A RESOLUTION REQUESTING ALLOCATION OF T.O. P. I. C. S.
FUNDS FROM THE CALIFORNIA HIGHWAY COMMISSION FOR THE
CONSTRUCTION OF A PEDESTRIAN WALKWAY ALONG SARATOGA-
LOS GATOS ROAD BETWEEN FRUITVALE AVENUE AND OAK STREET
IN THE CITY OF SARATOGA
WHEREAS, there is in the urban area, as defined by the 1960
Federal census, of the City of Saratoga (hereinafter called "City"),
a large volume of vehicular and pedestrian traffic at location re-
ferred to as Saratoga-Los Gatos Road (State Route 9) between Fruit-
vale Avenue and Oak Street (hereinafter called "Project Location"),
which hasi:been steadily increasing at a rapid rate causing problems with
respect to street capacity and safety, specifically in the form of
traffic congestion and traffic delay; and
WHEREAS, in the interest of public health, safety and wel-
fare, by reasons stated above, it is essential that an improvement
project (herinafter called "Project"), at the said Project Location
in the form of a walkway to separate the pedestrian and vehicular
traffic thereby increasing the safety of vehicular and pedestrian
traffic be accomplished as soon as possible; and
W~.EREAS, City through the County of Santa Clara has sub-
mitted a TOPICS Study Report; and
WHEREAS, City, with assurance from the Director of Public
Works, beleives that this project will be one of the top priority pro-
jects to be included in the revision to the Area-wide TOPICS Plan
to be prepared; and
WHEREAS, the said Project Location is within the jurisdic-
tion of City and said Project Location is included on portions of
City Streets which are included on the existing Federal-Aid Second-
ary System (FAS) within the Area, and Federal-Aid funds, other than
TOPICS Funds, are not available to complete this project, and in the
opinion of City, the said Project qualifies for Federal TOPICS Funds;
and
WHEREAS, City desires to file with the Highway Commission
of the State of California a request for an allocation of funds to
construct said Project;
NOW, THEREFORE, BE IT RESOLVED BY CITY AS FOLLOWS:
1. That City does hereby request the California Highway
Commission to allocate funds for the Project at the Project Location.
2. That City agrees that its respective appropriate budget
accounts shall reflect the following contributions to said Project:
Fiscal Year 1971-72: City $8,610.
3. That City has considered the effect of the proposed
financing (71.31% Federal Funds, 28.69%Local Agency Funds) in re-
lation to apportionment of Federal TOPICS Funds within the State of
California.
4. That City shall be the legal administrative agent for
the TOPICS Project and all funds for the construction of said Project
'shall be accumulated and released through City.
PASSED AND ADOPTED by the City Council of the City of Saratoga,
State of California, on July 21, 1971, by the following vote:
