ADJOURNMENT – 9:55 PM Respectfully Submitted by Emma Burkhalter, Public Works staff for the City of Saratoga Page 1 of 1 #590 Portos Dr at Ronnie Way Date Received: August 27, 2024 Requesting Resident: Pratima Koka Street name and cross street(s) where the traffic safety concern is occurring: Ronnie way & Portos Dr Description of traffic safety concern: During rush hours 8AM -8.30 AM & 2.30pm-3.30PM, no one follows speed limits n stop sign. It’s very unsafe for many kids in my lane who bike to Redwood as there is no sign for bike sharing and also morning walkers as no sidewalks during that time. Another personal issue is taking out our car from driveway is impossible for 5-10 minutes. Suggestions to address the traffic safety concern: We need to control incoming traffic from Saratoga Ave through Ranfree & Portos during this hours and monitor the traffic speed and Stop sign. We need signs to share road or bike lane. Page 1 of 1 #592 Saratoga Ave at Saratoga Glen Pl Date Received: August 29, 2024 Requesting Resident: Marcia Fariss Street name and cross street(s) where the traffic safety concern is occurring: Saratoga Avenue (northbound) at Saratoga Glen Place Description of traffic safety concern: During large chunks of the day, leaving our street to access northbound Saratoga Avenue is impossible due to traffic going southbound on Saratoga Ave. During those times, we need to move into the median area in order to make the left hand turn onto Saratoga Ave. That makes us a sandwich between the north and southbound vehicles. Scary and often dangerous. There appears to be just enough space between the opposing traffic lanes to make a stack lane for a merge into northbound Saratoga Ave. traffic. No more than 2 cars and maybe just enough for one but that would be safer than what currently exists. It isn't just the residents of our street that use Saratoga Glen Pl. as the access onto Saratoga Ave. so it would benefit many residents of our neighborhood. Suggestions to address the traffic safety concern: See above--small stack lane to access Saratoga Ave. Page 1 of 1 #593 Saratoga Ave at Herriman Ave Date Received: August 29, 2024 Requesting Resident: Matt Arena Street name and cross street(s) where the traffic safety concern is occurring: Herriman Ave/Saratoga Ave Description of traffic safety concern: I am the crossing guard at this intersection and this is one of the most dangerous intersections. There are blinking lights in the air when the button is pressed to cross, however many drivers either don't see the lights (possibly because they won't be able to see them the closer they get to the cross walk) or are don't respect them. When I hold my stop sign up, it seems like drivers do seem to slow down and respect the sign, but there are some drivers that just speed right through the cross walk when I start to cross the kids. I have been nearly hit by a car multiple times. Suggestions to address the traffic safety concern: My original suggestion was to put lights in the street like the ones in downtown Saratoga, but I have been informed that they are not practical anymore. So, one suggestion that I have is something that is more noticeable for the drivers to see when pressing the button. I don't have something tangible now, but I may come up with something in the future. At the next Traffic Safety meeting this intersection will be on the agenda for discussion. We will add your email to the item. You are welcome to attend the meeting. We will send you an invite. Exercise caution when opening attachments or clicking links, especially from unknown senders. Hello Principal Louie and John, I would like to report a near miss between a car and a pedestrian at this location at 8:14 am on October 15. My son , a Senior at SHS, told me a near miss, in which a car almost hit him on the crosswalk. He was walking southbound on the west side of Saratoga Ave. and began crossing the intersection to the opposite side of Herriman. He told me that there were many cars on all sides of the intersection. A northbound car entered the intersection, paused, then turned left as stepped on the crosswalk. Obviously the driver didn't see him and began to accelerate in the turn. "jumped out of the way to avoid the collision". He was not hurt but was troubled by the situation. The crossing guard was busy with the crosswalk on the south side of the intersection and didn't get involved. I wish he could have done something to educate the driver. I take roadway safety very seriously, especially for people who choose to walk or bike in our community. They are the ones make traffic lighter and pollute less. That's why I think it is important to inform you of this near miss. I would like to see the City and schools work together to strengthen education for the drivers on roadway safety of other street users, especially near schools. In today's incident, I believe the driver only paid attention to other cars, not the pedestrians. has been biking and walking to schools since 5th Grade and he has felt safe most of the time. Today's incident was an exception. Nevertheless, it only takes once for someone to get hurt. If there is anything I can do to support you on safety education, I am happy to discuss further. Thank you for your consideration. Ying Smith Page 1 of 2 #594 Cox Ave at Miller, Glen Brae, and Cumberland Date Received: September 5, 2024 Requesting Resident: Gurmeet Kaur Street name and cross street(s) where the traffic safety concern is occurring: Cox avenue intersections: Cox and Miller ; Cox and GlenBrae, Cox and Cumberland Description of traffic safety concern: I am writing to express my deepest concerns regarding the alarming safety conditions at three intersections along Cox Avenue: Cox and Miller, Cox and GlenBrae, and Cox and Cumberland. Cox Avenue serves as a critical artery, connecting multiple neighborhoods and providing the only access to schools and workplaces for many residents, including myself and my family. However, it has become increasingly perilous to cross the street, even at designated pedestrian crossings. I have personally experienced three harrowing incidents where vehicles have come to a screeching halt while I was crossing, narrowly avoiding a collision. My neighbors share these same concerns. My children rely on this street to bike to school, and the last two incidents, occurring within a single week, involved my daughters. These experiences have severely shaken my confidence in allowing them to travel alone. During one incident (09/04/24) a sheriff patrol car was at a stop sign by Cox and Miller and witnessed this. I believe he sped up to pull over the cars that did not stop. The frequency and severity of these near-misses indicate that a tragic accident is imminent. We implore the Traffic Commission to take immediate action to address these safety issues before it is too late. Page 2 of 2 Suggestions to address the traffic safety concern: We propose a shift towards a "forced to yield" model by implementing all- way stop control at these intersections. This approach mandates that drivers come to a complete stop, providing a clear and predictable opportunity for pedestrians to cross safely. Flashing beacon (at Cox and Miller) and yield signs rely on driver compliance and attentiveness. Unfortunately, many drivers either ignore or misinterpret these signals, leading to dangerous situations for pedestrians. Forced to Yield (Proposed Solution): Stop signs legally require drivers to stop completely, creating a more controlled environment where pedestrians have a clear right-of-way. This significantly reduces the ambiguity and risk associated with the current "request to yield" system. 1. Increased Pedestrian Safety: Stop signs provide a predictable and enforceable traffic control mechanism, enhancing pedestrian safety by significantly reducing the risk of conflicts with vehicles. 2. Reduced Vehicle Speeds: The requirement to stop naturally leads to lower speeds at intersections, providing drivers with more time to react to pedestrians and other road users. 3. Traffic Calming: All-way stop control can contribute to overall traffic calming on Cox Avenue, creating a safer and more pedestrian-friendly environment. Given the current safety concerns and the ineffectiveness of existing measures, we urge the Traffic Commission to seriously consider implementing all-way stop control at the Cox Avenue intersections. This "forced to yield" approach has the potential to significantly improve pedestrian safety and create a more livable environment for all residents. Page 1 of 1 #595 Glen Brae Dr between Congress Springs Park and Cox Ave Date Received: September 11, 2024 Requesting Resident: Arindam Guha Street name and cross street(s) where the traffic safety concern is occurring: Glen Brae Drive - between Cox and Congress Springs Park Description of traffic safety concern: During morning / afternoon school hours, and during 5.30 - 6.30 pm congress springs soccer / sports schedule, cars run very fast (~ 50 mph) on this residential street with numerous kids walking / biking, and cars getting out from driveways. In this situation, a risk of a serious accident is very high. Suggestions to address the traffic safety concern: Add a speed bump to reduce speed limit to 20 mph. Page 1 of 1 #596 Bellgrove Cir Date Received: September 26, 2024 Requesting Resident: Sushama Thakker Street name and cross street(s) where the traffic safety concern is occurring: Bellgrove Circle Description of traffic safety concern: HI, I live in Bellgrove and few of us have concerns about the blind spots on Bellgrove circle at each side on the curved part of the road. It being a narrow road with cars being allowed to park on one side, most vehicles don't travels on their side of the road and at these blind spots, we have experience multiple collision scares. Suggestions to address the traffic safety concern: Is it possible to put speed bums or do something else to alleviate this issue? Description of traffic safety concern: Add pedestrian passing on Quito Road at Aspesi Dr. My children cycle to and from school on Quito road. There is no safe passing to turn left onto Quito Road. We often had to wait for 5 minutes or more to wait for the cars to die down and left us turn left onto Aspesi Dr. Suggestions to address the traffic safety concern: Please add a pedestrial passing with on-demand flashing lights to this intersection. Page 1 of 1 #598 Allendale Ave Date Received: September 30, 2024 Requesting Resident: Wilma Yeung Street name and cross street(s) where the traffic safety concern is occurring: Bike lanes on Allendale Ave between Fruitvale Ave to Chester Ave Description of traffic safety concern: There are long segments on Allendale Ave outside West Valley College without bike lanes. It's a major road and too often I've seen cars too close to cyclists, myself included. Few bikes are going straight at that intersection. Again it adds visual clutter to an intersection that already has a lot going on and adds to the expense. -Henry On Thu, Nov 14, 2024 at 7:26 AM Henry Coles > wrote:Hi Emma, One comment/suggestion regarding Allendale stripe plan. Since the humps can not easily be extended across the bike lane, can we try without the bollards? They add to visual clutter, create obstacles to cleaning and offer something for a cyclist to hit by accident. -Henry 6' 3' 10'11'11.5' 11'10'5' 10'5'11'6'3'11'12'10'3'6'11'10'6' 3' 12'11' 46.5' 26'51'5' 7'6'11' 3'Allendale AveStriping concept - Phase 2Figure 1N.T.S.CONCEPTUAL - NOT FOR CONSTRUCTION.
