• • SARATOGA LIBRARY COMMISSION MEETING 23 OCTOBER, 1985 Commissioners Presents Chairman Kanemura, Dyer, Gandrud, Mahler, Morrison and Wood. Library Staff Present: Lois Thomas. Janice Yee, Acting County Librarian. City Staff Present: Joan Pisani. Minutes of September meeting were corrected: Karen Foss (Not Karen Boss) T. OLD BUSINESS A. Lighting in parking area. Joan Pisani. 1. City Council in October 2 meeting authorized purchase and installation. Will be same design as present lights. B. Letters from Commission. Marilyn Kanemura. 1. Action takens Council instructed City Manager Peacock to appoint Marilyn Kanemura to the county-level task force that will focus on library funding. 2. Action takens A Joint Committee was formed to study feasibility of axi indep®ndent city library and questions arising from the revenues alloted to the library from the county. Will have the following members: Marilyn Kanemura, Wil Morrison and Dave Newby (Library Commissioners); Ed Rodrigues and Dave De Cation (Finance Advisory Committee members). Harry Peacock, City Manager, will also serve on the Joint Committee. Joan Pisani will be the staff representative and set up the meetings. C. Priorities and Cost Analysis. Dick Dyer and Pat A~ahler. 1. Through a request made by Dick Dyer, retired IBM employee and library commission member, a generous check was given to Friends of the Library (which is not a tax supported organization The X3,000 was then presented to the library by the Friends president Pat Mahler. 2. The TBM grant will enable the library to purchase a terminal, a bar code reader and an application board, which will be used within the new microcomputer circulation system. Technocrat will install at no charge. B. Next meeting of Library Commissions December 4, Wednesday. 1. Susan Fu7.ler, new County Librarian will attend. C. November City Council Observerss 1. City Council has authorized payment for luncheon for the five members of the Library Commission who will attend the CALTAC meeting at CLA convention in Oakland, November 16. 2. JANTCE YEE, Acting County Librarian since January 1985, was commended by the Library Commissioners for her constructive and faithful help especially in the field of finance and the budget. The Commission presented her with a gloxinia plant in full bloom and an etched glass plate. (And two California lottery tickets) The meeting adjourned at 10:00 P. I appreciate the Saratoga Library Commission's active interest in the future funding of the Coumy Library system. I would first like to clarify concerns and quest.ia.ns regarding the formation of a library task force. The idea of a task force to study long-term library funding was raised during the County budget hearings. After I;made the motion to add approximately X300,000 to the Library's FY 85/86 budget and expressed concern about future funding for the Library, it was suggested that I be involved in a task force if one was established. However, following further discussion at the budget hearing, it was decided that rather than form a Countywide task force, my office would work with the Library Administratio n and the Coumy Executive to review and evaluate possible long-term fu nding options. My office has been following the progress of the Coumy Executive's staff which is evaluating Library funding and preparing recommendations for funding options. If after reviewing the Cou my Executive's recommendations it appears that a task force is necessary to further review, and recommend solutions for funding, I will request the Board establish such a body. Additionally, I requested that the funding options be available for review and comment before the next budget cycle begins. The Coumy Executive's staff is currently working on a three to five year Library budget with revenue projections which will indicate the possible funding alternatives. The loss of revenue due to redevelopment will be part of this analysis. Also, staff is evaluating the most appropriate measures to advocate at the State level. • S~PEkVj~p • • _b ~ / i S~ G ~ / 7 m - _ - r +• ~yr~ ~ ~F~* ~~~ Marilyn May Kanemura October 23, 1985 Page 2 I know that you and your fellow members of the Saratoga Library Commission can appreciate the complexities involved in finding long range solutions to the Library's fiscal problems. I expect the County Executive will come to the Board of Supervisors with final findings and funding recommendations in March of 1986. My office should receive this information before March. I will forward this information for your review and recommendation to the Board of Supervisors. The other issue of concern is the allocation formula used to fund the libraries. As you know, this formula was developed in 1980 with the support of all of the affected City Managers, and the County. As I stated in my recent letter to Mayor Clevenger and Saratoga Council Members, I remain open to changes in the formula. However, I believe that any changes will have to be supported by all of the involved cities, as well as the Cou nty. I look to the cities to carry the discussion and to develop consensus regarding any changes in the formula. I hope this response clarifies my efforts to seek long-term funding solutions for County Libraries. I am an advocate for libraries and sincerely want to have a healthy library system.
