HomeMy WebLinkAbout10-26-1999 Agenda Item 3 (l) staff reportB SARATOGA CITY COUNCIL EXECUTIVE SUMMARY NO. ~~ O `~ MEETING DATE October 26, 1999 ORIGINATING DEPT City Manager AGENDA ITEM CITY MANAGER: ~ PREPARED BY: CaryBloomquist, Administrative Analyst SUBJECT: Parks and Recreation Commission Recommendations on Park Development Fund Priorities RECOMMENDED MOTION(S): Approve and allocate Park Development Fund as by the Parks and Recreation Commission with the exception of the El Quito Park Restroom Renovations. REPORT SUMMARY: The Parks and Recreation Commission held a special meeting on Monday, October 18, to discuss the allocation and prioritizing of approximately $2.3 million in Park Development Funds. After considerable discussion, the following list of priorities projects, with recommended • budgets, was compiled. The Commission's recommendations are as follows: 1) Kevin Moran and Gardiner Park Playground Equipment Improvements. $200,000 2) Wildwood and Congress Springs Park Restroom Renovations $130,000 3) Trails improvements $100,000 4) Congress Springs Park Playfields improvements $600,000 5) Saratoga Community Center improvements $1,379,000 6) El Quito Park Restrooms Renovations $33,000 TOTAL $2,442,000 The Commission expressed concerns about the adequacy of the City's current maintenance budget and also recommended an additional maintenance contingency for Congress Springs Park to prolong the life of the fields. The Commission also suggests exploring restrictions on the use of the fields by the various user groups to reduce wear and tear. One thought is to limit the user groups to weekend use only. This will extend the life of the fields, increasing the amount of time until the fields again need repair work. The Commission expressed similar concerns about a maintenance contingency for the restrooms at Congress Springs, Wildwood, and El Quito parks. The Commission voiced concerns that the restrooms will degrade quickly if they are not sufficiently maintained. Upon reviewing the Commission's recommendations, Staff generally agrees with the one exception that all restroom improvements be consolidated into one project. This will allow all the restrooms to be renovated at the same time, utilizing economies of scale and allowing conformity/consistency of all the facilities. El Quito Park requires additional renovation due to non-compliance with several Americans with Disabilities Act requirements, and the City wants to ensure that all of the restrooms in its parks conform to and allow access for all users. FISCAL IMPACTS: As noted above. ADVERTISING, NOTICING AND PUBLIC CONTACT: Nothing additional. CONSEQUENCES OF NOT ACTING ON RECOMMENDED MOTION(S): The Parks and Recreation Commission's recommendations will not be approved. Staff will follow whatever direction the Council may provide. FOLLOW UP ACTIONS: Project schedules will be developed and work on the projects will begin. In July of 1997 this project was placed second on a priority list by the Parks and Recreation Commission. As you know we then entered a difficult period. Early this year we were directed by the council to proceed with this project. This spring David Mooney, from public works, Sheila Iannou and myself representing the Parks and Recreation Commission started to work on this project in earnest. I reported to the Council on June 8th of this year our progress. We had a vendor, a budget, designs for the play equipment and we received an approval to move ahead with selection of an architect for site preparation of both sites. Mr. Jeffery Heid of Warren Heid and Associates submitted the.proposal accepted by the Public Works Director to complete this work. Public Informational meetings were scheduled and advertised via personal invititation, The Saratoga News and KSAR. The meetings were held on October 7th with Jeff Heid, Architect; Ewing Philbin of Ross Recreation Equipment; representative staff; and Park and Recreation Commissioners. The public was very excited and happy with the plans. They had other park concerns not associated with the play equipment that we tabulated and will agendize for consideration by the commission. At both meetings the residents desired to see neutraUnatural colors in the equipment. The request of the attendees at the Kevin Moran Meeting was "please could it be ready for the `end of school parties' in June of next year". This was a very heartwarming meeting. At this point the city is in the process of procuring the site survey which is needed before Mr. Heid can proceed with the site plan and final details. This is the only portion on which we do not have costs, as they have not yet been determined. I invite you to look at the plans and will be happy to answer any questions you might have at this time. Recreation .Department Memo To: Mayor and City Council From: Joan Pisani, Director of Recreation Date: October 12, 1999 Subject: Saratoga Community Center Needs Assessment and Cost Analysis Report In early 1996, the Saratoga City Council requested that a Community Task Farce be developed in order to recommend what needs should be. addressed with the money in the Park Development Fund. The task force was comprised of two Parks and Recreation Commissioners, one Council Member and two community members at large. To help determine the needs and priorities of the community, this group met several times to decide the best way to receive input from the residents. ~ A consultant was eventually hired to facilitate a workshop that was held on June 8, 1996. Approximately 70 people participated and from~this meeting came a list of needs and priorities. Several projects were identified and by the conclusion of the workshop a renovation andlor expansion to the Community Center topped the list. The Park Development Fund priority list was developed by the Parks and Recreation Commission and approved by City Council, and approximately one year ago the Recreation Department received direction to move forward on a needs assessment of the Community Center. Earlier this year you received a needs assessment report for the Saratoga Community Center and Senior Center. This report was Phase I of an agreement between the City of Saratoga and Anderson Brule Architects, Inc. The summary report includes a description of the existing facility, a list of current uses and areas, an assessment of the issues, needs and desires, and a list of desired uses and areas needed to accommodate these uses. Phase II of the Community Center assessment was recently completed and is a cost analysis of three remodel and addition options as identified in the Phase I report. The difference between Options A and B are varying levels of improvements and additions. Option C is the cost of a brand new Community Center. After Phase I was completed the Senior Center decided to move forward on their remodel plans separate from the Recreation Department. The Parks and Recreation Commission on September 7, 1999 voted to support Option B of the needs assessment and cost analysis report. At the Parks and Recreation Commission and City Council joint meeting on October 26, 1999 the Commission would like to discuss this with you and receive direction on moving forward with a Community Center renovation. The goals of this study are to: 1. Identify any unmet programmatic needs, 2. Assess the spate requirements to help meet these needs. To this end, the enclosed document provides information regarding existing facility conditions, space requirements to meet program needs, user responses detailing specific program requirements of these spaces, and future planning options. Background The Saratoga Community Center is comprised of one building located at 19655 Allendale, in Saratoga, California. Originally constructed in 1968, the facility jointly houses programs for the City of Saratoga Department of Recreation and the Saratoga Senior Center. Over its thirty years, the facility has undergone minor renovations in response to the changing community needs and priorities. Process Anderson Brule Architects staff worked with the Director of Recreation and the Senior Center Director to plan the process for this study. Together, the facility management and Anderson Brule Architects formulated a questionnaire to solicit user comments regarding the benefits and challenges presented by each physical space in relation to the specific programs it currently supports. The facility management group distributed these questionnaires to a broad group of users. The responses were initially processed and qualified by the staff and then forwarded to Anderson Brule Architects for further analysis. After reviewing existing drawings, documents and the questionnaire responses, the project team met to elaborate and provide direction concerning the development of various improvement options. The project team formulated two improvement options: Improvement Options A and B (See description of options in "Conclusion," below). Option A improves the facility by remodeling with minor addition, while Option B improves the facility by more extensive addition of space. Existing Facilities Study Anderson Brule Architects conducted a preliminary review of the existing facilities, existing drawings and an existing ADA Report. A summary of the Existing Facility conditions follows: (For more detailed findings, please refer to "General Facility Conditions" in the text of the Needs Assessment.) Heating, ventilating and air conditioning (HVAC) systems are inadequate and should be either re-zoned and repaired, or replaced. Finishes, such as carpet, paint, ceiling tiles, are in need of replacement due to excessive wear. Restrooms need upgrading and remodeling, including the addition of some fixtures. Additional storage is needed. Acoustical wall treatments are necessary at specific places in the facility (e.g.: office adjacent to dance studio). Parking was excluded from the scope of this study, however it is expected that parking would require some upgrades. User Needs Summary Anderson Brule Architects reviewed the user needs with staff members of both the Senior Center and the Community Center. A summary of the user needs follows: (For detailed findings, please refer to "Existing Space Information Sheets" in the text of the Needs Assessment.) The Senior Center is comprised of approximately 6,286 nsf (net assignable square feet). The Senior Center requires at least 7,718 nsf to provide adequate program to their users, while 8,737 nsf would meet nearly all of their current and projected program needs. The primary additions to this space are as follows: - Senior Center Resource Library - Senior Center Computer Lab - Senior Daycare Center Alcove within Daycare Center - Additional toilet rooms The Community Center is comprised of approximately 10,217 nsf. The Community Center requires at least nsf to provide adequate program to their users, while nsf would meet nearly all of their current and projected program needs. The primary additions to this space are as follows: - Conference Room - Art Room - Administrative Common Area The User Team identified three additional program functions to be considered if all other program requirements were accommodated and funding became available. This option is based on a project budget that would allow limited renovation, and requires approximately (gross square feet) of new building area. Improvement Option 'B' is comprised of improvements to satisfy the primary and secondary program needs by remodeling existing space and by the addition of space exterior to the existing building shell. This option is based on full accommodation of program needs, and requires approximately of new program building area. The above findings are predicated on a preliminary analysis of existing documents, facility plans, user meetings and general space planning assumptions. It is anticipated that the City will follow-up with a Phase 11 Analysis, consisting of a more thorough review of existing conditions as a basis for scope definition, design, pricing, scheduling, and implementation of this work. Recommended Next Steps After consideration of this information, Phase II of the Needs Assessment includes: - Site visits to investigate existing building systems and conditions as needed for cost analysis, - Preliminary cost analysis based largely on current typical square footage unit costs, - Project Timeline corresponding with Options A, B and a third option of an entirely new facility based on the above Needs Assessment, - Attendance at City Council meeting.
