I assume you would not delay our Ravenwood agenda item. Can you let us know if the committee has any other safety measures to look at? Maybe they will approve speed humps? I attached a spreadsheet that has our neighbors names and the responses from a little over half. Maybe you can just tell the committee that 50% plus people are OK with speed humps with most OK with speed humps and signs placed at property lines. Also, the key to the data is the following (and is in the spreadsheet): 1 = Yes; 0 = No; blank = no response yet Thanks Daryl From: Emma Burkhalter <eburkhalter@saratoga.ca.us> Sent: Thursday, May 4, 2023 6:33 PM To: Emma Burkhalter <eburkhalter@saratoga.ca.us> Subject: [EXT] Traffic Safety Commission Meeting 05/11/2023 External Email Dear Saratoga Community Members, Attached is the agenda for the May 11, 2023 Traffic Safety Commission (TSC) Meeting. Exercise caution when opening attachments or clicking links, especially from unknown senders. Hi, I have been referred to you by my neighbor, Daryl Hoot, who has been speaking for the neighbors on Ravenwood Dr, our street, regarding the solutions to speeding of Marshall Lane parents from Quito to Marshall lane in the AMs and PMs and the safety of those families and children who both live on the street and walk to school daily. I, my husband and daughter have lived on Ravenwood Dr for 22 years. I have seen some speeding and mostly not. We live at - 3 houses from the Quito corner, where cars might start to speed up after turning the corner. As it can be problem, we do feel that the wide majority of school families do NOT speed, so there is SOME, but not a lot of speeding, as the city has found. In today's sensitive world, we do understand the fear of something like what occurred not far away in SJ a few years back (last year?) happening wherein a child's death is due to a speeding car. We do understand Saratoga's preference to not install speed bumps, as much as that might help. What we do not understand is the thought that striping the road on both sides will be a solution. It is our feeling that this will be a more dangerous proposal than leaving the street as it is. Please consider NOT striping the street. Striping the street will produce 3 results: 1. The street will appear to be a busy street that handles a lot of traffic at all times and will provide the drivers a feeling of moving at a quick pace - the opposite of what is intended. 2. The striping will provide the drivers a feeling of 'safe haven' to drive at a pace that is still unsafe, however also leaving them with the feeling that pedestrians are now safe from their speeding as they should be within the sides of the street opposite the striped lines. 3. The pedestrians most at risk = very young children who do not understand the limits of the "implied" flat barrier will not be protected truly from the cars on the street. The stripe is s psychological 'barrier' at most and young children's impulses do not factor into that - it is simply unsafe and not a smart choice. Please consider these points. We had a young daughter at one time and would not consider the striping a safe solution. We would worry more if she were told that a stripe would save her. Please. Please consider the smartest choice. Thank you, Brenda and Rob Stribling 1 = Yes; 0 = No; blank = no response yet Speed humps OK?Speed humps OK? Any disturbance isn’t good for the roots of that tree, but if speedbump could be put before the tree or after the tree that would be acceptable. I’m so close to Quito that I doubt there would be a speed bump that close anyway so I think the problem solved. Good luck and thank you for all your work on this project. Complete the City of Saratoga Customer Service Survey SARATOGA TRAFFIC SAFETY COMMISSION MEETING DATE: March 14, 2024 DEPARTMENT: Public Works PREPARED BY: Emma Burkhalter, Associate Engineer SUBJECT: TSC Matrix 502 – Resident Survey Results RECOMMENDED ACTION: Deny request for speed hump(s) and close item. BACKGROUND: On February 1, 2024, City Staff mailed surveys to the 27 homes within the Commission- approved Area of Influence for the proposed speed tables on Ravenwood Drive. This mailing included the attached cover letter to explain the traffic safety concern, the survey itself, and a map showing the proposed location of the speed hump. By the deadline provided, 25 of the 27 surveys were returned, representing a 92% response rate. According to the Speed Hump Process, moving to the next step in the resident-led column requires a 100% response rate with 80% of respondents voting YES, and speed hump adjacent properties able to veto. At this time, the results of the survey are 18 YES (72%) and 7 NO (28%), with three of the four speed hump adjacent properties (18567, 18558, 1507, and 18510 Ravenwood Dr) having responded NO. It is therefore recommended that the Commission deny the request for speed tables and close the item. Unfortunately, this has done little to slow the traffic. Not only has traffic increased, but so has the speed of these cars. We have to get our mail across the street, and it is dangerous during certain times of the day to attempt to cross. I have never seen a patrol car on the street to ticket these drivers, so speeding is not curtailed. What, if anything, is the traffic division willing to do to prevent a serious accident from happening on this stretch of Pierce Road from the corner of Houston Court to Surrey Lane? This straight- away section is where all the cars pick up speed !!!!!!!!!!!!!!!!! Suggestions to address the traffic safety concern: install a speed strip and leave it on site for two weeks to monitor the traffic speed.... INSTALL SPEED BUMPS TO SLOW TRAFFIC !!!!!!!!!!!!!!!!!!!!!!!!! This is a very busy street with cars going thro’ at very high speeds. It’s also an area with a fatal accident just waiting to take place. Drivers don’t pay much attention to the crossing. I live in the area and if I need to cross the street, I feel safer getting in my car and driving, instead of walking across. There are many children in the area as well. Suggestions to address the traffic safety concern: I suggest the city install flashing embedded lights that come on as soon as a pedestrian steps on to the crossing - as exist on other sreets in the city ex. Saratoga Ave. & Herriman Ave. Page 2 of 2 Previous TSC Action: 1/11/24: GULESSERIAN/LI MOVED TO POSTPONE ITEM DISCUSSION TO NEXT MEETING IN ORDER TO HEAR FROM PUBLIC WORKS DIRECTOR. I have CC’d them on this Email. Thanks rick Torres City of Saratoga From: Aaron Ells Sent: Thursday, January 4, 2024 10:05 AM To: Rick Torres <rtorres@saratoga.ca.us> Subject: Suggestion for crosswalk at Saratoga-Sunnyvale Rd and Kirkmont Dr CAUTION: This email originated from outside your organization. Exercise caution when opening attachments or clicking links, especially from unknown senders. Hi Rick, My name is Aaron Ells and I live locally and use Saratoga-Sunnyvale Road fairly often. I wanted to make a suggestion for one crosswalk. The crosswalk is located next to Kirkmont Drive. I think it would be prudent to add lights or something for when a pedestrian is crossing. I've seen pedestrians run into trouble crossing with drivers not realizing there is a crosswalk there until there's a person in the middle of the road. I think it may be the only crossing on that street without a traffic light of some sort with it. Anyway, I'm sure this is already on your radar, but just wanted to provide the suggestion. Thanks, Aaron Ells Page 1 of 1 #580 Cox Ave at Sea Gull Way Date Received: December 11, 2023 Requesting Resident: Priya Shastri Street name and cross street(s) where the traffic safety concern is occurring: Cox Ave and Seagull Way Description of traffic safety concern: There are a lot of pedestrians crossing the cross walk at the intersection of Cox Ave and Seagull way. At night it is difficult to see the people crossing. I request that we add the lighted traffic pole at the intersection, so that pedestrians can click the button and the light allows the pedestrians to cross the cross walk safely without causing accident concern. It is important to keep the pedestrians safe from vehicles on cox Ave. Also pedestrians on their evening walks need to be safe. Suggestions to address the traffic safety concern: Please install a lighted traffic signal for pedestrian crossing which predestrians can click and when it is flashing cross the crosswalk. Right now the three sides all have pedestrian walking sign and traffic signal light, but the south side doesn't have. For pedestrian and biker who use the Union Pacific Trail and need to cross Saratoga Sunnyvale Road, they have to go through three pedestrian walking signal in order to do that. By adding the pedestrian walking signal in the south side, they will only need to go through one pedestrian walking signal, cutting the time by 2/3. I see quite a lot of people cross Saratoga Sunnyvale Road through Union Pacific trail without going through the traffic light, which is not safe. By adding this pedestrian walking signal, we will see more people cross the road through the traffic light. Thank you. Suggestions to address the traffic safety concern: Add pedestrian walking sign and traffic signal light. Stelling Description of traffic safety concern: Most vehicles driving south on S.Stelling make a fast rollover stop and most vehicles driving west on Prospect Road just past the railroad do not slow at the curve at the yield sign. Both these makes it a safety hazard for us to drive out or into our driveway. Suggestions to address the traffic safety concern: Please consider placing traffic lights. Above is also safety concern for pedestrians and bicyclists.
