I have read the Web Link you provided about the Policy/Procedure required for installing a requested stop sign, etc.. Kristan, In answer to your question .. I think a simple stop sign (Qty 1) installed at Paseo Presada (right side of Presada where Dundee intersects with Paseo Presada would solve this "potential" safety problem.) This really is a simple fix. Presently when drivers approach this intersection from gny one of three (3) approaches two from Dundee & one from Pasea Presada many drivers continue to whip around this intersection thinking they each have the right of way. I have personally witnessed a few near misses. Adding children on Bikes and Folks walking their animals to this particular equatuion, (at this location) is my safety concern. I work with a Traffic Safety Commission, and they along with a Traffic Engineer evaluate safety concerns. Our next meeting is on September 13th at 6:30 p.m. It starts with an email from you requesting that they evaluate a situation. Are you asking for a Stop sign on Dundee, Paseo Presada or a 4 way stop? Any specifics about situations you have encountered are helpful as the Commissioners look into your request. Joel Traffic Matrix #291 I live in the last house on West Prospect Road in Saratoga. The property I was born on was formally the Older Ranch and is now known as Fremont Older Open Space Preserve. The traffic problems start at the intersection of Rolling Hills Road and West Prospect just past the Saratoga Country Club and terminate at the gate to the Ranch, now the preserve parking lot, one half mile up Prospect pass Rolling Hills. The preserve is the most heavily visited of all the Mid Pen. Districts holdings and has only a small parking area for visitors, this is the contributing factor to the traffic problems and I am hopeful we can come up with some ideas to manage the speed, flow and volume to some extent. When Prospect Rd. splits off at Rolling Hills it is an undivided road with a cliff on one side, hill on the other and blind corners. Drivers speed on this section daily (20-35 MPH) drive either down the center or cut the blind corners. Since the parking lot is so small many visitors are now parking up and down Rolling Hills and Prospect and hiking on the 1/2 mile to the preserve on the undivided road, this is contributing to an already challenging situation. We have a road where every weekend you have vehicles, bikes and pedestrians mixing it up for the same space, my fear is one day a bicyclist or hiker is going to be at the losing end of an encounter with a car. I drive the road daily and the traffic is by far the most heavy on the weekends and the worst speeding seems to be before and after work on the weekdays. I am a concerned resident of Springer Avenue,and I am writing on behalf of all pedestrians and motorists who try to get out of Fourth St on to Big Basin way. This intersection and crosswalks are a liability to everybody concerned.As the council must be aware Fourth Street is a very busy Street used by residents of the Saratoga Hotel,a major car park used for valet parking,and the many activities that take place in Wildwood park .The residents and motorists that live in and around the area tend to to take risks just to get out of the intersection, rather than get stuck for along period of time. This is particularly the case at weekends with a constant flow of traffic going up and down the highway.It is only a matter of time before there is a fatel accident at this intersection. Pedestrians have their lives in their hands trying to cross the road. I personally have nearly been hit twice,and I know 3 other people who have had similar circumstances.The mornings walking children to school has the same problems, not only there but also on Third Street. Motorists just ignore pedestrians. This intersection has been an issue for MANY years. Before there is a tragedy PLEASE DO SOMETHING. I can get many signatures to endorse this problem. But, no, one after the other they all made u-turns so as to head North on S/S Rd and with one or two exceptions quickly made right hand turns into the strip mall housing Peet's Coffee. Oh, and there were cars on the other side of S/S Rd coming out of strip mall housing among other establisments as Jake's Pizza and some learning centers. These cars were attempting to make a left turn to go North on S/S Rd. All the while there is the normal North, South traffic flow on S/S Rd. At such times one must not only excercise patience but mount their head on a swivel so as to cautiously avoid an accident. Much, if not all of the potential for an accident could be avoided by simply posting a No U-Turn sign and thus "encourage" these driver to make their u-turns at the stop signal at De Sanka and S/S Rd. Actually, I've also witnessed some u-turners who see a line-up of cars in the left turn lane at Kirkmont drive a bit further and make a u-turn in front of the Saratoga Aquatic property. This just adds to the potential for accidents. Kristin, I'm not in California as I write and so will be unable to attend the meeting, but I do appreciate the Commission's interest in the matter. I would hope that some solution to the problem would come forth before there is a serious accident rather than after one occurs. I wanted to follow up on our neighborhood issue from the last Traffic Commission meeting in July and provide and an update in preparation for next week's meeting. We talked with several of the households on our street as well as those bordering the intersection. In general, everyone supports the possibility of installing a minor and understands this step would need to be pursued through our HOA. However, no one felt this would be the best or most complete solution. In addition, there is little support for moving the mailboxes given the difficulty involved and the fact that part of the households affected are located outside the HOA area. Besides the fact that it does not do anything to slow the traffic coming down Bank Mill Rd. We think the tree trimming will help. Do you know when a letter will be sent out asking for the trees to be trimmed? I am not sure who from our neighborhood will attend Thursday's meeting but we still hope the topic is open for further discussion and appreciate the Commission's consideration of this issue. The Engineer will recognize it because it is the only part of Prospect that is undivided. The issues begin at the Prospect - Rolling Hills Rd. intersection and terminate at the former Ranch gate now the entrance to the parking lot for the preserve. It is approx. a 1/2 mile stretch we are talking about. Speeding is just one of several issues we are facing and I am sure you have seen them all. There are so many people trying to get to the preserve you have cars zipping around blind corners with pedestrians splitting the road on both sides, dogs on leashes and kids in strollers all looking for their little space of road. I realize this sounds a little dramatic but it is pretty nutso on the weekends. Thanks for attention, I truly appreceiciate it. Traffic Matrix #260 FEHRJf PEERS MEMORANDUM Date: September 6, 2012 To: John Cherbone, Public Works Director, City of Saratoga From: Franziska Church Fehr & Peers Subject: Prospect Road/Titus Avenue Summary of Actions Taken 1025-446-1 In the last two months, the City of Saratoga has implemented several improvements at the Prospect Road/Titus Avenue intersection. These improvements include: • Removal of the crosswalk on west leg of intersection • Installation of curb extensions on south-west corner of intersection • Provision of a sidewalk on the south side of Prospect Road between Titus Avenue and Johnson Avenue These changes are the result of a longtime effort by the City, in conjunction with the City of San Jose and Fehr & Peers, to improve pedestrian access at the intersection. This memorandum summarizes all relevant background information and the justification for the implementation of pedestrian improvements at the Prospect Road/Titus Avenue intersection. INTERSECTION CONFIGURATION Prospect Road is an east -west, four lane, major arterial that traverses the northern border of the City of Saratoga and connects Saratoga Avenue and Stelling Road. Jurisdiction of Prospect Road is shared between the Cities of Saratoga and San Jose, where Saratoga maintains the southern half (i.e. the eastbound direction) and San Jose maintains the northern half (i.e. the westbound direction) of the roadway. Titus Avenue is a north -south, residential collector street that extends from Prospect Road south to its terminus at Brockton Lane just north of Cox Avenue. The Prospect Road/Titus Avenue intersection is a full access, T-intersection with stop control on the Titus Avenue approach. A separate westbound left -turn lane is provided on Prospect Road for vehicles turning south onto Titus Avenue. Figure 1: Existing Setting PROSPECT ROAD MEDIAN IMPROVEMENTS MASTER PLAN Raised and/or planted medians exist on Prospect Road between Titus Avenue and English Drive (east of the Prospect Road/Titus Avenue intersection) and to the west of South Blaney Avenue. The City of Saratoga completed the Prospect Road Median Improvements Master Plans (2008) to provide for construction of continuous raised/landscaped medians on Prospect Road between Lawrence Expressway and Saratoga -Sunnyvale Road in the future. In 2009, the City of Saratoga completed the first stage of the Master Plan by installing a 250-foot long raised landscaped median between Titus Avenue and Provincetown Drive to the west. Sight Distance With New Median After construction of the new median in 2009, Public Works staff received complaints from drivers regarding perceived sight distance limitations caused by landscaping in the median. Fehr & Peers conducted an evaluation to determine if the median met industry design standards. John Cherbone September 6, 2012 Page 3of5 FEHR,� PEERS Sight distance is typically evaluated to determine if a driver will have adequate visibility to enter a roadway without resulting in a conflict with traffic already on that roadway. In this case, adequate visibility should be provided so that a driver traveling westbound on Prospect Road and turning left onto Titus Avenue will not conflict with through traffic traveling eastbound on Prospect Road. Specifically, a driver on Prospect Road should be able to see a vehicle in the left -turn lane so that adequate time is available for the driver to react and stop his or her vehicle, if needed. In accordance with Caltrans' Highway Design Manua( (HDM, 2007) the minimum stopping sight distance required for vehicles turning left from Prospect Road onto Titus Avenue is 360 feet based on a design speed of 45 mph. Design speed is typically five (5) mph hour higher than the posted limit, which is 40 mph on Prospect Road. During field visits in October 2009, March 2010, and March 2012 the available sight distance was measured to be at least 380 feet for vehicles traveling eastbound on Prospect Road. The sight distance was measured at the westbound left -turn lane on Prospect Road approximately nine (9) feet behind the limit line. Therefore, the existing sight distance at the westbound left -turn lane exceeds the minimum required distance of 360 feet based on the HDM. Nonetheless, given the numerous requests to increase sight distance for drivers of westbound left -turning vehicles from Prospect Road onto southbound Titus Avenue, the City lowered the height of the median in March 2012 and reduced the number and type of plants that are planted in the portion of the median nearest the intersection. This has further improved and increased sight distance at this location. PROSPECT ROAD CROSSWALK REMOVAL The segment of Prospect Road at Titus Avenue includes four travel lanes, carries more than 15,000 average daily vehicles, and a posted speed limit of 40 mph. Originally, a crosswalk was painted across Prospect Road on the west side of the intersection, and some pedestrians expressed safety concerns to City staff about this location. Based on the technical reference guide for pedestrian and bicycle facilities developed by Caltrans', these conditions do not present a safe crossing environment without additional improvements such as in -pavement lighting or other warning systems for approaching drivers. In addition, Christa McAuliffe School is located at the southwest corner of the intersection. Christa McAuliffe School is a charter school maintained by the Cupertino Union School District and serves kindergarten through 8th grade with no specific service boundaries. As such, many students are old enough to walk to school unsupervised, and students residing in the San Jose neighborhoods north of Prospect Road need to cross Prospect Road to access the school. Cherbo John FEHR� PEERS Septemmberber6, 2012 Page 4of5 of Prospect Road is that of a major arterial roadway where drivers are focused on many other factors besides pedestrians. Accordingly, Fehr & Peers has been working with staff from the City of Saratoga and the City of San Jose on a design to improve pedestrian and vehicle safety the Prospect Road/Titus Avenue intersection since June 2005. In 2006, Fehr & Peers developed an initial set of improvement plans for the crosswalks at the intersection, which ultimately led to a modified version that included the median between Titus Avenue and Provincetown Drive that was constructed after the initial improvement plans. The proposed modifications included the installation of a curb extension at the southwest corner, narrowed travel lanes, in -pavement lighting, and additional street lighting. The goal of the plan was to: • Increase visibility of the crosswalk and its users to drivers • Reduce crossing distance and exposure to vehicles for pedestrians • Potentially reduce travel speed by narrowing lane widths • Enhance safety for vehicles turning left out of Titus Avenue • Reduce school -generated vehicle traffic and increase pedestrian volumes The purpose of improving the crossing environment at the Prospect Road/Titus Avenue intersection was to enhance safe routes to school network for students and parents/guardians, as well as to provide a safer crossing for all community members. Every enhancement to the pedestrian environment helps to encourage people to use non -automobile modes for shorter trips. The City of Saratoga had been actively seeking funding to implement the above improvements. One of the potential sources identified was the State -funded Safe Routes to School (SRTS) Program. The program was established in 2005 to promote and increase the number of children who walk or bike to school by funding projects that remove the barriers that currently prevent or discourage them from doing so. Thus far, the City of Saratoga has not been able to secure the necessary funding to implement these improvements; the latest application was submittal on in 2009. Though it is the City's goal increase multi -modal access throughout Saratoga, the City recommended removal of the Prospect Road crosswalk and the installation of an alternative set of improvements given the existing conditions at this location and the lack of additional traffic control devices to improve safety. When funding becomes available and other improvements can be installed, the crosswalk can be re -installed to provide a more direct route for all pedestrians including school students. The City continues to pursue funding opportunities to install crosswalk enhancements at this intersection. Since maintenance and operation of the roadway are shared between the Cities of Saratoga and San Jose, removal of the crosswalk removal required participation by both jurisdictions. John Cherbone FEHR,� PEERS September 6, 2012 Page 5 of 5 ALTERNATIVE IMPROVEMENTS IMPLEMENTED As discussed above, the City decided to remove the Prospect Road crosswalk pending receipt of additional funding to provide the ultimate improvements and substantially enhance the pedestrian environment. In the meantime, an alternate route to cross Prospect Road and access Titus Avenue is provided via the signalized intersection of Prospect Road/Johnson Avenue intersection 500 feet to the east of Titus Avenue. With the removal of the Prospect Road crosswalk, the City of Saratoga improved and/or constructed a sidewalk on the south side of Prospect Road between Johnson Avenue and Titus Avenue to facilitate pedestrian crossings at the Johnson Avenue intersection. Additionally, the City implemented the installation of a curb extension at the southwest corner of the intersection to reduce crossing distances for pedestrians and reduce travel speeds. The curb extensions have been part of the improvements plan for the Prospect Road/Titus Avenue intersection since 2005. SUMMARY EVALUATION The pedestrian improvements implemented at the Prospect Road/Titus Avenue intersection over the last two months help to achieve the goals of improving the crossing environment at the intersection and providing a safer route to school for students and parents/guardians, as well as to provide a safer crossing for all community members. The current conditions are an improvement over the conditions that existed with the Prospect Road crosswalk in place. Fehr & Peers conducted a site visit in August 2012 to observe intersection operations for both vehicles and pedestrians. Fehr & Peers recommends that the City move the center line stripe on Titus Avenue approximately one foot to the east (while maintaining a minimum of 18 feet for the northbound lane), to provide for additional right-of-way for vehicles making a right -turn from eastbound Prospect Road. Otherwise, with the implemented improvements, Fehr & Peers observed the intersection to operate acceptably and to meet the intended goal of the project. If funding becomes available for the ultimate improvements at the intersection (i.e., in pavement lighting, additional street lighting and lane width modifications) these elements can be constructed.
