SARATOGA PLANNING COMMISSION REGULAR MEETING
Chair Kausar called the meeting to order at 7:00 p.m.

Recommended Action:
Approve Minutes of May 14, 2025 Planning Commission Meeting.

MOTION PASSED. AYES: BROWNLEY, GERMERAAD, KAUSAR, HASSAN, LI, SRIDHARAN,
ZHENG. NOES: NONE. ABSENT: LI. ABSTAIN: NONE.
Chair Kausar requested agenda item 2.2 be moved to last Public Hearing item.

2. PUBLIC HEARINGS
2.1 Application VAR25-0001: Mt Eden Rd; (503-13-148) Teja Mupparaju (Applicant): The applicant is
requesting approval of a variance to construct new retaining walls with heights up to 12.5 feet and
cumulative heights up to 30 feet. The retaining walls are proposed as part of an administrative design
review application for a new 4,102 square foot one-story home on the vacant parcel. One protected tree is
proposed for removal. The site is zoned HR with a General Plan Designation of Residential Hillside

Recommended Action:
Adopt Resolution No. 25-009 approving the project subject to conditions of approval included in
Attachment 1.

GERMERAAD/ZHENG MOVED TO ADOPT RESOLUTION 25-009 APPROVING
APPLICATION VAR 25-0001. MOTION PASSED. AYES: BROWNLEY, GERMERAAD, KAUSAR,
HASSAN, LI, SRIDHARAN, ZHENG. NOES: NONE. ABSENT: LI. ABSTAIN: NONE.
Item 2.2 moved to after 2.3.
2.3 Application FER24-0002: 14208 Short Hill Court; (397-14-013) Yuan Yu and Renshi Xuan
(Applicant): The applicant is requesting a Fence Exception for a fence of 6-feet solid redwood located
within the front setback area where 3 feet is allowed. No protected trees are proposed for removal. The
site is zoned R-1-40,000 with a General Plan Designation of Residential Very Low Density (RVLD). Staff

Recommended Action:
Adopt Resolution No. 25-011 approving the project subject to conditions of approval included in
Attachment 1.
SRIDHARAN/ZHENG MOVED TO ADOPT RESOLUTION 25-011 APPROVING APPLICATION
FER24-0002. MOTION PASSED. AYES: BROWNLEY, GERMERAAD, KAUSAR, HASSAN, LI,
SRIDHARAN, ZHENG. NOES: NONE. ABSENT: LI. ABSTAIN: NONE.
Commissioner Germeraad recused himself.
2.2 Application MOD25-0002: 19931 Bella Vista Avenue; (397-20-100) Kohlsaat & Associates, Inc.
(Applicant): The applicant is requesting modification of a Design Review application for a 6,792 square-
foot single-story residence previously approved by the Planning Commission on October 24, 2018. The
requested modifications to the project are only limited to the landscape plan – no other changes are being
requested. The site is zoned R-1-40,000 with a General Plan Designation of Residential Very Low Density

Recommended Action:
Adopt Resolution No. 25-010 approving the project subject to conditions of approval included in
Attachment 1.
HASSON/ZHENG MOVED TO ADOPT RESOLUTION 25-010 APPROVING APPLICATION
MOD25-0002. MOTION PASSED. AYES: BROWNLEY, GERMERAAD, KAUSAR, HASSAN, LI,
SRIDHARAN, ZHENG. NOES: NONE. ABSENT: LI. ABSTAIN: NONE.
Commissioner Germeraad returned.

Chair Kausar reminded the Commission that there is no July meeting and invited everyone to come to the
