A RESOLUTION OF THE CITY COUNCIL OF SARATOGA AMENDING
AND SUPERSEDING RESOLUTION NO. 509-1 ESTABLISHING COM-
PENSATION AND BENEFITS OBJECTIVES FOR THE CITY OF
SARATOGA
WHEREAS, the CITY COUNCIL OF THE CITY OF SARATOGA deems it necessary to establish
well defined Compensation and Benefit Objectives for the City of Saratoga; and
WHEREAS, the basic objectives of Compensation and Benefits provided by the City
of Saratoga shall be to attract and retain well qualified employees who can provide
effective public service; and
WHEREAS, achievement of the basic objective requires establishment of a level
of City Salaries and Benefits and establishment of a procedure for determining and
achieving the desired level;
NOW, THEREFORE, BE IT RESOLVED that the City Council will seek to establish a
compensation program consisting of salaries and employee benefits commensurate with
that in public and private employment necessary to attract and retain qualified
employees for positions with the City of Saratoga, proper allowances being made
for differences in job classifications, content, scope and responsibilities; and
consistent with the City's ability to pay for said plan on both a short and long term
basis.
BE IT FURTHER RESOLVED that the following information will be considered when
collecting salary and benefit data in the employment market:
(1) Benchmark classes are standardized to allow for effective comparisons in
sample agencies, and are used where there are a series of classes or related
classes that should move salary-wide together. Non-benchmark classes are
those classifications for which it is difficult to make comparisons.
These are generally single position classes sufficiently unique to a
few jurisdictions that they do not afford the same facility for comparison
as the benchmark classes.
For the purposes of this resolution, benchmark classes are defined as:
(a) Assistant Civil Engineer (j) Administrative Asst. I
(b) Building Inspector
(c) Clerk Typist II
(d) Custodian
(e) Junior Civil Engineer
(f) Maintenance Man I
(g) Planning Assistant
(h) Secretary
(i) Park Maintenance Man
and such other classes as may be appropriate based on the above mentioned
criteria.
(2) Government agencies surveyed for collecting data on the above mentioned
benchmarks will consist of Campbell, Cupertino, County of Santa Clara, Los
Altoss Los Gatos, Milpitas, Mountain View, Palo Alto} San Jose, Santa Clara and
Sunnyvale. These agencies are subject to change from time to time and
additional agencies may also be used for comparison purposes or substituted
for those listed above.
(3) Similar comparisons will also be made, where necessary, for those positions
designated to be Management or confidential as delineated by the City
Manager.
(4) In collecting salary and employee benefit data from those sources listed
above, and others, for comparison purposes, compensation levels in effect
March 15 shall be used for comparisons to be made for the ensuing fiscal
year and compensation levels in effect September 15 shall be used for any
comparisons to be made for the ensuing calendar year. The survey shall
include visits to each of the jurisdictions with which comparisons are
being made when such visits are essential to the validity of the survey,
Care will be taken to avoid comparing titles only'. Job substance will
be reviewed for meaningful comparisons. For classes comparable to positions
in private employment, the survey 'will include consideration of compensation
afforded these positions in private employment.
(5) The City Manager or his designated representative will meet and confer with
the recognized employee organization .concerning wages, hours, and other
terms and conditions of employment and will consult with those individual
employees not represented by said employee organization upon their request
(6) If an agreement is reached by representatives of the employee organization
and the City Manager on wages, hours, and other terms and conditions of
employment, they shall jointly prepare a written memorandum of under-
standing outlining provisions of the Agreement, which shall not be binding,
and present it to the City Council for consideration.
(7) The City Council shall give consideration to the Memorandum of Understanding
submitted in establishing the Compensation Program for the City of
Saratoga within the context of the total compensation objectives of the City.
(8) The City Council each year will review these procedures and will make any
necessary changes.
The within resolution is an expression of the existing policy of the City of
Saratoga and is subject to modification and change by the City Council from time
to time. Nothing heroin contained'shall be construed as creating or establishing
any of the provisions of this resolution as terms of any contract of employment
between any officer or employee of the City.
The above and foregoing resolution was duly and regularly introduced and
passed by the City Council of the City of Saratoga at a regular meeting held on
the 1st day of N0VembeV, ~72 ....... , the following vote:
