The Feb. 29, 1984 meeting of the Saratoga Library Commission was
called to order by Chairman Moss at 7:46 p.m. at the Saratoga
Community Library. The minutes of the Nov. 30, 1983 meeting were
read and approved.
Joan Pisani reported that the cost of the automatic door system and
its installation was $4400. Expenditures for the glass panels for
the front doors was $200. A current list of council, city personnel,
and commission members was distributed.
According to Mrs. Pisani, $32,000 remains in~:the library bond fund.
With the anticipated expenditure of $800 for lighting of the parking
lot, the library fund balance will be $31,200. Commission members
were asked to consider and prioritize future building projects and
other expenditures. Commissioner Mahler suggested developing addi-
tional parking spaces. Mrs. Pisani will determine what land belongs
to the library grounds.
The City Council will be asked to include in next year's budget
monies for the reimbursement of Commissioners attending conferences
and workshops. Mrs. Pisani will also submit a request for reimburse-
ment for commissioners attending the CALTAC workshop on Mar. 3, 1984.
Barbara Campbell informed commissioners that the book drop sign was
ready for installation. She also reported that the County Library
system received $87,967 from the state library allocations through
SB358. Monies will be distributed to each library in the County
system according to its population. Saratoga's share will be 12.08%
of the allocation. To allow for a possible $50,000 shortfall in
County Library revenues, only $30,000 of SB358 funds will be distri-
buted. Saratoga's portion will be $3634. In other budgetary matters,
Miss Campbell informed commissioners that the Governor's budget for
1984-85 calls for a doubling of the 1983-84 allocation. The County's
share would be $160,000.
Miss Campbell discussed plans by the County library staff to deter-
mine the feasibility of developing a videotape collection in each
library. Consideration is being given to joining other libraries in
the South Bay Cooperative in maintaining a rotating collection of
videotapes. The initial expenditures for the County would approxi-
mate $20,000-$30,000, with an annual outlay from the book budget of
each library thereafter. Advantages and disadvantages of establishing
a videotape collection at the Saratoga Library were discussed.
Lois Thomas reported that 76% of Saratoga Library's books to be
accessed into the computer were bar-coded-with the help of staff and
volunteers. Less crowding in the workroom is anticipated when the
computerized circulation system is operational in September, 1984.
Mrs. Thomas also reported on the success of the library's reception
for delegates of Muko-shi, Saratoga's Sister City.

circulation statistics of the change to a 3-week circulation. At
the March meeting, there will be further discussion of budget and
circulation formulas.
The next meeting of the Library Commission is scheduled for Mar. 28,
1984.
