Commissioners Present: Beverett, Gandrud, Kanemura, Mahler & Wood
Library Staff Present: Lois Thomas & Barbara Campbell
City Staff Present: Joan Pisani
The August 22, 1984 meeting of the Saratoga Library Commission was
called to order by Vice-Chairman Andrew Beverett at 7:38 p.m.
in the Community Room of the Saratoga Library. The minutes of the
June 27, 1984 meeting were read and approved.
Vice-Chairman Beverett related to the Commissioners the need
expressed liy City Manager Wayne Dernetz and Mayor Virginia Fanelli
to understand the library's budgeting process. Commissioner
Beverett submitted for the Commission's consideration a resolu-
tion recommending that the County Librarian and the City Manager
meet to discuss the budget process. Discussion by Commission
members followed. Points brought up during the discussion in-
cluded: 1) concern about whether such a formalized resolution
be required at the present, and 2) that more time was required for
study of the resolution. Commissioner Beverett requested that
copies of the resolution lie distributed to Commission members and
that the resolution lie agendized for further consideration during
th.e Septe~mlier meeting.
Commissioner Beverett also submitted a resolution to study Sunday
library openings. With regard to Sunday openings, Ms. Campbell
reported that the Los Altos library will be open on Sundays from
lp.m.-5p.m. from September 1984 to June 1985. The additional
hours will be funded by the City of Los Altos at $333.35 per
Sunday for a total of $11,766. She also reported that the Cuper-
tino Library's circulation and usage on Sundays is traditionally
higli_er than comparable hours during the week (i.e. the circulation
for a Sunday's 4-hour opening is two-thirds the circulation for
a 9-hour day during the week.) Due to staffing requirements, the
library cannot open for a half-day during the week and a 4-hour
day on Sundays. In response to a question asked by Commissioner
Mahler, Sunday hours can be funded by reduction of the book budget.
Copies of the resolution will be mailed to Commission members
for furtY-er study and the resolution will be agendized at Septem-
ber's meeting.
Barbara Campbell distributed to each Commissioner a copy of the
county library's 5-year plan. She will bring to the next meeting
the Cupertino Library Commission's orientation packet for new
Commissioners.
1`~s,. Campbell described two proposals submitted by the South Bay
Cooperative to the State Library System for grants totalling more
than $90,000. One proposal would study outreach to day-care
centers to educate staff and preschoolers on the availability of
good literature. The second proposal will study new and effective
ways to reach non-user populations; ie. Hispanics in San Benito
County and Gilroy, Asians in Mt. View and Sunnyvale, and non-
library users in East San Jose. She also reported that a $28,000
settlement is being requested from the bar-code company for having
to ee~*~rect the error in bar-coding.
Lois Thomas noted that the redoing of the bar-codes is 30% complete.
The City's Volunteer Program provided a number of volunteers to
work in the library during the summer. Book slipping functions
will be performed in the library to make space available in the
workroom for volunteers helping with the conversion.
Joan Pisani reported on a planned joint meeting with the City
Council scheduled for Oct. 9, 1984. She will also submit a work
order for repainting of the "Library Parking" sign.
The meeting was adjourned at 10:10 p.m.
Respectfully submitted,
