Mayor Aftab invited public comment. No one requested to speak. Mayor Aftab called the Regular Session to order at 7:00 p.m. ROLL CALL PRESENT: Mayor Belal Aftab, Vice Mayor Chuck Page, Council Members Kookie Fitzsimmons, Tina Walia, Yan Zhao ABSENT: None ALSO PRESENT: Matt Morley, City Manager Richard Taylor, City Attorney Leslie Arroyo, Assistant City Manager John Cherbone, Public Works Director Bryan Swanson, Community Development Director Ryan Hinchman, Administrative Services Director Britt Avrit, City Clerk REPORT ON POSTING OF THE AGENDA The City Clerk reported the agenda for this meeting was properly posted on April 10, 2025. REPORT FROM CLOSED SESSION Mayor Aftab stated the City Council held a Closed Session at 6:00 p.m. with no reportable action taken. ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS; IN-PERSON ATTENDEES The following individuals spoke at this time: Neal Casteel discussed the recent Heritage Orchard RFP. Elizabeth Didato from the Peninsula Humane Society & SPCA discussed an upcoming Summer Wildlife Camp. Jim Cargill discussed the upcoming Firewise meetings. ANNOUNCEMENTS Mayor Aftab shared information about Yoga in the Park, Arbor Day, and Saratoga’s Youth in Government Program. Vice Mayor Page shared information about the Saratoga Rotary Art Show. City Council Meeting Minutes Recommended Action: Review and Approve the Minutes for the April 2, 2025, City Council Meeting. ABSTAIN: NONE. RECUSED: NONE. ABSENT: NONE. 1.2. Accounts Payable Check Registers Recommended Action: Review and accept the 03/26/2025 and 04/02/2025 accounts payable vendor payment check registers. Citywide Document Scanning Services Agreement Recommended Action: Authorize the City Manager to execute an agreement with SyTech Solutions for citywide document scanning services for two years in the amount not-to-exceed $40,000. PAGE/ZHAO MOVED TO AUTHORIZE THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH SYTECH SOLUTIONS FOR CITYWIDE DOCUMENT SCANNING SERVICES FOR TWO YEARS IN THE AMOUNT NOT-TO-EXCEED $40,000. MOTION PASSED BY THE FOLLOWING VOTE: AYES: FITZSIMMONS, WALIA, ZHAO, PAGE, AFTAB. NOES: NONE. ABSTAIN: NONE. RECUSED: NONE. ABSENT: NONE. 1.4. Planning Services Contracts for Staff Augmentation Recommended Action: Approve contracts in an amount not to exceed $200,000 for Planning Services Staff Augmentation and authorize the City Manager to execute the same. WALIA/PAGE MOVED TO APPROVE CONTRACTS IN AN AMOUNT NOT TO EXCEED $200,000 FOR PLANNING SERVICES STAFF AUGMENTATION AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE SAME. Disaster Preparedness Next Steps Recommended Action: Receive report on additional Disaster Preparedness Next Steps. Leslie Arroyo, Assistant City Manager, presented the staff report. Mayor Aftab invited public comment. The following individuals spoke at this time: Dede Smullen, Seth Schalet, Glenda Aune, Stan Bogosian, Mohini Balakrishnan. Report received; no vote needed. Mayor Aftab requested a recess at this time. Mayor Aftab reconvened the meeting at 9:45 p.m. 3. PUBLIC HEARING 3.1. Resolution Amending the City’s Fee Schedule Effective July 1, 2025 Recommended Action: Adopt a Resolution amending changes to the City’s Fee Schedule effective July 1, 2025. Ryan Hinchman, Administrative Services Director, presented the staff report. Mayor Aftab invited public comment. No one requested to speak. RESOLUTION 25-011 PAGE/WALIA MOVED TO ADOPT A RESOLUTION AMENDING CHANGES TO THE CITY’S FEE SCHEDULE EFFECTIVE JULY 1, 2025. MOTION PASSED BY THE FOLLOWING VOTE: AYES: FITZSIMMONS, WALIA, ZHAO, PAGE, AFTAB. NOES: NONE. ABSTAIN: NONE. RECUSED: NONE. ABSENT: NONE. COUNCIL ASSIGNMENTS Council Member Yan Zhao Valley Transportation Authority Policy Advisory Committee - stated the Committee adopted the 2016 Measure B Program FY 26/27 Biannual Budget and 10-year Program for FY 2028-2035, and approved the FY 26/27 Proposed Congestion Management Work Program and Budget. Council Member Kookie Fitzsimmons Nothing to report. Saratoga City Council Minutes ~ April 16, 2025 ~ Page 5 of 5 Council Member Tina Walia Silicon Valley Clean Energy Authority Board of Directors – stated the Board discussed “regionalization,” approved several agreements/contracts, and adopted the Power Purchase Agreement Project Selection Policy. Cities Association of Santa Clara County Legislative Action Committee – stated the Committee discussed two Builders Remedy related Bills (SB 457 and AB 650). Cities Association of Santa Clara County Board of Directors – stated the Board had a guest speaker regarding safe messaging for suicide prevention, approved the FY 25/26 budget, and received a report from the Local Agency Formation Commission (LAFCO). Vice Mayor Chuck Page Saratoga Chamber of Commerce Board – stated the Board discussed the recent ‘Saratoga Nights’ event. Santa Clara Valley Water Commission – stated the Commission discussed rate increase projections and water level projections. Mayor Belal Aftab Santa Clara County Housing and Community Development Advisory Committee – stated the Committee discussed the public service programs provided by the County and the associated funding. Council Finance Advisory Committee – stated the Committee discussed strategies to address the structural deficit with a report to be provided in the fall. CITY COUNCIL ITEMS Page/Walia requested that the City Council consider discussion of a water conservation ordinance. Page/Fitzsimmons requested that the City Council consider discussion of reconsideration of Council action. COUNCIL COMMUNICATIONS None CITY MANAGER’S REPORT The City Manager stated a controlled burn of approximately 100 piles of brush will take place at Sanborn and Big Basin Way on April 24, 2025.
