This creates a significant safety hazard, leading to vehicle accidents and endangering pedestrians and cyclists. The issue is particularly dangerous for drivers attempting to make left turns onto southbound Quito Road, as visibility to the left is obstructed while vehicles approach quickly from both directions. The problem stems from the current layout of the lanes and sidewalks, which forces vehicles to stop far back and then encroach onto the sidewalk to gain sufficient visibility. Suggestions to address the traffic safety concern: To improve safety at the Baylor Avenue and Quito Road intersection, the stop line should be moved forward to enhance visibility for drivers, reducing the need to encroach on the sidewalk. The sidewalk and lane layout should be adjusted to accommodate this change while maintaining safe pedestrian access. Extending and painting the bike lane green would increase visibility and safety for cyclists. Additionally, reducing the speed limit on Quito Road and implementing traffic-calming measures would address the frequent issue of vehicles exceeding 30 mph, improving overall safety for all road users. Over that time, I’ve observed that vehicle speeds on Scotland have become increasingly dangerous, especially in the section between Saratoga Ave and Glen Brae, where cars tend to drive particularly fast. Many drivers appear inattentive, often speeding well above the posted limit, using their phones, rushing to work. This combination has created a hazardous environment for residents, pedestrians, and cyclists alike. Several accidents have occurred within the past month alone, including a pedestrian being hit by a car, and a parked car at 19540 Scotland Dr being struck by traffic at a high speed. It feels like a ticking time bomb. We have been fortunate that no one has been seriously injured or killed. I would like to respectfully suggest that the City consider installing traffic- calming islands or chicanes, perhaps starting with the most affected section of Scotland between Saratoga and Glen Brae, to help slow vehicle speeds and enhance safety. I’m unable to attach a photo of what I'm talking about here, but other residential neighborhoods in the Bay Area have this. The North Page 2 of 2 Fair Oaks district of Menlo Park comes to mind. They seem to not only help make traffic safer, but also add quite a bit of visual appeal to the neighborhood. Thank you very much for your time and consideration. Suggestions to address the traffic safety concern: install traffic-calming islands or chicanes Date Received: November 22, 2025 Requesting Resident: Sudha Deane Street name and cross street(s) where the traffic safety concern is occurring: Scotland x Breamar Description of traffic safety concern: The intersection of Breamar x Scotland is incredibly dangerous and resulted in the serious injury (hospitalization required)of 2 pedestrians in less than a 2 week span. I live on the corner of the intersection and continually see cars traveling excessively fast on Scotland, as well as cars taking the turns too fast. Suggestions to address the traffic safety concern: A stop sign or traffic light is warranted. It would also be beneficial to have speed bumps added to the length of Scotland drive to slow down the flow of traffic. I see a lot of pedestrians crossing that area regularly and a lack of walk sign makes dangerous crossing situations. I have attached a picture of the area where pedestrians run across Saratoga Los Gatos rd to continue their hike. Please do the needful. This is after the Seagull and De Anza signal closer to Joe's trail and the railway track. Suggestions to address the traffic safety concern: Please install a self-service walk sign at the Saratoga Los Gatos Rd and the Joe's trail intersection. Page 1 of 2 #638 Saratoga Creek Dr and Kosich Dr Date Received: January 22, 2026 Requesting Resident: MaryAnn Fox Street name and cross street(s) where the traffic safety concern is occurring: Saratoga Creek Drive and Kosich Drive Description of traffic safety concern: The back field of Prospect high school is being used by a soccer organization. This causes the streets of Saratoga Creek Drive and Kosich Drive to essentially become a parking lot every evening. There are very young children getting in and out of vehicles with little regard to cars driving by. I am very concerned that one of these small children is going to be hit by a vehicle. The parents parking are not abiding by the red fire lane painted curbs and the streets are becoming a mess. The portable lights that the organization is using makes for a very dangerous setting, as you literally become blinded by the lights at certain points driving toward the back field. I would like to request that the organization tell the families to utilize the Prospect High School parking lots, as there is adequate parking available in those lots and not use our streets as their parking lot. It literally is an accident waiting to happen in this unsafe environment. Page 1 of 2 #639 Saratoga-Los Gatos Rd Date Received: January 30, 2026 Requesting Resident: Chiao-Yu Lu Street name and cross street(s) where the traffic safety concern is occurring: Big basin way and Saratoga Los Gatos rd Description of traffic safety concern: On 1/29 6pm I was driving to my Club Pilates class which is located in a small divided lane on Saratoga Los Gatos road, it was a very busy traffic time, a group of 5 motorcyclist were speeding and honking their way through ignoring stop signs to make their way through. They look like a group of young reckless people one of them has neon green motorcycle. It is very dark near that area and with merging traffic, they were speeding and heading hiway 9 - I was too scared and had to park aside to calm down. Suggestions to address the traffic safety concern: Pls kindly investigate because I have spoken to one of my Pilates classmate she is an elderly lady and Saratoga resident. She said she has seen increasing reckless motorcyclists. She walks to class and I was reminding her to be careful. I am aware that some aggressive drivers using 9 and 35 for as their F1 race track, but heading to Los Gatos occasionally I see luxury cars like Lamborghini speeding through. The speed detector on 9 Hasn’t worked for Page 2 of 2 years - I’m guessing it was blocked by the trees. Perhaps we can use AI camera to detect these traffic crimes. Thanks for your attention. Page 1 of 2 #640 Fruitvale Ave at Montauk Dr Date Received: March 16, 2026 Requesting Resident: Marc Pawliger Street name and cross street(s) where the traffic safety concern is occurring: Fruitvale Ave at Montauk Dr Description of traffic safety concern: The intersection of Fruitvale Avenue and Montauk Drive is directly adjacent to Redwood Middle School. It has become a safety hazard during school drop-off and pick-up hours. Despite the presence of "No Stopping 8 AM - 4 PM M-F" signs, the stretch of Montauk between Fruitvale and Okanogan Drive is consistently used for illegal parking and idling. We are sympathetic to the time pressure parents are under during drop-off and particularly during pick-up times and understand illegally stopping on Montauk out of expediency. However, the current level of non-compliance creates unacceptable risk. We look to the Commission for help to discourage dangerous behavior and keep students and neighbors safe. Key Safety Issues: Page 2 of 2 - Illegal parking reduces visibility and limits sight-lines. Vehicles parked illegally up to the corner of Fruitvale force right-turning drivers from Fruitvale to Montauk to "swing wide" into oncoming traffic. - Frequent blind U-turns on Montauk lead to near-collisions with other vehicles, students, and neighbors. - Students and residents walking and biking while attempting to cross Montauk during drop-off and pick-up risk collisions with inattentive or distracted drivers. Suggestions to address the traffic safety concern: We seek guidance on measures to increase daylighting and to prevent stopping and parking, particularly right at or on the corner from Fruitvale Ave to Montauk Dr. Measures may include: - Increased enforcement. This seems more a stopgap measure. In the past this has led to short periods of compliance, followed by a quick return to bad habits. - Painting the curb red around the corner from Fruitvale to Montauk. - Installing physical measures to limit or prevent stopping and parking. These would need to minimally inconvenience residents and neighborhood drivers and not create additional hazards by their presence. The current revised plan reduces this to only 24 feet through unnecessary hatching and bulb-outs. Statistically Insignificant Data: The city’s justification for narrowing the entrance is based on a sample size of only 75 cars, which showed a negligible speed reduction of 1 mph (from 36 to 35 mph). This result is within the margin of error and does not justify a permanent restriction of the roadway. Safety and Access Concerns: Narrowing the entrance to 24 feet creates a bottleneck that may force larger vehicles, such as emergency services or delivery trucks, to swing into oncoming traffic lanes to complete turns. I request that the city alter this plan to provide the full 35-foot driving surface originally requested by the Commission before any construction begins. Date Received: March 25, 2026 Requesting Resident: Michele Moore Street name and cross street(s) where the traffic safety concern is occurring: Cox and Glen Brae Description of traffic safety concern: This new design is terrible and dangerous. The opening to turn into is so small and narrow, it is nearly causing accidents every day as people go to turn and then realize it's so narrow and stop or slow right in front of oncoming traffic. We are not sure who came up with this design but clearly they did not ever drive this area or even see how it impacts the safety. Please revert it back to a normal safe intersection. Suggestions to address the traffic safety concern: revert back, need more space. Date Received: March 25, 2026 Requesting Resident: Rita Yuen Street name and cross street(s) where the traffic safety concern is occurring: Glen Brae/Cox Ave - Description of traffic safety concern: new narrowed concrete extended intersection is too narrow for car to turn from Cox to Glen Brae particularly on the left turn from COX. Each time when I made the turn I have to worry not to hit the concrete extension. Also, it is so narrow that it becomes a bottle neck for 2 cars to pass through at the same time. So, traffic is being held back uncessary during high traffic hours. At nite, the widen concrete extensions instead of 'slowing down" traffic, it can actually cause accidents when in low visiblity conditions. Until there is permanent change to the design, Suggestions to address the traffic safety concern: I recommend to at least put some highly reflector on the concrete block to guide the pecticularly sharp turn required to not run over the new concrete blocks.. Most cars cant and don’t slow down to 20mph in order to widely turn into the entrance. Suggestions to address the traffic safety concern: Please widen the entry asap. An accident is bound to happen soon.
