REPORT SUMMARY: Attached is a letter dated January 3, 2000 from the Saratoga Lions requesting City co- sponsorship of this year's July 4th Hometown Celebration. As the letter notes, this year's event will return to Villa Montalvo and is being promoted as the City's "Millennium Event". In previous years, the City has co-sponsored the July 4th Hometown Celebration as a means of extending coverage under its liability insurance for the event. In the absence of obtaining the City's co-sponsorship, the event organizers would need to secure their own insurance for the one- day festival that would be prohibitively expensive and likely result in cancellation of the event. There is no additional cost to the City to become a co-sponsor and extend its insurance, and this is similar to the City's co-sponsorship of the Chamber of Commerce's Celebrate Saratoga or the Saratoga Parade. However, the Council should be aware that any claims filed in connection with these events would be filed with the City and processed in accordance with the terms and limitations of the City's policy with ABAG Plan Corp. This means, among other things, that the City would be responsible for the first $25,000 paid to settle any claim since that is the City's deductible amount under the policy. In previous years however, no claim that I can recall has ever been filed in connection with one of these events. FISCAL IMPACTS: None to co-sponsor the event. However, as noted above, the City assumes a potential financial liability to settle any claims that might be made in connection with this event. CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION(S): The City would not become a co-sponsor of the event and its insurance coverage would not extend to the event. ALTERNATIVE ACTION(S): Presumably, the City could choose to co-sponsor the event but specifically not extend its insurance coverage. FOLLOW UP ACTIONS: The City will inform both Saratoga Lions and ABAG Plan Corp. of its co-sponsorship of the July 4th Hometown Celebration. We plan to have the celebration at Montalvo, with parking at West Valley College. As arrangements are still being worked out we would like to schedule a meeting with you to discuss event plans. In the past the City of Saratoga has co-sponsored this event and we hope you will support us again this year. Your sponsorship is necessary for providing insurance coverage, soliciting donations and assistance in many ways. I have enclosed several programs from last year so you can see the community participation. 'T'his is an opportunity for the people of our city to get together to celebrate the independence of our nation and the beginning of a new millennium. We will invite the mayor to open the ceremonies and involve our local schools in providing patriotic music. I feel this would simplify the overseeing of the property by one entity, the city, so that enforcement regulations are monitored and complied with. The additional land would also give the city an increased tax base. My concerns are mainly with traffic on Big Basin Way and the access to that street. Once the Mountain Winery is granted a conditional use permit and it continues to operate at capacity with concerts and events the deluge of traffic down Big Basin north towards Saratoga Ave. becomes impossible for residents living off of Fourth St. The GateHouse Condominiums, fnn of Saratoga, Wildwood Heights Neighborhood as well as many other residents use Fourth St. to access Big Basin Way. The stop sign is located on top of a hill, which makes vision difficult and certainly presents a safety hazard. Because there are no stop signs or signals for cars coming north on Big Basin until they reach Saratoga Ave. intersection ,there can be a continuous line of traffic at times when concerts or other events are over. It can be almost impossible to tum left on Big Basin. The Mountain Winery Draft EIR does not address this problem and the signal maybe only relevant should the Mountain Winery enlarge their facilities which will require another EIR. 1 still feel it important to have this concern on record and be noted by the city as well as the county as this use permit is processed.
