Mayor Zhao invited public comment. The following individuals spoke at this time: Bernie Mills, Glenda, Daryl Miller. Mayor Zhao called the Regular Session to order at 7:09 p.m. ROLL CALL PRESENT: Mayor Yan Zhao, Vice Mayor Belal Aftab, Council Members Kookie Fitzsimmons, Chuck Page, Tina Walia ABSENT: None ALSO PRESENT: Matt Morley, City Manager Richard Taylor, City Attorney Leslie Arroyo, Assistant City Manager John Cherbone, Public Works Director Bryan Swanson, Community Development Director Ryan Hinchman, Administrative Services Director Britt Avrit, City Clerk REPORT ON POSTING OF THE AGENDA The City Clerk reported the agenda for this meeting was properly posted on October 10, 2024. REPORT FROM JOINT SESSION Mayor Zhao stated the City Council held a Joint Session at 6:00 p.m. with Assemblymember Berman. No one requested to speak. 1.1 City Council Meeting Minutes Recommended Action: Approve the Minutes for the September 18, 2024, City Council Regular Meeting and the October 2, 2024, City Council Regular Meeting. PUBLIC HEARING 2.1 Introduce and Waive First Reading of an Ordinance Amending Articles 15-18,15-19, 15-35, 15-45, 15-56, 15-57, and 15-58 of the Saratoga City Code to Implement Programs of the 2023-2031 Housing Element. Recommended Actions: 1. Following the public hearing, introduce and waive the first reading of an ordinance amending Chapter 15 (Zoning Regulations) of the Saratoga City Code to implement programs of the 2023-2031 Housing Element. 2. Direct staff to place the ordinance on the consent calendar for adoption at the next regular meeting. Chris Riordan, Senior Planner, presented the staff report. Mayor Zhao invited public comment. The following individual addressed the City Council at this time: Rabia/Faisal Awan WALIA/FITZSIMMONS MOVED TO INTRODUCE AND WAIVE THE FIRST READING OF AN ORDINANCE AMENDING CHAPTER 15 (ZONING REGULATIONS) OF THE SARATOGA CITY CODE TO IMPLEMENT PROGRAMS OF THE 2023-2031 HOUSING ELEMENT AND DIRECT STAFF TO PLACE THE ORDINANCE ON THE CONSENT CALENDAR FOR ADOPTION AT THE NEXT REGULAR MEETING. Council Member Tina Walia KSAR 15 Saratoga Community Access Cable Television Foundation Board of Directors – stated the Board appointed Stephen Guruwaiya and Tanuj Siripurapu to the Board. Silicon Valley Clean Energy Authority Board of Directors – stated the Board approved funding allocation for a project, approved a local long term solar and storage project, and approved allocation for the expanded education fund. Council Member Chuck Page Saratoga Chamber of Commerce Board – stated the Board discussed the upcoming Economic Vitality meeting. Vice Mayor Belal Aftab Nothing to report. Mayor Yan Zhao Cities Association of Santa Clara County – stated she attended this meeting for Council Member Walia; the Board received an update from Santa Clara County Behavioral Health Prevention Services and received a quarterly update from VTA. CITY COUNCIL ITEMS Walia/Zhao requested a Study/Information Session for proposed builders remedy projects in Saratoga. COUNCIL COMMUNICATIONS None CITY MANAGER’S REPORT None CITY ATTORNEY'S REPORT None ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS; VIRTUAL ATTENDEES The following individual spoke at this time: Glenda Aune discussed traffic in the hillsides in the event of an emergency and the need for the emergency evacuation assessment to consider the hillside community.
