MINUTES
WEDNESDAY, MAY 15, 2024
SARATOGA CITY COUNCIL REGULAR MEETING
At 5:30 p.m., the City Council held a Closed Session in the Linda Callon Conference Room.
Mayor Zhao invited public comment.
No one requested to speak.
At 6:00 p.m., the City Council held a Joint Session with Saratoga neighborhoods in S. Ku Hall at
the Saratoga Senior Center.
Mayor Zhao called the Regular Session to order at 7:00 p.m.

REPORT ON POSTING OF THE AGENDA
The City Clerk reported the agenda for this meeting was properly posted on May 9, 2024.
REPORT FROM CLOSED SESSION
Mayor Zhao stated the City Council held a Closed Session at 5:30 p.m. and the City Council
authorized staff to make an offer to Mathew Morley for the role of City Manager with the contract
anticipated to go to the City Council on June 5, 2024.
REPORT FROM STUDY SESSION
Mayor Zhao stated the City Council held a Study Session with Saratoga neighborhoods to hear
from residents on items of interest and concerns in the various neighborhoods.

ATTENDEES
The following individuals spoke at this time:
John Brittain, John Day, Ray Sullivan, Tsing Bardin, Michael Griffin, and Jill Hunter discussed
the Saratoga Retirement Community expansion.

ANNOUNCEMENTS
Mayor Zhao shared information about off leash dogs in Saratoga parks, the Blacksmith Grand
Opening and demonstrations, the annual Memorial Day Observance, the Blossom Festival, and the
annual Dragon Boat Festival.
SPECIAL PRESENTATION
West Valley Community Services Special Presentation
Recommended Action:
Receive presentation from West Valley Community Services.
The City Council received a presentation from Sujatha Venkatraman, Executive Director of
West Valley Community Services.

Recommended Action:
Approve the Minutes for the May 1, 2024, City Council Regular Meeting and the May 6,
2024, City Council Special Meeting.

Recommended Action:
Adopt the Resolution temporarily suspending the requirement for Historic Preservation
Commission Applicants to attend a Commission meeting prior to being interviewed by the
City Council.

to re-bid the project at a later date with a reduced project scope.

Program Agreement with a $76,767 augmentation for Fiscal Year 2024/25.

Recommended Action:
Provide feedback on the 2024-25 General Fund budget overview.
Ryan Hinchman, Administrative Services Director, presented the staff report.

Silicon Valley Clean Energy Authority Board of Directors –stated the Board received updates,
adopted a resolution to fund emission mitigation efforts in a community near a power plant, and
approved a decarbonization program.
Cities Association of Santa Clara County Legislative Action Committee – stated the Committee
took positions on eight legislative bills.
Cities Association of Santa Clara County Board of Directors – stated the Board upheld the
recommendation from the Legislative Action Committee, and stated the Joint Powers Authority
Bylaws were approved.

West Valley Clean Water Program Authority Board of Directors – stated the Board discussed a
potential name change.
Saratoga Chamber of Commerce Board – stated the Board discussed the recently formed City
Council Ad-hoc Committee and potential outdoor dining opportunities.
Vice Mayor Belal Aftab
Valley Transportation Authority Policy Advisory Committee –stated the Committee approved a
recommendation to increase the budget for the Noise Abatement Program, discussed an audit, and
discussed micro transit and geographic equity.
Mayor Yan Zhao
West Valley Sanitation District Board of Directors – stated the Board adopted the proposed Fiscal
Year 24-25 budget.
Council Finance Committee – stated the Committee received and reviewed the proposed Fiscal
Year 24-25 General Fund Budget.
