Commissioners Present: Chairman Kanemura, Dyer, Gandrud, Morrison Library Staff Present: Lois Thomas. Susan Fuller, County Librarian City Staff Present: Joan Pisani III. Fritz Knipe, Chairman of the County Library Commission was intro- duced. IV Minutes of the February 26, 1986 Meeting approved as read. V. Old Business: A. Building Exterior Pro~ect:Thomas 1. Building has been cleaned and 2 coats of seal applied. Contractor is also treating hinges. Job is almost done. B. Technical Processing:Fuller 1. Repeated her invitation to come and tour Headquarters. There were no questions on Memo "FY 85-86 Cost Plsn" or 2 handouts "Cost of Technical Services" & "Technical Services Functions". C. Budget Analysis:Fuller 1. SF suggested SLC indicate it's support to Supvr. McKenna re increased funding to the County Library Budget by the County. 2. Supvr. McKenna is to meet with Saratoga City Council in the next few weeks to discuss areas of mutual interest. 3. The County is beginning to examine "overhead" & what it is & how to present this to the communities. 4. SF is not planning to ask the City for funds for the Library this year. She is hoping that the County Bd of Supers. will use County General Fund monies to fund "overhead" in the Library Budget. 5. Handout was given showing cost breakout of Sunday hours for next year. Pisani to take to City with Comm recommendation that Sunday hours be funded. Printed material available. D. Commission Attendance at City Council Meetings:Kanemura 1. Conversation with Manager Peacock assures us that the Council encourages Commissioners to attend Council Meetings. E. City Council Priority Study Session:Dyer 1. cf Memo March 14, 1986;11.a-d for City priorities for the Library for FY '86-87. Printed material available. VI. New Business: A. County Library Commission:Knipe 1. Mr. Knipe was asked to explain the County Library Commission and it's role via a via the City Commissions. He stated that there are 9 Commissioners, 1 appointed by each Super. and 4 appointed at large by the Supers. Appointments are political and for 3 years. Commission is advisory to the County $oard of Supervisors. Meetings are monthly at 70 W. Redding. Cty Comm. liases directly with the County Librarian. Issues are similar to those faced by the City Commissions. They also follow state legislation and encourage action letters to Governor, etc. to support Library related legislation i.e. S$358. Much of Cty Comm time is spent on the budget. In response to a question stated Geo. Whelan of Saratoga, on Cty Camm lives in Saratoga but is not "Saratoga's Representative" on the Cty Comm, but rather represents all of Super. McKenna's District and is Ccont'd) -2- • ~ • concerned with Library issues County-wide. Suggested that we might invite County Comm to send rep to our Comm periodically and also send regs to Cty Comm Meetings. Stated request to Cty Comm for issue to be addressed would be agendized immediately. Kanemura asked Knipe to communicate to Supvr. McKenna our hope for a Supvr's committment to a specific County-wide minimum-level for library services. 2. VCR rental question still on their agenda, undecided how to go. State Attny Gen in past determined no service could be provided for a fee that was not already available at no fee. SF has asked County Counsel to get broader interpretation to make VCR rentals possible. B. April Meeting 1. M/S/C Dyer/Morrison April meeting be cancelled. Next meeting 5-28-86 C. April Council Observer 1. Dyer volunteered to cover Apr 2 & 16 City Council meetings. D. Other 1. Gandrud asked Fisani to see if, in City negotiations with new TV Cable Co, the library could have access. Pisani will check. 2. Kanemura will send to the City Council a copy of current CALTACTICS with the letter from State Librarian suggesting letter writing campaign for full funding of Public Library Foundation and Literacy Programs. 3. Pisani will check to see if City will again fund CALTAC dues for Commissioners. VII. Retorts A. March City Council: Newby will present at next meeting. B. Gounty Librarian: Fuller 1. South Bay Cooperative System bookmarks and Fact Sheets handed out. Printed material available. 2. Met informally with Asst County Exec., Mr. Peacock and other City Managers. Looked at the funding formula and no solution found yet as still not enough money. Will need consensus from all cities to change formula. Also discussed redevelopment losses-informational. C. Community Library Supvr: Thomas 1. Barbara Hawthorne began 3-24-86 as Office Management Coordinator. 2. Teat for Librarian I/II given. Should get list soon for interviews for one full and one half-time positions. Now is using temporary help. 3. Volunteer reception postponed until Sept due to heavy staff work load. 4. New mailed overdue billing form starting April. 5. Starting Adult programs again. First will be a financial advise type program. Possibly another program this spring. D.
