SARATOGA LIBRARY COMMISSION
MEETING
MAY 28, 19$6
I. Meeting convened at 7:37 PM
II. Coan~issionera Present: Chair Kanemura, Beverett, Dyer, Gandrud,
Mahler, Wood.
Library Staff Present: Susan Fuller, County Librarian
Guest: Victor Valdez, Member, South Bay Cooperative Library System

City Staff Present: Joan Pisani
III. Minutes of March 26, 1986 meeting corrected to read "Next Meeting:
May 28, 1986." M/S/C Dyer/Wood Minutes approved as corrected.
+~** 1. Victor Valdez, SBCLS Advisory Board introduced a 10 minute
elide/tape presentation explaining SBCLS now including 41
Libraries (9 jurisdictions) in Santa Clare and San Benito Counties
and encompasaea activities as Sauthnet(reference service);
electronic mail service; children's summer reading programs;
workshops for Librarians; prase releases to local media on library
issues; 24 hr inter-library delivery service; patron access to
academic collections not otherwise accessible; demonstration
project grants, etc. It was noted that among member libraries are
the Geneological section of Santa Clara City library, Patent
library in Sunnyvale, Californians & Spanish language collections
in San Jose City library 6 Mountain View City's collection on
automotive repair. All collections of all member libraries are
available without charge to all patrons in each auriadiction.
SBCLS is guided by governing council of Directors of the 9
constituent ~uriadictions as well as a 9 member Citizens Advisory
Board. Craig Conover is Director; headquarters are at San Joae
Main; funding has been via the State Library with State and Fed
funds however the constituent library ~uriadictions have voted to
augment this next fiscal year by levying on themselves a 7 cent
per capita charge due to cutbacks in other funding. The film is
very good and is available for viewing via request at the
Library. Printed xaterial available.
IV. Old Business:
A. Joint Library Commi$aion Meeting: Dyer <attended by Dyer, Gandrud,
Mahler, Wood.
1. Meeting held at Campbell Lib 4/19/$6, Los Altos Commiaaian
hosting, all cities except Milpitas attending. Each city gave
description of it's Commission's functions. Spirited
discussion followed on issues of concern in each City including
basic funding needs; effectiveness of Friends groups & their
use of non-profit status; current library legislation. Group
decided to meet quarterly. Saratoga will host July meeting,
possibly in Gilroy. Committee appointed, Chair-Mahler, Dyer,
Woad. Will consult with Gilroy on availability of their
facility, date 6 agenda.
B. Visit to Technical Services at HO.
1. Dyer, Mahler, Wood visited HO for guided tour. Waa extremely
helpful in understanding the complexities of County Library HD
and the services provided there.

2. Kansmura, Gandrud will attempt to make this tour in near
future .
C. 1. Pisani stated a quorum for this 8 member Commission is 5.
Attendance is reported to City Council in June & Dec.
2. Commiaaionera unable to attend meetings ere requested to notify
the Commission in advance of meeting.
IV. New Business
A. Monte Sereno: Wood
1. Advised consulted with Don Wemberly, MS City Manager who
indicated interest in working with the Library. Wood,
Kansmura, Thomas attended MS City Council meeting S/6/86. Waa
able to give firm statistics on use of Saratoga Library Dy MS
residents, on card8 held, circulation, etc., numbers now
readily available due to new computer system.
~. MS Council acknowledged lack of request to supplement budget
due to Bd of Supv pending action. Indicated will consider
funding perhaps 2 Sun when their full budget is known.
B. June City Council Observer
1. Dyer suggested current rota of Commiaaionera attending Council
meetings be replaced by Chair or substitute attending once per
month 6 giving oral report.
2. Dyer to go in June & give report if necessary.
C. Additional New Buaineaa
1. Saratoga City Council plane to formally adopt budget 6/4/86.
2. Budget should contain funds for some Sunday openings next year.
3. Newspaper should be notified of Sunday closing during summer
but that will reopen Sun in Sept.
4. If MS agrees to fund additional Sun hours an additional
notification should be in newspaper rs this.

A. City Council Observer: Dyer
1. Attended 2 Council meetings since last Commission meeting.
Nothing to report.
B. County Librarian: Fuller
1. Sheet with allocation formula per city handed out. Ia similar
to last year except circulation figures fro2en at last year's
level due to new computer software Duga. Formula is the same
used since 1980. Includes funds for salaries & materials, no
Sun hours. Printed material available.
2. County Executive agrees that County will fund overhead.
3. County budget hearings scheduled 6123/86 (Mon AM). Will notify
commissioners who wish to attend.
4. Minutes of all commissions sent to our Chair.
5. An additional X1.5 Mil augmentation has been suggested to Gov'a
budget far literacy programs. Aiquiat & Vaaconcelloa need
input re this C6100-211-001). Milpitas, Gilroy, Morgan Hill,
Cupertino with Fremont Union School District now have literacy
programs.
C. Saratoga Librarian: no report
D. City Staff: Pisani
1. Will check on unfinished landscaping in parking lot
