HomeMy WebLinkAboutCity Council Resolution 68 RESOLUTION N0. 68 RESOLUTION CREATING A CITY LIBRARY COMMISSION AND OT~ER MATTERS PERTAINING THERETO WHEREAS, memorandum dated June 23, 1958 of the Library Committee to the Mayor and City Administrator recommended no tax increase for library improvement, bearing in mind a "minimum services"! goal and considering that the percentage of retired people in Saratoga who are most affected by taxes is twice as great as the County as a whole, and WHEREAS, The County Librarian has now recommended a budget for fiscal year 1959-60 which it is estimated will require a tax increase of ~2%, and Saratoga has heretofore substantially supported the County Library branch located in Saratoga, and WHEREAS, equity between the several branches of the County Library System suggests that a review and readjustment be made of the business arrangements between the County and the local governments, and WHEREAS, growing population requires improvement in the library facilities of the city, NOW, BE IT RESOLVED by the City Council of the City of Saratoga as follows: SECTION l: A City Library Commission be 'appointed to recommend to the City Co~cil a balanced program of library improvements, considering the business and service relationships under present arrange- ments with the County ~Free Library, the tax effect of library service, a possible expansion program, appropriate local public relations as to library service, alternates to continued affiliation with the County Free Library, and all other matters concerning library service for Saratoga. SECTION 2: The County Beard of Supervisors be informed at the hearings on the County Library budget presently scheduled for June 19, 1959 that the Saratoga City Council favors no ~reater budget in- crease than will require an estimated tax rate of .085 per $100. assessed valuation for fiscal year 1959-60. SECTION 3: The Saratoga representative on the County Library Commission be instructed to continue to work for a minimum tax increase, equitable county support for the Saratoga Library, and a gradual program of improvement in the County Free Library System through increased efficiencies, cooperative arrangements with independent libraries and an increase in budget to the exten~ it is fully supported by a care- fully prepared program of long-range improvement, commensurate with an acceptance of the program and tax rates by the residents and city governments within the area served by the County Library. -1- The above and foregoing resolution was duly and regularly introduced and passed by t~e City Co~cil of the City of Saratoga on the 17th day of June, 1959, by the following vote: AYES: Bra~,il, Glennon, Jepsen, Rosasco, Langwill NOES: None ABSENT: None NAYOR -2- CITY OF SARATOGA MEMORANDUM ~ FEBRUARY 11, 197 1 TO: CITY COUNCIL FROM: POLICY COIt~[ITTEE SUBJECT: TERM OF OFFICE - LIBRARY COIv~ISSION The Policy Committee recommends that Saratoga Library Commissioners serve four year terms and that service on the Commission be limited to two-full terms plus no more than one half an additional term in the case of commis- sioners appointed to fill unexpired terms. This will limit service to a normal period of eight years with a maximum of ten years for an individual who has served no more than one half an unexpired term. Two of the Commis- sioners appointed February 3, 1971 shall serve an initial two year term so all terms will not end at the same time. The County Library Commission also operates on the basis of a maximum of two four year terms of service on the Commission.
