Public Participation Information
In accordance with Saratoga City Council’s Remote Public Participation Policy, members of the public
may participate in this meeting in person at the location listed below or via remote attendance using the
Zoom information below.
Members of the public can view and participate in the meeting by:

Public Comment
Members of the public may comment on any item for up to three (3) minutes. The amount of time for
public comment may be reduced by the Chair or by action of the Committee. Public Comment will begin
with speakers attending in-person first followed by those attending via Zoom.
As always, members of the public can send written comments to the Commission prior to the meeting by
commenting online at www.saratoga.ca.us/pebtac prior to the start of the meeting. These emails will be
provided to the members of the Committee and will become part of the official record of the meeting.
During the meeting the Chair will explain the process for members of the public to be recognized to offer
public comment.

A. Rice Court Pedestrian Easement
Staff received a request to either vacate or take over maintenance of existing pathway
within the pedestrian easement along the southern boundary of 20695 Rice Ct. The
easement in question starts at the edge of Rice Ct and terminates at an existing 50-foot
right-of-way which completes the connection to Surrey Lane.

MILLER/WALTONSMITH MOTIONED TO APPROVE THE MINUTES. MOTION PASSED (5-0-0-1).
AYES: STALLMAN, LI, MILLER, SWAN, WALTONSMITH. NOES: NONE. ABSTAIN: NONE. ABSENT:
BROMLEY.

A. Pending Trails Update – John Cherbone reported that the dead-end segment of the Villa Oaks
Trail has been closed for the foreseeable future.
B. Traffic Safety Update – four speed tables approved for construction by the Traffic Safety
Commission in September.
C. Blue Hills Elementary Pedestrian Crossing at Union Pacific Railroad Update – UPRR approved
City’s construction estimates.
D. Saratoga Village to Hakone Gardens Trail Update – no updates.
E. Hakone Gardens to Quarry Park Trail Gap Closure – Phase I Update – no updates.
F. Pierce Road Trail Update – City to require Masson Estates proposed subdivision to design and
build a portion of the trail that’s on their property.
G. Upcoming CIP Projects – none.

A. Trails Master Plan Segments 35 and 38-40

Recommended Action:
Review draft layouts and make a recommendation.
STALLMAN/SWAN MOTIONED TO APPROVE THE CONCEPTUAL TRAIL ALIGNMENTS WITH
THE FOLLOWING MODIFICATIONS:
SEGMENT 35 (“MT. EDEN – 29”): THE TRAIL NEEDS TO BE A LOOP, COMMITTEE
RECOMMENDS CONNECTING THE LOOP AT THE NORTH END IN THE SPACE BETWEEN THE
NORTHMOST TWO BUILDINGS. THE SPUR AT THE SOUTH END OF THE TRAIL SHOULD BE
KEPT AS PROPOSED.

EDEN ROAD.

Swan: 1. Met with CDD Director, Planner, Bill Brooks, and Jan Garrod to identify the Scherf trail
over the summer. 2. Met with House Winery and Cooper-Garrod to review the boundary trail

Li: received reports that the Shadow Oaks trail is covered in dog poop all summer.
Stallman: 1. Goathead clearing is complete for the year. 2. Request for woodchips to be placed
along Orchard Loop trail by the church parking lot.
