A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SARATOGA RE COUNTY LIBRARY SYSTEM.
The City Council of the City of Saratoga resolves as follows:
WHEREAS, memorandum dated June 23, 1958 of the Library Comm~ittee to the
Mayor and City Administrator recommended no tax increase for library in~prove-
ment, bearing in mind a "'minimum services" goal and considering that the per-
centage of retired people in Saratoga who are most affected by taxes is twic~
as great as the County as a whole, and
WHEREAS, Saratoga has heretofore substantially supported the County
Library branch located in Saratoga, and
WHEREAS, equity between the several branches of t'.qe County Library
System suggests that a review and readjustment be made of the business
arrangements between the County and the local governments, and
per
$100, although a substantial surplus is expected to exist at the end of the
fiscal year, and
WHEREAS, the tax rate for the County Library System has increased
alarmingly in the past several years,
BE IT RESOLVED THAT:
1. The County Board of Supervisors be infor~ed, in connection v~ith the
hearings on tlhe County Library budget presently scheduled +~,o be held in June,
1960, that the Saratoga City Council favors no ~reater budget increase than
will require an estimated tax rate of $.10 per ].00 assessed valuation for
the fiscal year 1960-61.
2. :'.The Saratoga representative on the County Library Co~ission be
inst~ctsd to continue to work for a minimum tax increase, equitabl-e county
support for the Saratoga Library, and a gradual program of improvement i.n
the County Free Library System through increased efficiencj..es, coot:~erative
arrangements with independent libraries, and an increase i.n budget t.o the
extent it is fully supported by a carefully prepared program of long-range
improve~ent, co~ensurate with an acceptance of the program and tax rates
by the residents a:nd city governments within the area served by the County
Library.
3. The City Administrator be inst~lcted to negotiate with the County
Librarian an equitable business arrangement for the use of the SaFato.~.s
Library f~uilding commensurate with similar arrangements for other ].ibraries
in the County Systems. Specifically, this should include an appropriate
rental to be paid by the County and consideration for the use of uti].ities
and other services now paid by the City.
The above and foregoing Resolution was duly and regularly introduced and
passed by the City Council of the City of Saratoga at a regular meeting,', h~ld
