SUBJECT: Resolution to Amend Memorandum of Understanding (MOU) for Wages,
Employee Benefits and Conditions of Employment between the City of
Saratoga and the Saratoga Employees Association dated July 1, 1999..
RECOMMENDED ACTION(S):
Adopt proposed resolution and authorize the City Manager to amend Memorandum of
Understanding accordingly.
REPORT SUMMARY:
To increase retention and remain competitive in the marketplace, reallocate the Engineering
salary range allocations effective September 2, 2000:

Assistant Engineer 114 120
Associate Engineer 120 130
Plan Check Engineer 123 130
Both employee bargaining units have been consulted regarding these revisions.
FISCAL IMPACTS:
Reallocation of Associate Engineer and Plan Check Engineer salary ranges does not immediately
increase cost to the City, but does allow for higher salaries in the future.
Reallocation of Assistant Engineer salary range results in an increase of approximately $3,000
annually.
Public Works and Community Development salary budgets are adequately funded to absorb
increased costa
CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION(S):
Difficulty recruiting quality engineers. Increased employee turnover.
FOLLOW UP ACTION(S):
Amend the Salary Range Schedule included in the MOU.

RESOLUTION NO.
RESOLUTION OF THE CITY COUNCIL OF SARATOGA
AMENDING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY AND
THE SARATOGA EMPLOYEES ASSOCIATION, FURTHER AMENDING
RESOLUTION NO. 85 -9 AS AMENDED, ADJUSTING SALARIES AND BENEFITS
FOR NON - MANAGEMENT EMPLOYEES
WHEREAS, the City of Saratoga, through its designated representatives and pursuant to state
law, has met and conferred with the organized employee representative association, the Saratoga
Employees Association (SEA), through its designated representatives, concerning proposals for
modifications and changes to salaries, benefits and other matters; and
WHEREAS, the representatives of the City and SEA. have reached an understanding regarding
changes in salaries, benefits and other matters for the period July 1, 1999, through June 30, 2001,
for employees represented by the SEA, all of which are specified in a Memorandum of
Understanding dated July 1, 1999, to which reference is made for further particulars; and
WHEREAS, the City and SEA have agreed to certain amendments to said MOU as set forth in
Exhibit "A ", and attached hereto.
NOW, THEREFORE, BE IT RESOLVED that. the terms and conditions of the Memorandum of
Understanding between the City and SEA, dated July 1, 1999, are hereby amended by
incorporating therein Exhibits "A', attached hereto.
The above and foregoing resolution was passed and adopted by the City Council of the City of
Saratoga on the 6th DAY OF September, 2000, by the following vote:
