BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SARATOGA RELATING TO THE SANTA CLARA VALLEY CORRIDOR
EVALUATION
WHEREAS, a major study is being conducted jointly by the Metropolitan
Transportation Commission (MTC) and the Association of Bay Area Governments
(ABAG), known as the Santa Clara Valley Corridor Evaluation; and
WHEREAS, this study is being developed on the basis of available data,
certain projections, assumptions, and input from elected officials of the
cities in Santa Clara C~unty, interested organizations, and citizens in
Santa Clara County; and
WHEREAS, the f=inal reSUlts and recommendations of the study are important
to the citizens of Saratoga and the entire County, since the study will serve
as the basis for making future major decisions in the areas of regional trans-
portation, waste water, and water conservation; and
WHEREAS, it is vital that the study reflect the official policies of
the cities of Santa Clara County and the County of Santa Clara; and
WHEREAS, State law mandates that cities prepare and adopt general plans
establishing elements for local land use, housing, and transportation
circulation through a process involving public hearings and environmental
assessments; and
WHEREAS, such general plans and their mandated elements are existent in
all of the cities within the County; and
WNEREAS, it is this City Council's understanding that another study
alternative, the job shift, is to be recommended for consideration;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Saratoga affirm its position that the existing general plans of cities be
used as the basis for develpping the Santa Clara Valley Corridor Evaluation
and that no monies be expended on any concept other than the general plans
unless such concept is first endorsed by all the cities of the County and the
County of Santa Clara.
BE IT FURTHER RESOLVED that the land use policies to be tested in Phase
IV Alternatives should be consistent with the political and legal realities
of the present and foreseeable projections of the General Plans/Market Trends
Concept which recognize the sovereignty of each municipal jurisdiction.
BE IT FURTHER RESOLVED that the Phase IV Study Alternatives be based on
tests which would be described at both a 1990 benchmark level as well as the
ultimate build-out level defined by the General Plans of the Cities.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
the MTC/ABAG Joint Policy Board, the Board of Supervisors of Santa Clara County,
and the Mayor of each of the cities in Santa Clara County.

CALIFORNIA, on ... April 26, 1977 by the following vote:
