HomeMy WebLinkAboutCity Council Resolution 8 EES::~LUTION NO .... F A RESOLUTION ESTABLISHING ADDITIO~.~L FOR THE OFFICE OF CITY AD~ZINISTR~.TOR. The Council of the City of Saratoga hereby resolves as follows: Pursuant to Ordinance No. 15 of the City of Saratoga and all other applicable laws~ the City..~dministrator of the City of Sarato~La shall have the following additional powers~ subject to the limitations of the Government Code of the State of California and all laws and ordinances of the City of Saratoga: (A) Capital Expenditures: To authorize expenditures pre- viously approved in the budget to the limit of $500.00 per quarter. Expenditures in excess of this amount, or expenditures which were not included in the budget~ must be presented to the Nayor for Council ap~roval. (B) and~aintenance Expenditures: To authorize operating and maintenance ex- penditures approved in the budget to a limit of $500.00 per quarter. Expenditures in excess of this amount, or expenditures which were not included in the budget~ must be presented to the~yor for Council approval. (C) PurchasinI Contracts: To purchase and contract to pur- chase all materials, equipment and supplies for all departments of the City and to contract for services to be rendered to the City~ within ~he monetary limits of his authority to authorize budgeted expenditures. To refer all such matters beyond his authority to the Nayor for Council action. (D) Sale of Surplus Naterials and E~ui_noment: To authorize the sale of materials and ~uip- ment which he determines to be surplus to the needs of the City where a single item or lot does not exceed ~lO0.O0 in book value. Reco~ends sale or other disposition of items beyon~ his authority to the Nayor for Council action. -1- (E) Expense R~p~_: To approve expense reports of all City officials and employees, except his own, which will be approved by the Council. (F) ~ank...~cco~s: Tc authorize opening and closing of bank accounts and transfers of City funds between accoumts as necessary for the conduct of City business. To authorize signatures on checks on City accounts and any necessary changes. (G) Public Re~.~.ltlons a~ A~Ve~t~ls~ng: To authorize expendi- tures for advertising and public relations as previously approved in the budget to a limit of $100.00 per quarter. Expenditures in excess of this amount, or expenditures which were not included in the budget, must be presented to the Mayor for Council approval. (A) Ma__ay_q~: Refers matters beyond the limits of his responsibility and authority to the Mayor for decision or reference to Council. Consults with, and keeps Mayor informed of principal activities and problems. (B) ~.ity co~.un_cl~: Reports to and is accountable to the City Council. Consults with, and informs the City Council on policy matters affecting the City. Makes regular or special reports to the Council as required. (C) Other Governmental ~g~pc~.~S~s: Maintains liaison with other City Officials, and with other municipal, county, state, and federal governmental agencies to ensure proper coordination of activities. (D) General Public: Meets with private citizens and business, civic, charitable, fraternal, and labor organizations seeking information or making suggestions or complaints; with Mayor investigates and disposes of such matters to the best advantage of all parties concerned. (E) Other Maintains membership in, or appropriate relationships with, professional, civic, and governmental associations and orgs.nizations. The above and foregoing Resolution was duly and. regularly introduced and passed by the Council of the City of Ss~ratoga at a regular meeting held on the ~ ~0_ ~day of December , 1956, by the following vote: AYES: Councilmen Brazil, Jepsen, LHngwil!, Rosasco, Willisms NOES: none ABSENT: none CITY CLERK
