A RESOLUTION REQUESTING ALLOCATION OF T.O. P. I. C. S.
FUNDS FROM THE CALIFORNIA HIGHWAY COMMISSION FOR
INSTALLATION OF THE TRAFFIC SIGNAL AT THE INTER-
SECTION OF QUITO ROAD AND BUCKNALL ROAD IN THE
CITY OF S~ARATOGA
WHEREAS, there is in the urban area, as defined by the 1960
Federal census, the City of Saratoga (hereinafter called "City"), a
large volume of vehicular and pedestrian traffic at the intersection
of Quito Road and Bucknall Road (hereinafter called "Project Location"),
which has been steadily increasing at a rapid rate causing problems
with respect to street capacity and safety; and
WHEREAS, in the interest of public health, safety and welfare,
by reasons stated above, it is essential that an improvement project
(hearinafter called "Project"), at the said Project Location to facili-
tate movement and increase the safety of vehicular and pedestrian
traffic be accomplished as soon as possible; and
WHEREAS, City through the County of Santa Clara has submit-
ted a TOPICS Study Report; and
WHEREAS, City, with assurance from the Director of Public
Works, believes that this project is one of the top priority projects
included in the Area-wide TOPICS Plan; and
WHEREAS, the said Project Location is within the jurisdiction
of City and said Project Location is included on portions of City
Streets which are included on the existing Federal-Aid Secondary
System (FAS) within the Area, and Federal-Aid funds, other than TOPICS
Funds, are not available to complete this project, and in the opinion
of City, the said Project would qualify for Federal TOPICS Funds; and
WHEREAS; City desires to file with the Highway Commission of
the State of California a request for an allocation of funds to con-
struct said Project;
NOW, THEREFORE, BE IT RESOLVED BY CITY AS FOLLOWS:
1. That City does hereby request the California Highway Com-
mission to allocate funds for the Project at the Project Location;
2. That City agrees that its respective appropriate budget
accounts shall reflect the following contributions to said Project:
Fiscal Year 1971-72: City $2,870.
3. That City has considered the effect of the proposed
financing (71.31% Federal Funds, 28.69~ Local Agency Funds) in re-
lation to apportionment of Federal TOPICS Funds within the State of
California.
4. That City shall be the legal administrative agent for the
TOPICS Project and all funds for the construction of said Project
shall be accumulated and released through City.
PASSED AND ADOPTED by the City Council of the City of Saratoga,
State of California, on July 21, 1971, by the following vote:
AYES: Councilmen Bobbins, Smith, Dwyer, Sanders, Bridges
