SUBJECT: Report on the maintenance status of Landscape Zones in LLA-1
Recommended Motionfsl:
1. Accept the report and authorize staff to refrain from paying the June maintenance invoice to
Diablo Landscape Management, Inc. Apply the amount owed to make repairs in each Zone as
noted below, and fund the difference from the LLA-1 Fund Balance, if necessary.
Report SummarX:
Contracts for LLA-1 Monthly Landscape Maintenance Services were awarded on June 16. At this
meeting the Council directed staff to report on the condition of each Landscape Zone maintained
over the past year by the City's previous maintenance contractor, Diablo Landscape Management,
Inc., for any damages caused by their lack of adequate maintenance. Total damages have been
estimated to be $3,750, however, exact costs maybe higher or lower than this amount.
Staff recommends the City refrain from paying the June maintenance invoice to Diablo, in the
amount of $3,115, and utilize the funds to repair and/or reimburse the appropriate Landscape Zones.
Staff also recommends the City invoice Diablo for any costs above $3,115.
Listed below is the status on the present condition of each Landscape Zone, and the corresponding
estimated cost of repair, compiled by the Parks Maintenance Supervisor:
ZONE 1, MANOR DRIVE:
1.) Nine (9) dead Rhaphiolepis indica
2.) Three (3) dead Trachelospermum jasminoides
5 Gallon
1 Gallon
Additional findings; broken lateral irrigation line, many shrub heads improperly watering do to
overgrowth of shrubs.
Estimated Cost: $250 (materials & labor)
ZONE 2, FREDERICKSBURG:
1.) Ivy overgrowing walkways.
Estimated Cost: $50 (labor)
ZONE 3, GREENBRIAR:
1.) One (1) dead Fraxinus oxycarpa `Raywood' 15 Gallon
Additional findings; Weeds not kept under control, pathways not cleaned, trimming not done
regularly.
Estimated Cost: $150 (materials & labor)
ZONE 9, McCARTYVILLE:
Findings; Backflow prevention device in the closed position. No water to area.
Estimated Cost: None
ZONE 10/27, TRICIA WOODS/ CUNNINGHAM PLACE/ GLASGOW COURT:
1.) Three (3) dead Pyracantha Rosaceae.
5 Gallon
Additional findings; Dead plant material never removed, shrubs untrimmed, weeds not
controlled, pathways unclean.
Estimated Cost: $350 (materials & labor)
ZONE 11, ARROYO DE SARATOGA:
1.) One (1) dead Xylosma congestum. 5 Gallon
Additional findings; Shrubs in need of trimming.
Estimated Cost: $75 (materials & labor)
ZONE 12, LEUTAR COURT:
1.) Four (4) dead Grevillea `noellii'. 5 Gallon
Additional findings; Automated irrigation system not activated. No water to area.
Estimated Cost: $125 (materials & labor)
ZONE 15, BONNET WAY:
1.) Two (2) dead Rhaphiolepis indica. 5 Gallon
2.) Two (2) dead Pittosporum tobira `wheelers dwarf 5 Gallon
Additional findings; Inadequate water- plants under stress.
Estimated Cost: $100 (materials & labor)
ZONE 16, BEAUCHAMPS:
Findings; Turf areas not aerated or dethatched, irrigation activated by City staff (mid June).
Estimated Cost: $50 (labor)
ZONE 17, SUNLAND PARK:
1.) Twenty two (22) dead Lavandula augustifolia. 1 Gallon
2.) Thirty five (35) dead Arctostaphylos `Emerald carpet'. 1 Gallon
3.) Three (3) broken Toro 570 pop up spray head.
4.) Two (2) missing Carson valve box lids.
Additional findings; Weeds and grass uncontrolled, shrubs untrimmed.
Estimated Cost: $700 (materials & labor)
ZONE 22, PRIDES CROSSING:
1.) Thirty four (34) dead Arctostaphylos `Emerald carpet'. 1 Gallon
2.) One (1) dead Quarcus Lobata. 15 Gallon
3.) One (1) broken bubbler nozzle.
Additional findings; Trees untrimmed, weeds 12-18" tall, vines untrimmed.
Estimated Cost: $400 (materials & labor)
ZONE 28, KERWIN RANCH
1.) Five (5) dead Arctostaphylos `Howard McMiinn' S Gallon
2.) Nine (9) dead Escalonia rosea 5 Gallon
3.) Fifteen (15) dead Coprosma 1 Gallon
4.) Six (6) dead Dodonaea viscosa 5 Gallon
5.) Twenty seven (27) dead Rhaphiolepis indica 5 Gallon
6.) Three (3) dead Viburnum japonicum 5 Gallon
7.) Three (3) dead Lantana Montevidensis 1 Gallon
8.) Eleven (11) dead Artotheca calendula Flats

Fiscal Impacts:
If the City refrains from paying the June maintenance invoice to Diablo, in the amount of $3,115,
the City will utilize the funds to repair andlor reimburse the appropriate Landscape Zones. Any
amount required above this can be made up from available reserves in the LLA-1 Fund (Fund 180)
balance without affecting the amount of the assessment in any of these zones.

Follow Up Actions:
1. The Landscape Zones will be repaired by the current City maintenance contractors.
