Background:
The property owner is requesting that the Heritage Preservation Commission (HPC)
recommend that the City Council designate the property as a Historic Landmark. If
the HPC recommends that the property should be designated as a Historic
Landmark, the property owner intends to request a Mills Act contract from the City
Council.
The Landmark designation request and the Mills Act application will both be
forwarded to the City Council for final action. The Council will first need to determine
whether or not to designate the property as a Historic Landmark. If the landmark
status is approved, the Council will then make a determination regarding the Mills
Act application (as the property is required to have landmark status in order to be
considered under the Mills Act program).
The property is known as Carter House and is listed on the Saratoga Heritage
Resources Inventory, included as a part of HP-88-01. It qualified under Criteria a and
c:
a) The property exemplifies and reflects special elements of the cultural,
social, economic, aesthetic, and architectural history of the City; and
c) The property embodies distinctive characteristics of the Spanish Eclectic
style, type and period.

This home is a representation of the Spanish Eclectic design. After the First World
War, the Eclectic Revival or Period Revival styles grew in prominence to become
characteristic of both residential and nonresidential construction. Such styles as
Spanish Eclectic, Mission Revival, Mediterranean, and others became popular for
more than a decade. The home was built in 1925, the architect and builder are
unknown.
The owner has provided a 10-year maintenance plan as a part of the request for a
Mills Act Contract. This plan includes maintenance items to repair and/or restore the
historic home over the course of 10 years, such as:
• Windows and doors repaired/replaced
• The external staircase will be refinished to match the historical character of
the property
• Repair interior woodwork (ceilings, stairs and windows)
• Repair tile floor
• Repair exterior wood corbels
• Restore the handmade barrel tiles
• Interior and exterior paint
Staff Recommendation:
Staff recommends that:
• The HPC finds that the structure retains a substantial degree of architectural
and structural integrity with respect to the original design, and
• Recommends that the City Council designate the subject property as a historic
landmark and enter into a Mills Act Contract.

This sprawling house, mostly concealed behind its stucco and red-tile garden wall, is a
representation of the Spanish Eclectic design that typifies the 1920s in California. After the
First World War, the Eclectic Revival or Period Revival styles grew in prominence to become
characteristic of both residential and nonresidential construction. Such styles as Spanish
Eclectic, Mission Revival, Mediterranean, and others became popular for more than a decade.
The Carter House features heavily textured stucco walls and a complex, low-slope gabled roof
covered in red barrel tile. The shallow eaves are accented by distinctive heavy wood corbels,
and the attic vents are clustered cylindrical pipes. Fenestration consists of a variety of
wood and leaded-glass windows, many protected by decorative screens, as well as large focal
windows. The front door is recessed slightly between pilasters, and the design includes ornate
wrought-iron light fixtures and a wrought-iron mailbox.

The Carter House is listed on the Saratoga Heritage Resources Inventory, included as a part of

The history of this circa 1925 house has not been determined as a part of this survey.
Integrity
Difficult to see from the public right-of-way, the house appears to retain its architectural
design, workmanship and materials, as well as a compatible setting and original location, and
the property appears to continue to embody the historical associations and feelings of this
residence.

Proposed plan with details is as follows: This is developed with the items from the Home
Inspection Report. Plan may change over time depending on circumstances in order to
ensure that most critical repairs are prioritized accordingly.

1 Windows preservation project
The previous owner had project plans approved for living
space addition of 2nd floor over the garage, office room and
den. However, the previous owner finished only the
structure. There are broken eaves and rafters and they
need to be replaced. The door needs to be replaced to
match the rest of the historic house. The staircase on the
external wall does not match the rest of the house. 3 of the
4 windows are out of character and needs to be replaced to
match the rest of the house.
What we are planning: The windows and doors will be
repaired/replaced to match the rest of the house. The
staircase will be refinished to match the historical character
of the property.

1 Electrical System Upgrade
The electrical wiring inside the house is considerably old.
There are many 2-pin sockets all over the house and lacks
GFCI switches in bathrooms. The wires are not labelled and
the circuits don’t have the necessary Amperage. Some
wires still in the walls (not used) are loose and is a fire
safety hazard.
What we plan to do:
Upgrade the electrical systems and install GFCI switches
where needed.

1 GI piping thru the house to Koi Pond Repair
The property has the 2nd biggest Koi pond in Saratoga after
Hakone Gardens. At one time it had 100+ Koi fishes and was
part of the Saratoga Koi Club. Even though this koi pond is
not mentioned in the DPR, there is a galvanized Iron piping
that runs thru the house to the PVC piping of the Pond
hardware. This GI piping needs immediate attention as it is
at the risk of rupture in cold weather.
What we intend to do: Fix the GI piping to the Koi pond that
goes underneath the house alone. Access to this space is
tight and needs access thru the outside stucco wall at
places.

2 Plumbing upgrade project
The water piping on the property is Galvanized Iron and it is
very old. It is at a moderate risk in cold weather. With
Around 50,000$

increased Atmospheric Rains and colder weather coming in,
the pipes need to be replaced with Copper piping. This is
really difficult to access in locations because of lack of crawl
space. This GI piping on the property also extends to the
landscaping which is leaking at connections because of GI
piping and PVC connections.
3 Indoor Wood work Repairs
There are a lot of cracks in the wood work, ceilings, stairs
and windows.
What we intend to do: Get wood work specialists to fix the
cracks, replace those is really bad condition. We plan to
have the windows treated to remove the stains caused by
indoor and outdoor plants. We plan to fix the upstairs floor
as it creaks loudly when anyone walks.
Repair Cracked Tiles
The floor of the house is antique red tiles which were
brought from the East Coast. Lots of places have tiles that
are chipped and holes in the concrete cement between the
tiles.
What we intend to do: Have 5700 sq ft (out of a total of
6700 sq ft ) of retiling.
Bathroom repairs
The tiles in the bathrooms (3 bathrooms of 3 ½ baths on the
property) have cracks and the grout has gaps. The walls of
the bathrooms have cracks towards the outside wall which
is the front of the property. The plumbing in these
bathrooms need to accessed from the outside front wall of
the property.
What we plan:
Repair the cracked tiles and grout. The piping runs inside
the wall and it is GI piping currently. We plan to change it to
copper plumbing. We plan to change the bathroom fixtures
as they have rust on them.

4 Wood Corbel repair
There are a few wooden corbels above the garage/den area
and above the kitchen window which have gaps and
rodents have access to the inside of the attic/stucco wall.
What we plan:
Repair/replace corbels that have this problem and patch up
the area to prevent access by rodents

5 Roof restoration/maintenance project
The roof has handmade red barrel tiles from Central
America and over the years due to the weather, tiles have
broken and needs to be replaced with similar matching
tiles. There are rafters that have rot and broken and need
replacements.

6 Kitchen and balcony project
The big windows in the kitchen get very hot because it faces
the eastern sky. The heat affects the whole kitchen and
appliances get hot and damaged due to direct sunlight.
We need install an awning and shades matching with
the remainder of the house. The balcony on the
2nd floor master bedroom is very shaky and is a hazard and
needs to be strengthened, fixed/redone.

7 Exterior and Interior painting project
The property has been painted a while back and with
patches, repairs and weathering the structure needs to be
painted. The window frames and doors are aged wood and
finish needs delicate restoration during painting (like
matching wrought iron locks which are not working)

8 Insulation
There are a lot of rodents which tear up insulation and the
heating and cooling efficiency is reduced considerably. The
insulation is really old and the rodents move the
insulation. This needs to be R48 or better and needs
to blown in.

9 Bay leaf tree management
The property has a 75 year old bay leaf tree which is the
largest one in California. This tree has massive
branches and is at the risk of breaking under its own
weight. The arborist recommended “cabling” to hold the
tree together and so remove the threat of cracking under
its own weight. Along with cabling, trimming is also
recommended

In years past, the OHP sponsored a series of free CAMP trainings from the National Alliance of Preservation Commissions (NAPC).

MEMORANDUM
MEETING DATE: March 4, 2025
TO: Heritage Preservation Commission (HPC)

SUBJECT: Item 5-2025/26 Workplan
March 18, 2025 has been selected as the date for the City Council Special Meeting
with the Heritage Preservation Commission, Library Commission, Parks & Recreation
Commission, Public Art Commission and Traffic Safety Commission to discuss
Commission Work Plans.
The meeting is scheduled to begin at 6:00 p.m in the Linda Callon Confrence Room
at City Hall.
A regular agenda will be sent out the week before the meeting. Each Commission will
be given 30 minutes with the City Council. It is not required to attend the entire
evening, although you are welcome to do so.

HERITAGE PRESERVATION COMMISSION WORK PLAN
DRAFT
1. Heritage Resource Inventory
Continue their duty as commissioners to recommend and work with property owners to add
eligible properties to the Heritage Resource Inventory, including an inventory of all the
homes, fences and trees along the portion of Saratoga Avenue that is designated as Heritage
Lane, for the potential addition to the City’s Heritage Resource Inventory. So far during the
current fiscal year, one (1) property that was reviewed will come before the City Council with
a recommendation for a Landmark and Mills Act contract.
2. Continuing Education
The City of Saratoga is a Certified Local Government (CLG) recognized by the State of
California Office of Preservation (OHP). The CLG requires that all commissioners receive
annual training in Historic Preservation.
3. Public Outreach
Continue to participate in City events such as the Blossom Festival, Arbor Day, Historic
Preservation Month, the State of the City, Harvest Day and provide information about the
City’s historic preservation efforts at these events. Collaborate with the City’s Public
Information Officer in utilizing social media platforms and add helpful links and documents
and informational videos to the HPC webpage. Such items would include, but not limited to,
advantages of putting structures and trees on the Inventory, reaching out to property
owners on the Heritage Resource Inventory about applying for Landmark status, the Mills
Act program, informational signage for the Heritage Orchard, and pride in our historic
community.
4. Point of Interest Markers/Plaques
To properly recognize heritage resources and properties of special interest in our City, the
HPC would like to continue recommending to Council special sites that warrant Point of
Interest Markers (POI) and/or plaques. The HPC is requesting funding for POI markers and
plaques for the 2025/26 FY.
