CIVIL DEFENSE AND DISASTER RESOLUTION
WHEREAS, Ordinance No. 2~ of the City of Saratoga relating to civil
defense and disaster provides that the civil defense and disaster organi-
zation, the distribution of civil defense powers and duties'} the assi[tnmet~t
of functions and services and the recruitment, direction and training of
personnel shall be prescribed by resolution adopted concurrently with
the adoption of said ordinance; now, therefore, be it
RESOLVE!D, by the CIty Council of the City of Saratoga as follows:
SECTION 1. The civil ~efense and disaster organization of this city
shall be hereinafter more particularly described and
assshown on the attached chart marked Exhibit A and entitled "City
Organization for CIvil Defense and :Disaster."' Said Exhibit A, includ-
in~ all Information shwon thereon, is as much a part of this reso-
lution as if the materials and information set forth by said exhibit
were all fully described herein.
:SECTION 2. 'Division of Operating Services. There is hereby created
a division of operatin~ services. For the purposes of
civil defense and disaster planning and organization, the chief of
each operating service within this division shall be responsible to
the director through the assistant director.
Within 'this division there shall be the followinG civil defense and
disaster services:
(~) Emergency waifare service, which shall include mass feeding,.
clothing, and lodginG;
(2) EnGineer service, which shal~ tnclude shelter protection;
(3) Fire service;
Law enforceme:~t service, which shall include facility pro-
tection and traffic control;
(%) Medical and health service, which shall include sanitation
end :mortuary services;
{6) Radiological safety service;
(7) Rescue service; and
(8) Utilities service.
The direct.or shall appoint a chief of each such service.
SECTION 3. Division of Special SaPvices. There is hereby created
a division of special civil defense and disaster services.
This division shall be under the direction and control of a deputy
director of civil defense and disaster, who shall be appointed by
the director. For the purpose of civil defense and disaster ptannin9
and organization, the deputy director is responsible to the director
through the assistant director of civil defense and disaster.
Within this division the:re shall be the following services:
(I) Mutual aid plans;
(2) Evacuation service;
(3) Communications services which shall include attack warning;
(h) Personnel and manpower services which shall include the
'recruitment of civilian auxiliaries to military activities;
(5) Public affairs and information service;
(6) Supply service;
(7) Trainin~ service;
(8) Transportation service;
(9) Warden (or neighborhood leader) service; and
(10) General administrative service.
The director shall appoint a chief of each such service, who shall
be responsible to the deputy director of the division of special
services° The director may appoint the same person as chief of two
or :more services.
SECTION 4. Legal. The city attorney shall serve as the Iega1
advisor to the director of civil defense and disaster
and to the civil defense and disaster organization.
SECTION 5- American Red Cross. The American Red Cross in the City
Los will, in natural disaster, furnish food,
clothing, shelter, registration and information service, supplementary
medical service when requested, and rehabilitation to individuals.

In war-caused disaster, the American Red Cross will furnish only
foods clothing and shelter to affected Individuals and families.
The American Red Cross will provide funds with which to finance all
its relief operations during natural disaster. Civil defense ftnancin~
will be provided by public or private agencies other than the Red
Cross for Red Cross functions in war-caused disasters.
The director shall be responsible for arranging, through the chairman
of the local Red Cross chapter, for participation of the Red Cross
in civil defense as a part of the mass care service in case of war-
caused disaster, and for the relationship between the Red Cross and
the civil defense and disaster organization in case of natural disaster.
SECTION 6. Duties. The director shall prescribe the civil
defense and disaster duties of the deputy director
and the chiefs of operating and special services, in confor:m~ty with
the civil defense and disaster plan of the city, as approved by the
city council, and with the State of California Civil Defense and
Disaster Plan. Such duties may be changed from time to time by the
director by wrltten administrative orders, particularly for the
purpose of conforming to recommendations of the Director of the
California Disaster Office or modifications recommended by the
Federal Civil '=Defense Administrator. Upon recommendation of the
civil defense and disaster council of the City of Saratoga, such
duties shall be changed in accordance with such recom:mendations.
The above end foregoing resolution was duly and reQularIy introduced
and passed by the Counci 1 of the City of Saratoga at a regular meeting
held the 1st day Of Oct?bet, 19~8, by the followin~ vote:
