MEETING
23 November 1982

The meeting of the Saratoga Library Commission was called to order
by Chairman Moss at 7:35 p.m. at the Saratoga Community Library.
Minutes of the June 23, 1982 meeting were read and approved.
Commission Beverett discussed the draft of the "Role of the Library
Commission" incorporating suggested from the Task Force to address
the structure as well as functions of the Commission. The Commission
agreed to meet in special session on Wed., Dec.l, 1982 to formulate
the final draft that will be forwarded to the City Council for
suggested adoption.
The following improvements and repairs to the library were discussed
by Joan Pisani: 1) The drainage problem outside the library workroom
was corrected; 2) The architect for the library was authorized and
paid $260 to draw up plans to fix the front doors of the library.
Bids for these repairs will be opened after Dec. 1;:1982; 3) The City
will be responsible for repairs to lights in the parking lot that
were damaged by vandals; 4) A priority was given to install spotlights
to illuminate the front entryway. Commissioner Kanemura suggested
that the City also look in to installing spotlights to light up the
walkway along the parking lot and entrance to the Community Room.
Mary Moss reported that one 'of the patio benches was donated by Amy
June Jorgenson.
Janice Yee requested recommendations from the Commission to establish
fees for the use of the Community Room by outside groups. A motion
was made and approved to charge groups serving refreshments a $5.00
per meeting cleaning fee.
Mrs. Yee reported that the County Library may receive about $200,000
in additional revenues. Until the revenue increase is confirmed in
early 1983, no changes will be made in reinstating library services
which were cut back. Commissioners were encouraged to lobby their
legislators for implementation of Bill 358 aiding library funding.
Mrs. Yee also announced a new fine and fee schedule adopted by the
County Library.
Lois Thomas reported that a patron complained of the "deplorable"
condition of the librrary grounds. Effort will be made to secure
volunteer-group help to upkeep the premises. Mrs. Thomas also
mentioned that the staff has received favorable comments from patrons
about the cassette collection. Suzanne Jalbert will be asked to
serve as a member of the art jurist committee to select art for the
library.
The aerial map was transferrred to the City Offices.
The next Commission meeting was scheduled for Dec. 1 1982. The
meeting was adjourned at 9:45 p.m.
