SARATOGA LIBRARY COMMISSION
MINUTES
23 March 1983

In the absence of Chairman Moss, Commissioner Morrison called the
meeting to order at 7:51. Minutes of the Feb. 23 meeting were read
and corrected to state that the County Library system will lose
$160,000 from the Special District tax, but will receive more
funding from property taxes.
The Commissioners expressed appreciation for Wayne Dernetz's
attendance at the February meeting.
Barbara Campbell discussed the county library budget. Because of a
surplus of monies that were earlier placed in salary reserve, the
libraries in the county system will share an additional $75,000.
Saratoga's share will be $11,500. Because the Saratoga Library
received augmenting funds from the cities of Saratoga and Monte
Sereno and the Friends of the Saratoga Library to continue operating
hours, the extra funding will be used to reduce the augmentations
from each of the three groups.
Commissioner Gandrud questioned the impact of the State's non-funding
of SB358 on county library budgets. According to Mrs. Campbell
the county did not include funding from SB358 in its budget, but
the share would have amounted to approproximately $300,000 which
would have been used primarily for books and increased hours.
Chairman Moss asked the Commission to discuss points brought up by
Mr. Dernetz during his visit to the Commission's February meeting,
especially the use of private funding to supplement public monies
and the use of the local cable TV network. Barbara Campbell
explained the formation of Libraries Plus and other efforts to
raise funds from the private sector. It was suggested that the
Library (Commission compile a "wish list" of projects that can be
publicized by both the Friends and the City to encourage contri-
butions from private firms, organizations, and individuals. The
Commission talked about, but will consider more fully, the subject
of cable TV and its use by and for the library after its joint
meeting with other county library commissions on May 2, 1983 when
cable TV will be discussed.
Commissioner Morrison and Joan Pisani reported on discussions with
the library's architect, Jan Stypula and his assistant, Harry
Hodges, from Spencer Associates, about the parking lot sign, the
front door, building leaks, and the carpet in the Community Room.
Commissioners were notified that the architects would charge $3500
as_ their fees for research, plans, and advice. The (3~ommission
agreed to look into other sources as well. Pat Mullins will examine
the city's contract with the architect to determine whether some of
the projects are the responsibility of the architect.
Joan Pisani presented to the Commission plans for the parking lot
sign. The Commission approved the expenditure of no more than $900
for a sign to be rendered in wood in a design similar to that proposed.
The Commission agreed to budget the following amounts for proposed
expenditures: $5000 for exterior lighting of the driveway and rear
parking lot; $11,700 to fix leaks in the building; $3000 for a sign;
$1000 for moving solar panels; and $6000 for the front doors.
According to Joan Pisani, registration fees for the Commissioners to
attend the Fall Conference of the California Library Association were
included in the city's budget and will amount to $40 per Commissioner.
In other business, the City of Monte Sereno will appoint a new
Commissioner. Minutes of the Commission meetings will be sent to the
Monte Sereno Council. Book plates will be attached to all Friends
donations.
