MINUTES
MONDAY, NOVEMBER 17, 2025
SARATOGA CITY COUNCIL SPECIAL MEETING
At 6:00 p.m., the City Council held a Joint Session with the Planning Commission and Heritage
Preservation Commission.
ROLL CALL
PRESENT: Mayor Belal Aftab, Council Members, Tina Walia, Yan Zhao
Planning Commission Vice Chair Ping Li, Commissioners Clinton
Brownley, Paul Germeraad, Zaheer Hassan
Heritage Preservation Commission Vice Chair Margarete Minar,
Commissioners Bill Cooper, Chen Xie
RECUSED: Council Member Kookie Fitzsimmons
ABSENT: None
ALSO PRESENT: Matt Morley, City Manager
Bryan Swanson, Community Development Director
Britt Avrit, City Clerk
REPORT ON POSTING OF THE AGENDA
The City Clerk reported the agenda for this meeting was properly posted on November 14, 2025.
AGENDA ITEM
Village Objective Design Standards Study Session Recommended Action:
Review the preliminary draft text of the Village Design Standards and supporting Zoning
Ordinance text amendments and provide feedback for incorporation into a draft Ordinance to be
reviewed by the Planning Commission.
Vice Mayor Page arrived at this time
Monica Szydlik from Lisa Wise Consulting, and Cindy McCormick, Planning Manager,
presented the staff report.
Mayor Aftab invited public comment.
