Announcements ADJOURNMENT – 9:40 PM Respectfully Submitted by Emma Burkhalter, Public Works staff for the City of Saratoga Page 1 of 2 #612 Padero Ave and Pierce Rd Date Received: April 21, 2025 Requesting Resident: Glenn Hendricks Street name and cross street(s) where the traffic safety concern is occurring: Pierce Road at Padero Ave. The same issue occurs at Surrey Lane and Pierce Road. Description of traffic safety concern: When making a left turn onto Pierce Road from Padero Ave. there is an unsafe condition. This is because vehicles stopped at Padero Ave. have limited visibility of traffic coming from the right (looking up Pierce Road) and vehicles coming down the road at high speeds. This make it difficult to turn left on to Pierce Road in a safe manner. The problem stems from limited visibility and high vehicle speed. This same condition occurs when making a left turn on to Pierce Road from Surrey Lane. Padero and Surrey are very close together. Suggestions to address the traffic safety concern: The recommendation is to install a Speed Bump to slow traffic on Pierce Road uphill from Padero Ave. This would slow traffic down around the limited visibility corner and improve safety for vehicles turning onto Pierce Road. If the Fire Department has an issue with a Speed Bump because of Response Time concerns – then perhaps we can just install a Speed Bump on the downhill portion of this road. This would not interfere with the Fire Department Response Tiem. My neighbors and I urge consideration of traffic-calming measures to enhance safety for everyone in our community. Installing a Speed Bump at one location on Pierce Road will improve safety at two intersections. Page 2 of 2 Additional Info: According to the City of Saratoga 2020 Speed Survey, Table 1: Summary of Speed Survey Results; shows that Segment 20 and 21 both have a collision rate higher than the State average for similar type roadway. Page 1 of 1 #615 Scotland Dr and Cumberland Dr Date Received: May 1, 2025 Requesting Resident: Patrick Chen Street name and cross street(s) where the traffic safety concern is occurring: Scotland Dr and Cumberland Dr Description of traffic safety concern: The intersection at Scotland & Cumberland is particularly dangerous for pedestrians (especially children walking or biking to and from Argonaut). Drivers constantly roll through the stop signs here, and there is also a bit of a blind curve as cars drive west on Scotland toward Cumberland. Suggestions to address the traffic safety concern: Add crosswalks for pedestrians and crosswalk signs so drivers can be more cautious when approaching this intersection. Page 1 of 1 #617 Quito Rd at Ravenwood Dr Date Received: May 28, 2025 Requesting Resident: Michele Busque Street name and cross street(s) where the traffic safety concern is occurring: raven wood and Quito Description of traffic safety concern: People continue to drive unsafely on Quito, which is especially concerning during school drop off/pick up hours. I saw a middle school child come within inches of being struck by a car while in the school crosswalks by a car attempting to turn left off of ravenwood onto Quito. Yesterday a car attempted to go around another car waiting to turn left onto Quito by pulling into the opposite lane, with the clear intention of trying to turn left from the wrong side. Cars often pass on the left on Quito which is a 2 lane road, excessive speed is constant. Despite cross walk lanes being updated, most cars do not stop for pedestrians in the crosswalks, not even children. Suggestions to address the traffic safety concern: Additional Sheriff presence (especially between the hours of 8am-830), addition of speed humps in the school zone, addition of traffic lights at the school crosswalk Page 1 of 1 #619 Quito Rd btwn Pollard Rd and Old Adobe Rd Date Received: June 12, 2025 Requesting Resident: David Scott Street name and cross street(s) where the traffic safety concern is occurring: Quito Road from Pollard Road to Old Adobe Road intersections Description of traffic safety concern: Speeding, unsafe passing (crossing over double yellow lines to pass), drag racing, wild animals crossing Quito Road from San Tomas Aquino Creek (four deer have been hit and killed in front of my home over the years), road rage directed at those who observe the speed limit. Already Quito Road is a busy street and with the impending 430+ new townhomes on Quito Road, Marshall Lane and Allendale, it is going to get much busier. Suggestions to address the traffic safety concern: Speed bumps. Cars regularly exceed the speed limit by 20mph, sometimes going 40mph faster Page 1 of 1 #620 Saratoga Ave at Fruitvale Ave Date Received: June 30, 2025 Requesting Resident: Glenn Huebschmann Street name and cross street(s) where the traffic safety concern is occurring: Saratoga Ave at Fruitvale Ave Description of traffic safety concern: The double left turn from Saratoga Ave to Fruitvale heading south routinely has problems with drivers not paying attention, blocking the 2nd left turn lane and waiting to get into the far right lane which is the lane to continue on Saratoga Ave. I've watched this plague for a decade and it's gotten much worse in recent months. I now regularly see this a few times per week, and it results in traffic suddenly stopping, near misses rear ending the person blocking the lane, and it blocks traffic farther back at Scotland Drive. Suggestions to address the traffic safety concern: Traffic delineators are desperately needed between Scotland Drive and Fruitvale between the left turn lanes and the straight through lane. Any driver that reaches his point should not create a safety hazard due to their lack of attention. They can turn left with traffic, and either u-turn or simply drive to Hwy 9 and then back to downtown. Page 1 of 1 #622 Fruitvale Ave at Valle Vista Dr Date Received: July 23, 2025 Requesting Resident: Paul Germeraad Street name and cross street(s) where the traffic safety concern is occurring: Fruitvale Ave at Valle Vista Dr. Description of traffic safety concern: There is no cross walk at this intersection where the pedestrian trail crosses from the south side of Fruitvale Ave to the north side of Fruitvale Ave. This city trail is used by many pedestrians and crossing Fruitvale safely is a challenge. Other intersections on Fruitvale at Three Oaks Way and Farwell Ave have painted crosswalks and flashing pedestrian warning signs when pedestrians are in the crosswalk. Suggestions to address the traffic safety concern: Install painted crosswalk and a similar electric signage to Three Oaks Way and Farwell Ave crossings at the Valle Vista Dr. intersection where the pedestrian trail crosses Fruitvale Ave.
