HEAD: SUBJECT: Quito Road Sidewalk Project -C.I.P. No. 9501 Recommended Motion(sl: Direct staff to either 1) continue the development of the project, and submit a TDA Article 3 Application to MTC for reallocation of the project's expired $36,778 TDA grant or 2) abandon the project, and submit a TDA Article 3 Application to MTC for reallocation of the project's remaining $46,425 grant in addition to the expired $36,778 TDA grant, to another City walkway project. Report SummarX: On June 16, 1999, the Council rejected all bids for the Quito Road Sidewalk project. Amain issue of concern was opposition expressed by several property owners to the project. The proposed project includes the construction of new sidewalks, curbs, gutters, and driveway approaches (where necessary), along the west side of Quito Road between Sousa Lane and Cox Avenue. The project is funded by State grant money (TDA Article 3) the City was awarded specifically for this project. Future projects would extend this walkway along Quito Road which would then connect to proposed walkways along Allendale and Cox Avenues. In May, the affected property owners were mailed a letter noticing them of a neighborhood meeting scheduled for June 9 with City staff to review the proposed sidewalk plan. The meeting was held and representatives from 11 of the 27 affected properties were present. Subsequent to the neighborhood meeting a second letter (attachment 1) and a postcard opinion survey were mailed to each property owner allowing everyone the opportunity to express their views about the project. Presently the City has received opinions from 19 of the 27 property owners, including opinions collected at the neighborhood meeting. Of the 19 opinions received, 13 are in favor of the project and 6 are against. A copy of the postcards which included written responses are attached (attachment 2). In addition, a notice was mailed to each property owner notifying them of this meeting. (attachment 3). If the Council decides to proceed with the project, the City would need to resubmit its TDA Article 3 Application to MTC for the project's expired $36,778 TDA grant. If Council decides to abandon the project, the TDA Article 3 grant would revert back to MTC to be reallocated to other projects. If this occurs, the City would still have a grant in the amount of $46,425 for the project which would remain available to the City until July 1, 2000. Since both grants were allocated to this project only, the City would have to submit an application to have the expired grant ($36,778) and the second grant ($46,425) reallocated to another City walkway project. Since MTC cannot guarantee that either grant will be reallocated to the City for another project, the City would instead have to compete with other Santa Clara County Cities for this money. Fiscal Impacts• Depends on Council's decision. If the Council decides to proceed with developing the Quito Road sidewalk, there is a good possibility that the grant funds will be reallocated to the project. If the Council decides not to proceed with the project however, the City could suffer the loss of the entire $93,903 in TDA Article 3 grants. Advertising Noticing and Public Contact: As noted, the affected property owners have been notified of this meeting. Consequences of Not Acting_on the Recommended Motions: Depends on Council's decision. The meeting was held and representatives from 11 of the 26 affected properties were present. The meeting was intended to be informational, where one could look at the project plans and ask questions. However, it became evident at the outset that there was a majority of property owners in attendance who were against the very concept of sidewalks being built in front of their properties. This was a surprise to staffbecause of property owner's reactions to similar successful projects completed in other Saratoga neighborhoods in the past. The proposed project includes the construction of new sidewalks, curbs, gutters, and driveway approaches (where necessary), along Quito Road. The project is the latest effort at implementing the City's goal of constructing pedestrian walkways along arterial and collector streets throughout the City. This goal is enunciated in the Circulation Element of the City's General plan. The project is funded by State grant money the City was awarded specifically for this project. There is no direct cost to the property owners. Future projects would extend this walkway along Quito Road to Pollard Road which would then connect to proposed walkways along Allendale and Cox Avenues. The City feels that not only would the project improve safety for pedestrians, particularly elderly individuals and children, but additionally would enhance the infrastructure of the area. We understand you may not see the project in the same way, which is why the project is on hold until the City can gather enough information from you to make a decision whether or not to proceed. In order to gather this information, included with this letter is a stamped postcard which you are to register your opinion. This is not a majority ballot vote, but a way the City hopes to gather information from a majority of the property owners. Ultimately, the City Council will determine the project's future. Whatever your opinions, please complete and return your postcard by June 30. Even if you attended the neighborhood meeting, please return the postcard. The information collected from the postcards will be included in a staffreport to the City Council to be discussed on July 7. You are also encouraged to attend this meeting to voice your opinions regarding the project. The meeting will be held in the Council Chambers at 13777 Fruitvale Avenue and will begin at 7:00 P.M. Having grown up at this address since i 955 we have seen many changes. Especially in traffic related issues. As residents of Quito Road know first hand, that it is almost impossible to cross Quito Road during commute hours. Although my father no longer drives, traffic is still a major concern as he will take several walks a day along this busy road. Currently, all that separates my father from traffic in front of his house is a narrow bicycle lane. His property is not as fortunate as those south of McCoy Ave and north of Martha Ave to have the safety buffer of the wider street. Has any of these individuals tried to walk north of Martha Ave during strawberry season when the fruit stand on the corner is doing a brisk all day business? Some may argue that there is already a sidewalk of the east side of Quito Road. Have these people, especially the elderly or young really tried to cross over to the over side without the aid of a signal light? 1 scares me every time my dad mentions the subject of wanting to go visit the YMCA. To myself this is a very easy decision as ~t should be for all residents of Quito Road that this sidewalk project is disparately needed. With no direct costs to the residents what are they afraid of? A little inconvenience during construction? I encourage the members of the City Council and other residents to look at the property at 13149 Quito Road and tell my dad he doesn't need sidewalk access.
