussed upcoming activities. West Valley Solid Waste Management Authority Board of Directors – stated the Board, at the April 23, 2024 meeting, will be discussing upcoming rate increase and program/service changes. Vice Mayor Belal Aftab Nothing to report Mayor Yan Zhao Council Finance Committee – stated the Committee reviewed financial policies, received a report on the transfer to CalTRUST Joint Powers Authority (JPA) Investment Pool, and received the FY 24-25 preliminary budget presentation. West Valley Sanitation District Board of Directors – stated the Board held a Closed Session with no reportable action, authorized the District Manager to execute a legal services agreement, appointed the new District Legal Counsel, and held a Public Hearing for the proposed District FY 24-25 budget. Santa Clara County Housing and Community Development Advisory Committee – stated the Committee approved the Minutes from the last meeting, approved funding recommendations for the upcoming fiscal year. CITY COUNCIL ITEMS None COUNCIL COMMUNICATIONS Council Member Page discussed the Saratoga Rotary Art Show being held the first weekend in May. CITY MANAGER'S REPORT None. CITY ATTORNEY'S REPORT None.
