Email Address Subject Tonights Joint Session with Assemblymember Berman Comments I hope this session will be more substantive than to just "Receive updates from Assemblymember Berman". I urge you to convey the damage Sacramento's housing policies are doing to Saratoga and many other municipalities up and down the state, plus the loss of local control. The prior update ~10 months ago was very disappointing. It was mostly a one-way boasting session from Berman and Cortese. Please don't allow this again. Please have a meaningful two-way discussion with Berman on ways to address housing without loss of local control, such as reducing regulation, streamlining processes, cutting litigation, etc. -- Concerned Citizen Email Subscription Field not completed. Council Comments Form Your Name Glenda Aune Phone Number Email Address Subject Evacuation Plan for Saratoga Hillsides - Comments for City Council Meeting, October 15, 2024 Comments Hi, My name is Glenda Aune. I have lived on Pierce Road in Saratoga for over forty years, and I am very concerned about the traffic in our Hillsides especially in an emergency evacuation such as a wildfire. I understand that the City is planning an emergency evacuation route assessment, and the Hillsides should be included in this assessment. So, I am asking the City to study the traffic flow and create an emergency evacuation plan for our Hillsides as soon as possible. Pierce Road is a major route for our Hillsides. This is a very narrow, winding rural road with many blind spots. And the traffic on this road is very dangerous – lots of traffic and very fast traffic all day and every day. The traffic study should take into account the additional traffic that will be added to Pierce Road as Builder Remedy projects are completed in the area adding hundreds of cars on this road – 186 housing units are proposed to be built in Saratoga along Pierce Road or roads that intersect with Pierce and 230 housing units and an 80-room hotel will be built at Mountain Winery. While Mountain Winery says that they will be building an alternate road to divert traffic away from Pierce, much of the traffic will still be on Pierce Road or downtown Saratoga. Pierce Road cannot handle this level of traffic. What will we do? I am asking, no begging the City to make sure that the Saratoga and Santa Clara County Fire Departments and all emergency vehicles can respond to emergencies in our Hillsides and 9 residents have safe exit routes in the event of an emergency. And, I am asking, no begging that a thorough traffic study be done and an evacuation plan be created and communicated to all Hillside residents as soon as possible Thank you, Email Subscription Subscribe Email not displaying correctly? She also successfully spearheaded the evacuation of over 80 Saratoga High School students stranded abroad in Czechia, exemplifying her dedication to the safety and welfare of her constituents; and Whereas, Congresswoman Eshoo has consistently collaborated with the City of Saratoga to address airplane noise issues, including the establishment of the Select Committee on South Bay Arrivals. She has also been a strong advocate for restoring the State and Local Tax (SALT) deduction, working tirelessly to ensure tax fairness for residents; and Whereas, she has championed education, securing full funding for the Individuals with Disabilities Education Act, ensuring that disabled students have equal opportunities to succeed. BACKGROUND: California government code section 41004 requires that the City Treasurer submits to the City Clerk and the legislative body a written report and accounting of all receipts, disbursements, and fund balances. The Municipal Code of the City of Saratoga, Article 2-20, Section 2-20.035 designates the City Manager as the City Treasurer. This report is prepared to fulfill this requirement. The following attachments provide financial transaction data for the City of Saratoga’s Funds collectively as well as specifically for the City’s General (Operating) Fund, changes in investment pool balances, and historical investment returns. FISCAL STATEMENT: Cash and Investments Balance by Fund As of August 31, 2024, the City’s unaudited cash and investments totaled $44,378,027. The City Council’s adopted policy on the Working Capital Reserve Fund states that effective July 1, 2016: for cash flow purposes and to avoid the occurrence of dry period financing, pooled cash from all funds should not be allowed to fall below $1,000,000. The total pooled cash balance of $44.4 million exceeds the minimum amount required. Comerica Bank 2,593,776$ Deposit with LAIF 36,186,961$ Deposit with CalTRUST 5,597,290$ Total Cash 44,378,027$ Cash Summary 37 City’s Current Financial Position In accordance with California government code section 53646 (b) (3), the City is financially well positioned and able to meet its estimated expenditure requirements for the next six months. As of August 31, 2024, the City’s financial position (Assets $45.2M, Liabilities $6.9M, and Fund Equity $38.3M) remains very strong and there are no issues in meeting financial obligations now or in the foreseeable future. The following Fund Balance schedule represents actual funding available for all funds at the end of the monthly period. This amount differs from the above Cash Summary schedule as assets and liabilities are components of the fund balance. As illustrated in the summary below, Total Cash is adjusted by the addition of Total Assets less the amount of Total Liabilities to arrive at the Ending Fund Balance –which represents the actual amount of funds available. BACKGROUND: The City has worked with CivicPlus since 2016 to redesign, host, and provide support services for the City’s website. CivicPlus provides high-level security and performance for more than 10,000 local government partners and is the most common service platform for local government agencies. In 2023, the City worked with CivicPlus to redesign the website, which included design, content migration, a content management system (CMS), and CMS training for City staff. Since the redesign, primary website services include website hosting, support, and livestream. During the past eight years, staff responsible for website maintenance have found modules and the CMS to be easy to use and CivicPlus customer service – both for technical support and account management – to be excellent. As well, CivicPlus continues to roll out new features and products, most notably AudioEye, an Americans with Disabilities Act (ADA) accessibility and compliance tool. This is especially important as in April 2024, the U.S. Department of Justice (DOJ) announced the issuance of a Final Rule which requires the websites and mobile apps of state and local governments to comply with the Web Content Accessibility Guidelines 2.1 Levels A and AA (“WCAB 2.1 AA”) in two years for cities with a population of 50,000 or more, and three years for smaller cities. Very few cities are compliant with this. The WCAG 2.1 AA standards are very strict and have many technical requirements. RECOMMENDED ACTIONS: 1.Following the public hearing, introduce and waive the first reading of an ordinance amending Chapter 15 (Zoning Regulations) of the Saratoga City Code to implement programs of the 2023-2031 Housing Element 2.Direct staff to place the ordinance on the consent calendar for adoption at the next regular meeting. DISCUSSION: The adopted 2023-2031 Housing Element contains a Policy Program which includes specific policies necessary to address present and future housing needs and to meet the specific requirements of State Law. The City has amended the City Code and rezoned properties as required to make sites available with appropriate zoning and development standards. However, some specific conforming development standards were not yet finalized and are now being proposed. The proposed zoning amendments in the table below would implement the following Housing Element Programs: Program 3.1-6: Consistency with the Accessory Dwelling Unit (ADU)State Law; Update City’s ADU ordinance to comply with State Law. Program 3.2-1: Amend Zoning Standards in Districts that allow Mixed-Use; Adopt amendments to development standards in Zoning Districts that allow Mixed-Use to remove constraints and achieve the maximum density allowed.
