Subject: Trail Easement Request for the Peck Property on Mount Eden Road
Attached please find minutes from the Pazks and Recreation Commission meeting of
January 5, 1998. Upon making our site visit with the Trails Subcommittee it has become
clear just exactly where the existing trail is on the Peck property. Therefore, I would like to
know if the Pazks and Recreation Commission would like to make any modification to their
comments made in January.
It is the Planning Division's intent to request the developer to improve this existing trial
which connects to Villa Oaks Laue and install appropriate signage. This would be a
condition of any project approval they receive from the Planning Commission.

- Fund, as the total cost of this endeavor is
presently unknown.
4) Although the Parks and Development Fund contains
the $200,000 mentioned in Mr. Skelly's letter, the
Commission is unwilling to commit to funding other
projects until the agreed upon priority list items
have been completed, particularly the park and
playfield improvements. The Commission would be
happy to consider additional project proposals once
this goal has been met.

C) PLANNING DBPARTMENT_TR.AIL-EASEMENT RSVIRW REQUEST
The Commission deliberated on the Planning Department's
request for its comment on a proposed trail easement in
the Mt. Eden area, and whether the subdivider should be
required to make the trail improvements.
A motion was passed to request a multi-use trail easement
on the proposed subdivision of the Ruth Peck Langwill
property, and that the trail should be fully improved by
the developer. Planning Department staff will be
directed to work with the County to situate the trail in
a location which is beneficial and safe for multiple user

IMPROVEMENTS TO CONGRESS SPRINGS PARK (Joan Pisani)
Staff Joan Pisani reported that Mr. Perlin has asked her
to re-negotiate acontract with AYSO for the use of
Congress Springs Park. A per head fee based on the
»~amber bf registrWnts is being cgnsidered, rather than a
flat fee per year. If the fees are increased for AYSO,
the Commission agreed to make additional requested
improvements to the Park using the Parks and Recreation
Development Fund.
The Commission voted to give Ms. Pisani its endorsement
to negotiate with user groups and to report back on
improvement requests for Congress Springs Park from the
Saratoga Little League.

Dear Commissioners:
I understand that plans are underway to develop Parcel #503-13-067, or as I refer to it as "the Peck's 30
acres." This property is located at the end of Vista Regina road and goes North towards Villa Oaks.
I obtained a copy of a letter from the Pinn Bros. Construction firm indicating their intention of developing
this property. A tentative site plan was included with the letter.
• I have no objection with their developing the property as long as a dedicated trail easement is provided
across the property. As indicated in the Hillside Specific Plan of 6-15-94 on page 12 under Trails and
Pathways, this request would be appropriate.
I have personally been using an existing trail on the property for over six years. It is an important
connection to other trails. I know of many other people who use this trail. I have personally helped
maintain this trail in the past years.
In looking at the site plan as proposed, it looks like the existing trail is already located within the open
space easement. So I think that the trail can simply be left exactly where it is now except for a few
modifications at the north end.
I would like to make sure that when the property is developed, that the developer, as part of the approval
process, dedicates and develops a trail for use by the general public with provisions for maintaining the
trail in the future.

i am one of the many eauestrians who has a horse in the hills of Saratoga.
i am concerned that we are quickly loosing access to existing trails and
the open space parks.
~- neighbor. who .dogs on the same trails f ride on. told me this week.
13905 Vista Regina was to be sold. The new owner will be putting a
fence up to keep us off the trail. Today a sign was Hosted "Permission to
cross this property is hereby revoked." This is a vital link; for three trails
and many equestrians.
is there anything that can be done to keep the access open? We will gladly
move left or right as long as we can safely get from Via Regina to Vista
Regina.
