HomeMy WebLinkAbout07-27-1983 Library Commission Minutes~ARATOGA~ BRARY COMMISSI~ • MEETING . 27 July 1983 Commissioners Present: Beverett, Gandrud, Kanemura, Mahler, Moss, Wood Library Staff Present: Lois Thomas, Barbara Campbell Visitor: Mrs. Marjorie Didinger The July 27, 1983 meeting of the Saratoga Library Commission was called to order at 7:45 p.m. by Chairman Moss. The minutes ~of the June 22, 1983 meeting were read and approved with correction to the minutes that the book drop sign has not yet been installed. According to Barbara Campbell the computerized circulation system for the Los Altos, Cupertino, and Saratoga Libraries will be installed at the same time, since funding for all three systems has been made available during this new fiscal year. Mrs. Campbell described the new circulation system, the bar codes for all library materials, the date due slips for each book borrowed, an;d the checking in of materials. The system is scheduled for completion in Jan. 1984. Commissioner Beverett explained the Commission's efforts to evaluate the feasibility and safety of converting the library's front doors to an automated system. Commissioner Gandrud described the history of the problems with the front doors for ease of access by.the general public and for handicapped access. She outlined the various solutions that were proposed; i.e. installation of pneumatic system, replace- ment of door hinges, installation of glass panels. Mrs. Didinger, a visitor to the Commission meeting and a representative of wheelchair users, questioned the Commission on the safety features of the automatic door system and its ease of use by the handicapped. Library Commission- ers discussed their opinions about the two proposals submitted by Automatic Door Systems, Inc.: Proposal A) the installation of an automatic system for the existing front doors, with a safety mat; and Proposal B) the installation of a separate door for handicapped use only. After much discussion the Commission voted, 4-1, to accept a motion by Commissioner Mahler that the Commission select Proposal A of Automatic Door Systems, Inc, dated June 22, 1983, with modification of that proposal, dated Juiy 20, 1983, for the installation of a push-button automatic door system for the existing doors at the cost of approximately $3000 and the installation of a safety mat for those doors at the cost of approximately $1400. Included in that motion was approval of the installation of glass panels in the front doors of a size that would be as large as possible while still conforming to architectural and user safety. According to Lois Thomas, all library materials, including new books, will be circulated for three weeks, with no renewal. Barbara Campbell discussed the financial situation of the county library system. According to Mrs. Campbell, passage of SB358 at 1/4 its original funding level will provide $100,000 for the county libraries, and will be available after Jan. 1, 1984. Saratoga's share will be approximately $14,000. Commissioners will be asked for suggestion s on its use. Saratoga Library's budget deficit has been readjusted from -$63,272 to -$46,932. Mrs. Campbell will notify the Saratoga City Council of the reduced deficit requesting that the Council continue its approved funding of $17,000 so that program cuts can be reduced. Since the City of Monte Sereno has agreed to fund $1000 of the $1973 requested, the Friends of the Saratoga Library will be asked to make up the difference. Santa Clara County has agreed to pay the un- incorporated area's share of $1367. The county library has also sub- mitted a proposal for temporary staffing under the Federal Jobs Bill, one position of which would be for Saratoga. Lois Thomas announced that~the library would be short of staff because of staff vacations and medical leave. Chairman Moss mentioned her concern for the cleaning of the patio area and the dedication of the patio benches. The meeting was adjourned at 10:35 p.m., with a future meeting scheduled for August.
