A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA
ADOPTING CITY COUNCIL POLICY CCP-005, ROTATION OF MAYOR AND
VICE MAYOR
WHEREAS, California Government Code Section 36801 provides that the Mayor and Mayor
Pro Tem of a general law city is selected by a majority vote of the City Council; and
WHEREAS, said Government Code Section does not require nor provide for any particular
procedure for selecting the Mayor; and
WHEREAS; the Saratoga Municipal Code does not provide a procedure for selecting the Mayor
and the Mayor Pro Tem; and
WHEREAS, on December 16, 2009, the Saratoga City Council voted to implement a Mayor
rotation policy that would place the council candidates with the two highest votes in any one election into
a queue to rotate into the position of Mayor and Vice Mayor; and
WHEREAS, on January 20, 2010, the City Council adopted a Resolution establishing a mayoral
rotation policy.
NOW, THEREFORE, the City Council of the City of Saratoga hereby adopts City Council Policy CCP-
005, Rotation of Mayor and Vice Mayor (Attachment A)
The above and foregoing resolution was passed and adopted at a regular meeting of the Saratoga City
Council held on the 2nd day of July 2025, by the following vote:

CITY COUNCIL POLICY
POLICY TITLE: Rotation of Mayor and Vice Mayor
POLICY NUMBER: CCP-005

I. PURPOSE
This policy establishes the rotation for the Mayor and Vice Mayor.
II. BACKGROUND
Section 36801 of the California Government Code provides that the Mayor and Mayor
Pro Tem (Vice Mayor) of a general law city is selected by a majority vote of the City
Council.
In December 2009, the City Council voted to implement a rotation policy that placed the
City Council candidates with the two highest votes in any one election into the queue to
rotate into the position of Mayor and Vice Mayor. In January 2010, the City Council
adopted a Resolution establishing the Mayoral rotation policy.
In June 2025, the City Council voted to amend the rotation policy, and in July 2025
adopted a Resolution amending the Mayoral rotation policy originally adopted in 2010.
III. POLICY
Saratoga shall elect a Mayor and Vice Mayor annually in December. The meeting shall
occur prior to the second regular meeting in December to enable the newly elected
Mayor the opportunity to recommend appointment of Council Members to various
boards and committees at the second regular meeting in December. Under normal
circumstances, the top two vote getters in each election are considered to be in the
queue for Mayor and Vice Mayor. Notwithstanding the foregoing, no Council Member
shall have a right to serve as Mayor or Vice Mayor.
