MOTION (Made by David Newby, Seconded and passed unanimously) "That the chairman of the Library Co~nission write a letter to County Supervisor McKenna (with copies to the members of the Board of Supervisors and to Sally Reed, County F.,zecutive). The letter to urSe strongly that a task force be formed within four weeks to address the following: 1. The loss of revenue to the library fund by redevelopment. 2. The method of funding the county library system. 3. Expanding the funding base." 2. RESOLUTION (I~de by Andy Beverett. Not passed for ls~k of second ) "RESOLVED, that the Saratoga Library Commission forego approval or disapproval of the City Finance Committees recent report on the organization, financing and operation cif the Saratoga Library pending (among other things)-the f©llowing:. (1) A closer resolution of obvious and substantial differences between some of the factual information present in the report and that presented separately by the County Librarian; (2) Determination of the true exterst of comparability of 2'unctions and cost ds-ta in the Committees comparisons of the Saratoga Library xith city-operated librar~.es; and (3) ~lZrther study of the legal and economic implications of certain possible actions, including transfer of books from the `County Library System to a City-operated system and unilateral abrogation by the City of its conC untu~ obligeitions to bondholders and to 9anta'Clara y•" B. Commissioners to evaluate and prioritize ITEMIZED COSTS LIST of library services (dated May 15) on a scale of 7 (most valuable) to 1 (least valuable) for next meeting. 2. Commissioners Kanemura and l~arrison to get costs from library staff. II. NEW BUSINESS A. FEASIBILITY STUDY OF ESTABLISHING CITY-OPERATED LIBRARY. M. Kanemura. 1. To work jointly with Finance Advisory Committee and to report to City Council on the financial possibility of Saratoga establishing its own city library. B. City Manager Harry peacock suggested that an "Action Memorandum" be printed within 48 hours of each commission meeting. It would summarize the action taken, and would be written by the city staff representative to each commission. III. MONTHLY REPORTS. A. City Council Meetings. 1. Chairman Kanemura to attend each month on first Wednesday and give a short report. Other hibrary aommissioners will be present at the city council meetings and may make short reports when Chairman Kanemuxa is not there. B, Acting County Librarian, Janice Yee. 1. Susan Fuller has been appointed as the new County Librarian beginning November 4. She will be working under Karen Boss, the director of the newly formed ~'ublic Services. Agency. C. Saratoga Community Library Supervisor, Lois Thomas. 1. Sunday opening of library. Initial day, Sept. 15. 12:00 - 4:00 a. Some statistics from computer systems Gate counts 2b8 persons. Reference questions 63 Books ciraulateds 276 b. The new periodical display shelves, which were paid for by The Friends of the Library, were found to have defects which occurred during their manufacture. They were replaced with others, which arrived badly scratched. Gaylord's, the supplier, is to send a representative 'for consultation. D. City Iaepartment Representative. Joan Pisani. They show great initiative in fund ra3.sing through their vehicle. "The Book-Go-Round", which is a shop selling used books. It is located in permanent premises in downtown Saratoga, Last year the "Friends" raised $12,000 for the community l~.brary, which was used to purchase library furniture, equip- ment, and children's programming. The "Friends" volunteers contribute in excess of 300 hours monthly to the library service, as follows: -staffing "The Boak-Go-Round" -working i.n cooperation with other volunteers. doing bar- ooding, paperback processing, and catalogue filing -decorating the library for holidays -caring for plants in the library We highly recommend this motivated and dedicated group for a CAI~AC Award . 9/4/85 David R.
