VII. COMMISSION ITEMS VIII. ADJOURNMENT – 7:39 PM Respectfully Submitted by Emma Burkhalter, Public Works staff for the City of Saratoga Page 1 of 1 #602 Dagmar Dr Date Received: October 28, 2024 Requesting Resident: Shanthi Jayadev Street name and cross street(s) where the traffic safety concern is occurring: Dagmar Drive at Saratoga Ave Intersection Description of traffic safety concern: Redesign of Dagmar /Saratoga intersection to protect myself and my neighbors due to a hit and run in the front yard that killed a couple of trees and knocked out all the trash cans. A police report of a hit and run has been filed on 10/28. The vehicle had climbed on the property about 15 feet from the street and had tire marks running through the yard. It did a property damage and drove off. The turn must have been done very wide. The painted lines are too close to the property which makes the drivers get very close to the property. Suggestions to address the traffic safety concern: None. Page 1 of 1 #605 Reid Ln Date Received: January 14, 2025 Requesting Resident: Hongyu Deng Street name and cross street(s) where the traffic safety concern is occurring: Reid Lane Description of traffic safety concern: Speed humps were installed on Reid Lane a while ago to slow down traffic. Unfortunately, I notice that there are still vehicles that drive very fast in this residential street, especially those large SUV's with high ground clearance. It appears that these speed humps are too gentle and weak, and also quite far apart. People still tend to drive fast on this straight street which can be dangerous for pedestrians and especially school children who walk to and from school. In fact, I have the chance to drive around similar residential neighborhoods in Los Altos, Palo Alto, and Cupertino. All speed humps I have seen are stronger than the ones we have installed on Reid Lane 2'/4'/2'. I'm wondering if we can make these speed bumps 2'/2'/2' and add two to three more along the street. Suggestions to address the traffic safety concern: 1. Modify Reid Lane 2'/4'/2' speed bumps to 2'/2'/2' and add two to three more along the street. 2. Add stop signs on Reid at Lynde Avenue and Lacey Avenue? This will at least help the students walking to and from schools tremendously. 3. Stripping and signage will help as well, to make Reid appear more windy/curvy. Page 1 of 1 #606 Baylor Ave at Quito Rd Date Received: January 17, 2025 Requesting Resident: Daniel Bao Street name and cross street(s) where the traffic safety concern is occurring: Quito Rd. x Baylor Ave Description of traffic safety concern: Vehicles stopped at the Baylor Avenue intersection have limited visibility of oncoming traffic traveling north on Quito Road. This creates a significant safety hazard, leading to vehicle accidents and endangering pedestrians and cyclists. The issue is particularly dangerous for drivers attempting to make left turns onto southbound Quito Road, as visibility to the left is obstructed while vehicles approach quickly from both directions. The problem stems from the current layout of the lanes and sidewalks, which forces vehicles to stop far back and then encroach onto the sidewalk to gain sufficient visibility. Suggestions to address the traffic safety concern: To improve safety at the Baylor Avenue and Quito Road intersection, the stop line should be moved forward to enhance visibility for drivers, reducing the need to encroach on the sidewalk. The sidewalk and lane layout should be adjusted to accommodate this change while maintaining safe pedestrian access. Extending and painting the bike lane green would increase visibility and safety for cyclists. Additionally, reducing the speed limit on Quito Road and implementing traffic-calming measures would address the frequent issue of vehicles exceeding 30 mph, improving overall safety for all road users. Page 1 of 2 #607 Oak St Date Received: February 23, 2025 Requesting Resident: Ashley Byington Street name and cross street(s) where the traffic safety concern is occurring: Oak Street and Bohlman / Komina Description of traffic safety concern: I am deeply concerned about the speed of through traffic on Oak Street, as I have observed vehicles frequently disregarding stop signs. This issue is particularly alarming because Oak Street is within a school zone, and there are no sidewalks or designated safe areas for pedestrians. With cars parked along the shoulders, visibility and walking space are severely limited. As a parent who regularly walks my child to school and the park, I have personally witnessed vehicles failing to stop at intersections and traveling at speeds well above the posted limit. Given the high volume of children and families in this area, I worry that the current conditions pose a significant risk for pedestrians, especially young children. I urge consideration of traffic- calming measures to enhance safety for everyone in our community. Page 2 of 2 Suggestions to address the traffic safety concern: To improve traffic safety on Oak Street, I respectfully propose the installation of speed humps on Oak Street, particularly near the stop signs at the intersections of Komina and Bohlman. Implementing speed humps in these key locations would help calm traffic, encourage compliance with stop signs, and enhance pedestrian safety—especially for children walking to and from school. Given the lack of sidewalks and the high volume of pedestrian activity in this area, speed humps would provide a practical and effective measure to reduce vehicle speeds and improve overall safety for our community. I appreciate your time and consideration in addressing this important concern.
