A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA
TO CREATE A NEW CIP FOR THE CONGRESS SPRINGS PARK BACKSTOP
REPLACEMENT PROJECT WITH FUNDING FROM THE PARK DEVELOPMENT
FUND FOR FISCAL YEAR 2025/26
WHEREAS, City parks are open space areas for all residents to enjoy, and
WHEREAS, Congress Springs Park (CSP) is a City Park that is heavily used by Youth
Sports Groups; and
WHEREAS, the backstop at CSP was destroyed during the heavy storms in December
2025; and
WHEREAS, the backstop needs to be replaced before the start of the spring youth sports
season; and
WHEREAS, the funding for the replacement project is available in the City’s unallocated
Park Development Fund; and
WHEREAS, it is necessary to set up a new CIP project in the budget for the Congress
Springs Park Backstop Replacement Project, and
WHEREAS, it is necessary to adjust the Fiscal Year 2025/26 Operating and Capital
Improvement Budget as follows;

To appropriate the transfer out of the Park Development Fund to the CSP Backstop
Replacement CIP :
Transfer Out 422.9299-999.99999 ($ 67,000)
To appropriate the transfer in of funding and increase the expenditure appropriations for
the CSP Backstop Replacement CIP:
Transfer in 422.9251-002.49999 $ 67,000
Expenditure 422.9251-.002.81161 $ 67,000
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Saratoga hereby
approves setting up a new CSP Backstop Replacement CIP in Fiscal Year 2025/26 and approves
the above adjustments to the Fiscal Year 2025/26 Operating and Capital Improvement Budget.

The above and foregoing resolution was passed and adopted at a regular meeting of the Saratoga
City Council held on the 4th day of February 2026 by the following vote:
