WHEREAS, the City Council of the City of Saratoga is dedicated to the
principle of "local home rule" and to the principle that the best city govern-
ment is that which. is closest to its citizens; and
WHEREAS, the continued existence of effec:~ive and responsible local self
goverrment, as represented by our separate independent cities, is seriously
threatened by certain activities currently being conducted in this county; and
WHEREAS, various proposals which have been made during recent months would
destroy the independence of our cities in the name of "solving metropolitan
problem"; and
WHEREAS, proposals to "consolidate" smaller cities into the larger ones
are examples of such so-called "solutions"; and
WHEREAS, all such proposals are many years premature, are destructive
of the basic values of local self-governments and serve only to remove govern-
ment another step further free the reach of the people] and
WHEREAS, all such proposals i~nore the demonstrated abiiity of existing
local governments to eelve those problem which are common by cooperative effort;
NOW, ~IEREFORE, BE IT RE8OLVED by the City Council of the City of Saratoga
that citizens of Saratoga and of all the cities in this county be, and they
hereby are~ urged to oppose actively and vigorously any and all such dangerous
schemes to deprive them of democratically responsible and closely responsive
local self-government; and be it further resolved, that the citizens of all
cities are strongly urged to consider carefully the irreversible consequences
of the extinction of their own independence and, having so done, to decide
in favor of keeping control of their affairs in their own hands.
The above and foregoing resolution was passed and adopted at a regular
meeting of the City Council of the City of Saratoga held on the 18th day of
January, 1961, by the followir~ vote:
