HomeMy WebLinkAboutCity Council Resolution 508 RESOLUTION NO. 508 A RESOLUTION OF THE CITY COUNCIL OF SARATOGA SETTING FORTH THE GUIDING PRINCIPLES ON WHICH THE CITY COUNCIL BASES DECISIONS AND ACTIONS IN EMPLOYEE RELATIONS WHEREAS, the City Council of Saratoga deems it necessary to set forth principles for guidance in the field of employee relations; NOW THEREFORE, BE IT HEREBY RESOLVED THAT the following principles be adopted as the guiding principles of employee relations with the City of Saratoga: (1) Respect for the Individual The rights of the individual should always be respected. The City shall be sensitive to the needs and concerns of employees, and, shall be constantly alert to give proper credit for out- standing performance. (2) Communications Each employee has the right to know where he stands at all times and to receive full information on matters directly or indirectly affecting his job. Every employee shall have the opportunity for regular, individual appraisal and counselling sessions with his supervisor. It is equally important that avenues of upward communication from employees to management be kept open and used to channel informa- tion to those who can take needed action. The City welcomes con- structive criticism. No employee need fear reprisal or reprimand for questioning a practice o~ making a constructive suggestion. The value of two-way communications between the employee and the City cannot be overemphasized. (3) Fairness in Promotions When employees are being considered for promotion, strong con- sideration will be given to demonstrated performance. Consider- ation also should be given to the individuat's skills, capabili- ties and experience in relation to the requirements of the job to be filled. Whenever possible, promotions will be filled from within the City. By conscious application of this principle the City can achieve fairness in promotions. (4) Opportunities The City believes in equal opportunity for every employee or applicant for employment irrespective of race, sex, religion or national origin. Continuing personal development is vital to the success of each individual and to the City~s b~siness. The City will try to help employees increase their skills and knowledge through individual counselling and training programs. (5) Working Conditions The City will do everything reasonable to provide working con- ditions that are safe, pleasant and efficient, and to supply suitable working equipment. (6) Compensation It is the City's intent to provide a compensation and benefit program which is adequate to attract, retain and fairly reward well-qualified employees who can provide effective services to the City and to the public it serves. The within resolution is an expression of existing policy of the City of 8aratoga, and is subject to modification and change by the City Council from time to time. Nothing herein contained shall be construed as creating or establishing any of the provisions of this resolution as terms of any contract of employment between any officer or employee and the City. The above and foregoing resolution was duly and regularly introduced and passed by the City Council of the City of Saratoga at a regular meeting held on the 19th day of November , 1969, by the following vote: AYES: Councilmen Tyler, Dwyer, Robbins, Smith, Sanders NOES: None ABSENT: None ~R ATTE ST: /~ CITY CLERK
