ADJOURNMENT – 10:07 PM City Council Traffic Safety Commission Minutes May 8, 2025 Page 4 of 4 Respectfully Submitted by Emma Burkhalter, Public Works staff for the City of Saratoga From:Kman To:Emma Burkhalter Subject:Re: Traffic Safety Commission Meeting 05/08/2025 Date:Friday, May 9, 2025 4:01:46 PM CAUTION: This email originated from outside your organization. Exercise caution when opening attachments or clicking links, especially from unknown senders. Hi, I joined the traffic safety meeting last evening regarding the safety concern I raised. I have some feedback that I would like to share. During the meeting last evening, I was unmuted once and was asked to provide comments after the initial briefing by someone in the committee. I was under the impression that this was going to be a discussion and I will be allowed to talk after that for follow ups. Unfortunately, once I gave my initial comments, I was never given an opportunity to share more facts in-spite of me raising my hand. The traffic safety commission started discussing options and taking motions without giving an opportunity for me to share my feedback on their decisions. I feel very disappointed with the format of the meeting. One of the recommendations shared by the commission was to remove the bushes and quoted that there was a citation for the same in the past. Trimming the bushes has been taken care of and has nothing to do with the issue at hand. The cars have been speeding up (especially on the turn from Canyon view into 4th street) since there is no deterrence of a speed bump or a stop sign. This is a liability issue for the city especially since it has now been brought to your attention. There has been an accident where one of the commercial trucks brought down an electric pole in our home at the intersection (before we moved overhead PG&E utilities underground) by driving too fast and some part of the truck got stuck in the wire across the road). It was a dangerous situation where live wires were on ground and we had to work with PG&E to take care of the situation incurring heavy expenses from our side. The city may not be aware of this accident but it happened on Canyon view drive. I wonder how the traffic study taken just for 2 days can be used to make a decision. Can you disclose the details of the study? We want to understand the maximum speed that was noticed these days (a histogram chart on speed and the # of cars needs to be done)? I hope you haven’t averaged the speed as that defeats the whole purpose of the study. I would request the commission to revisit the decision as well as to change the format of the meeting to make it inclusive. If the decision was pre-determined and this was to inform the resident of the decision, then why should the resident even attend the meeting. The initial completion of the form should suffice in that case. Is budget one of the constraints in the decision making process? Are stop signs/speed bumps on Canyon View expensive to install? I am asking because I notice the commission kept checking on the budget/amount to be spent to address this issue. With the high property tax we are paying, this was a reckless decision without a proper discussion and without considering the safety of the concerned residents. Thanks, Kiruthiga On Thu, May 1, 2025 at 6:47 PM Emma Burkhalter <eburkhalter@saratoga.ca.us> wrote: Dear Saratoga Community Members, Attached is the agenda for the May 8, 2025 Traffic Safety Commission (TSC) Meeting. Description of traffic safety concern: When making a left turn onto Pierce Road from Padero Ave. there is an unsafe condition. This is because vehicles stopped at Padero Ave. have limited visibility of traffic coming from the right (looking up Pierce Road) and vehicles coming down the road at high speeds. This make it difficult to turn left on to Pierce Road in a safe manner. The problem stems from limited visibility and high vehicle speed. This same condition occurs when making a left turn on to Pierce Road from Surrey Lane. Padero and Surrey are very close together. Suggestions to address the traffic safety concern: The recommendation is to install a Speed Bump to slow traffic on Pierce Road uphill from Padero Ave. This would slow traffic down around the limited visibility corner and improve safety for vehicles turning onto Pierce Road. If the Fire Department has an issue with a Speed Bump because of Response Time concerns – then perhaps we can just install a Speed Bump on the downhill portion of this road. This would not interfere with the Fire Department Response Tiem. My neighbors and I urge consideration of traffic-calming measures to enhance safety for everyone in our community. Installing a Speed Bump at one location on Pierce Road will improve safety at two intersections. Page 2 of 2 Additional Info: According to the City of Saratoga 2020 Speed Survey, Table 1: Summary of Speed Survey Results; shows that Segment 20 and 21 both have a collision rate higher than the State average for similar type roadway. Page 1 of 1 #613 Herriman Ave at Lannoy Ct Date Received: April 25, 2025 Requesting Resident: Rohit DCosta Street name and cross street(s) where the traffic safety concern is occurring: Herriman Ave & Lannoy Ct Description of traffic safety concern: High speeds on Herriman Ave coming down hill from the High School towards Saratoga Ave have caused multiple accidents damaging property and creating worry and concern from all who live on the street. Yesterday afternoon, a high school student driving a tesla was speeding down Herriman after his tennis practice on his way home. He lost control and slammed directly into our neighbor's home. Suggestions to address the traffic safety concern: Adding speed bumps on Herriman Ave by Camino Rico, Saratoga Vista, and Beaumont Ave to warm drivers to slow down before the sharp turn. Page 1 of 2 #614 Big Basin Way Date Received: April 27, 2025 Requesting Resident: Craig Awbrey Street name and cross street(s) where the traffic safety concern is occurring: Big Basin Way and 6th Street Description of traffic safety concern: Hello: This is from an excerpt from an email I sent to Major Aftab. I included videos and can send them along if you provide email addresses: Thank You I am sending over a request for traffic calming measures on Big Basin between 5th and 6th streets heading westbound. To give you a couple of examples, before I wrote this email I walked out of my house at 14611 Big Basin Way about 4:50PM on Easter Sunday. Within about 5-10 minutes I recorded 2 good examples of what goes on every single weekend on Big Basin way. The attachments show a photo of a car with an airfoil racing through the stop sign at 6th street while people were waiting in the crosswalk to cross. This happens all the time. A few minutes later I took the attached video of about 4 sport cars traveling together at about 40- 45MPH between 5th and 6th streets, all revving their engines as they blasted by. The main problem, I think, is that these drivers are excited to race up to the top of hwy 9 and are starting their acceleration after the right turn on 5th street. They rev their engines and barrel through the crosswalk at 6th street often in excess of 50- 60 MPH. No measures are in place to calm excessive speed. I have another video of a tesla doing about 60MPH. I can send it Page 2 of 2 to you if you want. Again, all of these examples are within about a 10 minute span. I often see large groups of motorcycles doing the exact same thing. The other day I was on Big Basin at 4th street and saw a group of about 8 motorcycles heading west, who together ran the stop sign at 4th going around 25 mph. I think you get the point. The bottom line is that there is a safety issue here and I hope it can be addressed. I realize Caltrans has rules about what is allowed, but hopefully something is done before a pedestrian gets hurt. My estimate is about 100+ cars a day are speeding between 5th and 6th street. I am available to help in any way. Suggestions to address the traffic safety concern: Traffic Calming measures needed at 6th street and Big Basin, between 5th Street, and 6th Street. Page 1 of 2 #616 Glasgow Dr at Beaumont Ave Date Received: May 27, 2025 Requesting Resident: Nianhua Yin Street name and cross street(s) where the traffic safety concern is occurring: Calle Tacuba Description of traffic safety concern: I am writing as a concerned resident and parent regarding a serious traffic safety issue at the intersection of Glasgow Drive and Beaumont Avenue, located in the Golden Triangle neighborhood of Saratoga, CA. At this intersection, Glasgow Drive is the through street, and vehicles on Beaumont Avenue must turn left onto it heading toward Argonaut elementary school—making it a high-traffic turning point during school commute hours. However, there is a severe visibility blind spot for drivers from both directions. A particular concern is the house at the corner, whose elevated front yard creates a sloped barrier that significantly blocks the line of sight. Vehicles turning left from Beaumont often have to inch dangerously far into the intersection—nearly into the middle of the road—just to see if a car is coming from the left on Glasgow. Meanwhile, drivers traveling straight on Glasgow cannot see left-turning vehicles from Beaumont in advance, leading many to drive through the intersection without slowing down. I have personally experienced multiple close calls at this location. I have also heard from other parents about similar near-miss incidents. One especially frightening moment I witnessed involved a parent and child riding bicycles, attempting to turn left from Beaumont onto Glasgow, and they nearly collided with a fast-approaching vehicle on Glasgow. It was a deeply alarming moment, and one that reflects just how dangerous this intersection is. Page 2 of 2 This route is heavily used during school drop-off hours, with hundreds of children commuting to Argonaut elementary school each morning. The combination of limited visibility, heavy traffic, and vulnerable road users like cyclists makes this intersection a significant safety hazard. Suggestions to address the traffic safety concern: I respectfully urge the city to review the design and safety of this intersection, and consider the following: Installation of traffic mirrors or advance warning signs; Addition of traffic calming measures such as speed humps or flashing beacons; Evaluation of the elevated landscaping at the corner property for potential mitigation; A school zone traffic safety assessment during peak hours. Page 1 of 2 #618 Saratoga-Sunnyvale Rd and Brandywine Dr Date Received: June 1, 2025 Requesting Resident: Amitava Bhaduri Street name and cross street(s) where the traffic safety concern is occurring: The intersection of Brandywine Dr. and Saratoga Sunnyvale Road Description of traffic safety concern: I would like to request the implementation of protected left-turn signals at the following locations: 1. Left turns from Brandywine Drive onto Saratoga Sunnyvale Road 2. Left turns from Saratoga Sunnyvale Road onto Brandywine Drive These changes are important for improving traffic safety at this intersection. Saratoga Sunnyvale Road is heavily trafficked, and making a left turn from Brandywine Drive is particularly risky due to short gaps in oncoming traffic. Additionally, making a left turn from Saratoga Sunnyvale Road onto Brandywine Drive is also hazardous. There is an opposing left-turn lane leading into the Safeway complex, and when vehicles are queued in that lane, it significantly obstructs the view of oncoming traffic. This makes it difficult and dangerous to turn safely, especially during peak hours when straight- through traffic is dense. Suggestions to address the traffic safety concern: A few suggestions for improving traffic safety and flow in the area: Page 2 of 2 1. Implement protected left-turn signals – These would reduce confusion, improve traffic efficiency, and most importantly, enhance safety for both drivers and pedestrians. 2. Consider installing a 4-way STOP sign – This could help manage traffic more effectively at lower-volume intersections and reduce the risk of collisions. 3. Install inductive loop sensors – Placing these sensors on key streets would allow dynamic traffic signal control. Specifically, they could trigger a red light at the intersections of Pierce Road & Saratoga-Sunnyvale Road and Blauer Drive & Saratoga- Sunnyvale Road, improving flow and reducing wait times during peak hours.
