ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS
Any member of the public will be allowed to address the City Council for up to three (3)
minutes on matters not on this agenda. The law generally prohibits the council from
discussing or taking action on such items. However, the Council may instruct staff
accordingly regarding Oral Communications under Council Direction to Staff.

SUBJECT: Interim Library Project -Proposal for related site and roadway improvements.
RECOMMENDED ACTION(S):
1. Move to authorize City Manager to execute an increase to the existing City construction
contract with Duran &Venables, Inc. in the amount of $ for performance of work
in connection with the Interim Library Project
2. Move to authorize staff to execute change orders in connection with the additional contract
work up to $
REPORT SUMMARY:
In order to facilitate safe motor vehicle, pedestrian, and bicycle access into and out of the
temporary library site, located at Sacred Heart Church, it is necessary to construct various
frontage improvements along Saratoga Avenue. A left turn lane pocket for motor vehicles on
Saratoga Avenue and pedestrian pathway and bicycle lane improvements along the frontage of
the Church property and the Heritage Orchard will be constructed to facilitate the safe access.
Additionally, drainage, striping, and other various site improvements are included in the scope of
work to prepare the site for the Temporary Library.
Staff recommends that Duran &Venables, who has a current construction contract with the City,
perform the above mentioned work.
The cost for this work and the recommended change order authority will be submitted to the
Council on Tuesday prior to the special meeting. In order to submit a complete cost proposal, the
contractor requested additional time to solicit subcontractor quotes and will submit their proposal
on Monday.

FISCAL IMPACTS:
The adopted budget contains sufficient funds to cover the additions to the contract and
recommended change order amounts in Activity 3005 (Street Maintenance) -Account No. 4010
(Contract Services).
CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION(S):
The improvements in connection with the Temporary Library Project will not move forward.
ALTERNATIVE ACTION(S):
None in addition to the above.
FOLLOW UP ACTION(S):
The contractor will be given approval to move forward with the above-recommended actions and
work will begin as early as July 11.
ADVERTISING, NOTICING AND PUBLIC CONTACT:
Nothing additional.

REPORT SUMMARY:
In order to facilitate safe motor vehicle,pedestrian, and bicycle access into and out of the

It is therefore recommended that the Council approve an increase to the existing City construction
contract with Duran &Venables, Inc. in the amount of$ 116,037.00 ($104,772.00 for
improvements to along Saratoga Avenue and $11,265.00 for site preparation work for the
Temporary Library). Further, it is recommended that the Council authorize staff to execute change
orders in connection with the additional contract work up to $ 40,000.00 to cover any unforeseen
circumstances,which may arise during the course of the work, and to perform temporary utility
service improvements currently being designed by the City's library design consultants.

recommended change order amounts in Activity 3005 (Street Maintenance) - Account No. 4010
(Contract Services) and in Capital Project No. 0103 (Library Expansion) —Account No. 4010
(Contract Services).
CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION(S):
• The improvements in connection with the Temporary Library Project will not move forward.
ALTERNATIVE ACTION(S):
None in addition to the above.
FOLLOW UP ACTION(S):
